width:418px;height:auto\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/07\/image-33.png 737w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/07\/image-33-300x229.png 300w\" sizes=\"auto, (max-width: 737px) 100vw, 737px\" \/><\/figure>\n<\/div>\n\n\n<h2 class=\"wp-block-heading\"><strong>Reasons of Maritime Piracy<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Land-Based Socio-Economic Drivers: <\/strong>Poverty, unemployment, livelihood insecurity and declining marine resources drive coastal communities towards piracy as an alternative source of income.<\/li>\n\n\n\n<li><strong>Political and Governance Failures: <\/strong>\u00a0Political instability, corruption, and inadequate maritime law enforcement create conditions that enable piracy to flourish.<\/li>\n\n\n\n<li><strong>Geographic and Traffic Vulnerabilities: <\/strong>Busy international shipping routes, strategic chokepoints &amp; vast maritime areas with limited surveillance provide attractive and accessible targets for pirates.<\/li>\n\n\n\n<li><strong>Transnational Organized Crime:<\/strong> Well-organized criminal networks facilitate piracy by providing financing, logistics, weapons, intelligence and links with other illicit activities such as smuggling and human trafficking.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Importance of Maritime Security for India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Nearly <strong>95% of India&#8217;s trade by volume<\/strong> and around <strong>70% by value<\/strong> is carried through maritime transport.<\/li>\n\n\n\n<li>Also more than <strong>80% of India&#8217;s crude oil imports<\/strong> are transported through sea routes.<\/li>\n\n\n\n<li>India has a coastline of over <strong>11,098 km<\/strong>, an <strong>Exclusive Economic Zone (EEZ) of about 2.37 million sq. km,<\/strong> and island territories located near critical sea lanes.<\/li>\n\n\n\n<li>Secure maritime routes are necessary for India&#8217;s trade, energy security, blue economy, and strategic interests in the Indian Ocean Region.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India&#8217;s Maritime Security Architecture<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Role of Indian Navy: <\/strong>Since 2008, Indian Navy has deployed units in the <strong>Gulf of Aden and East coast <\/strong>of Africa towards antipiracy patrols.\n<ul class=\"wp-block-list\">\n<li>Bilateral\/multilateral <strong>maritime exercises, Joint Exclusive Economic Zone (EEZ) surveillance, Coordinated Patrols (CORPATs)<\/strong> with Friendly Foreign Countries are being undertaken by the Navy.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>National Maritime Domain Awareness (NMDA)<\/strong> integrates information from multiple agencies for real-time monitoring of maritime activities.<\/li>\n\n\n\n<li>The Government of India has established the<strong> Information Fusion Centre-Indian Ocean Region (IFC-IOR)<\/strong> which has linkages with 25 partner nations and over 40 international multinational organisations for real-time information exchange towards enhancing maritime security.<\/li>\n\n\n\n<li><strong>Indian Coast Guard<\/strong> is responsible for coastal security, search and rescue, pollution response, and anti-smuggling operations within India&#8217;s maritime zones.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Government Initiatives<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Maritime Anti-Piracy Act, 2022: <\/strong>It provides a legal framework to prosecute pirates regardless of nationality. The Indian authorities can seize pirate ships and prosecute offences committed on the high seas.<\/li>\n\n\n\n<li><strong>Security and Growth for All in the Region (SAGAR):<\/strong> It promotes regional cooperation, maritime security, and capacity building in the Indian Ocean.<\/li>\n\n\n\n<li><strong>Indo-Pacific Oceans Initiative:<\/strong> It leads to collaboration on maritime security, disaster risk reduction, and sustainable use of marine resources.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>International Initiatives<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>UNCLOS (United Nations Convention on the Law of the Sea):<\/strong> Provides the legal definition of piracy and allows states to seize pirate ships and arrest crews on the high seas.<\/li>\n\n\n\n<li><strong>IMO (International Maritime Organization): <\/strong>\u00a0Develops global regulations to manage maritime threats and secure global trade.<\/li>\n\n\n\n<li><strong>Djibouti Code of Conduct:<\/strong> Regional framework for combating piracy in the Western Indian Ocean.<\/li>\n\n\n\n<li><strong>Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP): <\/strong>Formalised in<strong> 2004<\/strong>, it is the first and only regional government-to-government agreement to promote and enhance cooperation to suppress piracy and armed robbery against ships in Asia.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What are the Challenges?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Vast maritime areas<\/strong> make continuous surveillance and rapid response to maritime threats difficult.<\/li>\n\n\n\n<li><strong>Emerging use of drones<\/strong> and advanced technologies by pirates and criminal groups has made maritime crimes more sophisticated.<\/li>\n\n\n\n<li><strong>Coordination among multiple national agencies<\/strong> and international jurisdictions becomes challenging due to overlapping mandates and legal complexities.<\/li>\n\n\n\n<li><strong>Rising geopolitical rivalries <\/strong>and regional conflicts increase maritime insecurity.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#fff2cc\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>Gulf of Aden<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is a deepwater gulf located between <strong>Yemen<\/strong> on the<strong> Arabian Peninsula <\/strong>and Somalia in the Horn of Africa.\u00a0<\/li>\n\n\n\n<li>It connects the <strong>Arabian Sea<\/strong> to the <strong>Red Sea<\/strong> through the <strong>Bab el-Mandeb Strait.<\/strong><\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img data-dominant-color=\"c8d8da\"
