It benefitted nearly 17.3 million farmers.<\/li>\n\n\n\n<li>The newly approved <strong>Modernization of Command Area Development and Water Management (M-CADWM)<\/strong> aims to provide water through pressurized piped network and micro-irrigation systems.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Har Khet Ko Pani (HKKP):<\/strong> It expands assured irrigation through minor irrigation and groundwater development.\n<ul class=\"wp-block-list\">\n<li>It aims for the repair, renovation and restoration (RRR) of traditional water bodies.<\/li>\n\n\n\n<li>More than 3,462 Surface Minor Irrigation and RRR schemes have been implemented.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Watershed Development Component:<\/strong> It promotes integrated watershed management in rainfed and degraded areas.\n<ul class=\"wp-block-list\">\n<li>It improves soil moisture conservation, groundwater recharge and climate resilience.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Per Drop More Crop (PDMC): <\/strong>It promotes micro-irrigation technologies like drip and sprinkler irrigation.\n<ul class=\"wp-block-list\">\n<li>PDMC has been subsumed under PM-RKVY since 2022-23.<\/li>\n\n\n\n<li>It provides financial assistance:\n<ul class=\"wp-block-list\">\n<li>55% subsidy for small and marginal farmers.<\/li>\n\n\n\n<li>45% subsidy for other farmers.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Issues in India&#8217;s Irrigation Infrastructure<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Monsoon Dependency: <\/strong>Almost half of India&#8217;s net sown area is rainfed, making agriculture highly dependent on monsoon.<\/li>\n\n\n\n<li><strong>Inefficient Water Usage:<\/strong> Flood irrigation dominates Indian agriculture which causes loss of water through evaporation, runoff, and seepage.<\/li>\n\n\n\n<li><strong>Regional Disparities: <\/strong>States like Punjab and Haryana have high irrigation coverage, while eastern and central India are still facing irrigation deficits.<\/li>\n\n\n\n<li><strong>Groundwater Degradation:<\/strong> Unplanned exploitation has led to depleting water tables in many regions.<\/li>\n\n\n\n<li><strong>Incomplete irrigation projects:<\/strong> Many major and medium irrigation projects remain stalled for decades due to lack of funding and administration.<\/li>\n\n\n\n<li><strong>Climate Change:<\/strong> Increased frequency of droughts, irregular rains and extreme weather events threaten the sustainability of agriculture.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>How Can PMKSY Be a Solution?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Integrated Water Resource Management: <\/strong>PMKSY takes care of the whole irrigation value chain- from water source creation to efficient use at the farm level.<\/li>\n\n\n\n<li><strong>Promotion of Micro-Irrigation:<\/strong> Drip and sprinkler systems cause minimal loss of water and increase irrigation efficiency.<\/li>\n\n\n\n<li><strong>Expanding Assured Irrigation:<\/strong> Irrigation infrastructure is expanded in un-covered areas through AIBP and HKKP.<\/li>\n\n\n\n<li><strong>Watershed Based Development:<\/strong> Rainwater harvesting, groundwater recharge and soil conservation help in building resilience in rainfed regions.<\/li>\n\n\n\n<li><strong>Convergence and Decentralized Planning: <\/strong>The scheme helps in promoting convergence among ministries\/states for better resource utilisation.<\/li>\n\n\n\n<li><strong>Climate Resilience: <\/strong>Efficient management of water helps farmers adapt to climate change and droughts.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Achievements of PMKSY in Last 10 Years<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Expansion of Irrigation Coverage: <\/strong>PMKSY is continued till 2021-26 with an outlay of \u20b993,068.56 crore.\n<ul class=\"wp-block-list\">\n<li>By Aug 2025, more than 27 million farmers will benefitted.<\/li>\n\n\n\n<li>Over 24.61 million hectares have been covered or developed through various interventions.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Increasing Irrigation Potential:<\/strong> HKKP interventions have helped in creating almost 5.93 lakh hectares of irrigation potential.\n<ul class=\"wp-block-list\">\n<li>Groundwater interventions have helped in adding around 88.55 thousand hectares.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Adoption of Micro-Irrigation:<\/strong> Around 110.92 lakh hectares have been brought under micro-irrigation.\n<ul class=\"wp-block-list\">\n<li>Almost 9.3 lakh farmers are supported annually.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Increasing Water-Use Efficiency:<\/strong> Sprinkler and drip irrigation have significantly decreased the use of water, fertilizer, electricity and labor.<\/li>\n\n\n\n<li><strong>Increasing Income of Farmers:<\/strong> Experience of farmers of Barabanki, Uttar Pradesh shows that:\n<ul class=\"wp-block-list\">\n<li>There has been an increase in yield of 25-30%.<\/li>\n\n\n\n<li>There is a 50% decrease in use of water and inputs.<\/li>\n\n\n\n<li>Farmers earn profits of around \u20b960,000-70,000 per hectare.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Sustainable Natural Resources Management:<\/strong> Watershed interventions have improved soil health, groundwater recharge and ecological sustainability.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-large\"><img class=\"wp-block-heading\"><strong>What More Needs To Be Done?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Universalization of Micro-Irrigation:<\/strong> Micro-irrigation covers only a small portion of net sown area of India and its greater adoption is needed.<\/li>\n\n\n\n<li><strong>Strengthening Participatory Irrigation Management:<\/strong> Water Users Association (WUAs) needs to be strengthened for better distribution and maintenance.<\/li>\n\n\n\n<li><strong>Completion of Incomplete Projects:<\/strong> Timely execution and monitoring of irrigation projects is required.<\/li>\n\n\n\n<li><strong>Promoting Crop Diversification:<\/strong> Water-intensive crops in stressed regions need to be replaced with less water-intensive crops.<\/li>\n\n\n\n<li><strong>Usage of Technology:<\/strong> Scaling up remote sensing, GIS, AI based irrigation advisories and IoT enabled precision farming can prove beneficial.<\/li>\n\n\n\n<li><strong>Improvement in Groundwater Governance:<\/strong> Need of scientific groundwater budgeting and management of aquifers is required for long term water security.<\/li>\n\n\n\n<li><strong>Greater Convergence:<\/strong> PMKSY should be converged with MGNREGS, PMKSN, Atal Bhujal Yojana etc.<\/li>\n<\/ul>\n\n\n\n<p><a
