class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Recently, the government has clarified that the students studying in Classes 7, 8 and 9 in CBSE affiliated schools can continue learning foreign languages under the three-language policy until they finish Class 10.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About the Three-Language Formula Policy<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It aims to promote <strong>multilingualism, national integration, and linguistic diversity<\/strong> in India.<\/li>\n\n\n\n<li><strong>Historical Background:<\/strong>\n<ul class=\"wp-block-list\">\n<li>The three language policy was <strong>first recommended<\/strong> by the <strong>Kothari Commission (1964-66)<\/strong>.<\/li>\n\n\n\n<li>It was adopted in the <strong>National Policy on Education (NPE), 1968<\/strong>, and reiterated in <strong>NPE 1986\/1992<\/strong>.<\/li>\n\n\n\n<li>It was re-emphasised under the <strong>National Education Policy (NEP) 2020<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>According to NEP 2020:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Students will learn <strong>three languages<\/strong>, with flexibility in choice.<\/li>\n\n\n\n<li><strong>At least two of the three languages should be native to India<\/strong>.<\/li>\n\n\n\n<li>No language is to be imposed on any State.<\/li>\n\n\n\n<li>The choice of languages rests with <strong>States, regions and students<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Major Determinants &amp; Objectives<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Promotion of Multilingualism: <\/strong>Enhances linguistic competence among students; and encourages learning beyond the mother tongue.<\/li>\n\n\n\n<li><strong>National Integration:<\/strong> Helps in cross-regional communication; and enhances the concept of \u2018Unity in Diversity\u2019.<\/li>\n\n\n\n<li><strong>Preservation of Indian Languages: <\/strong>Helps in fulfilling constitutional responsibility through Articles 29, 350A and 351; and promotes the preservation of classical and regional languages.<\/li>\n\n\n\n<li><strong>Cognitive and Educational Gains:<\/strong> NEP 2020 mentions that multilingual education increases cognitive and critical thinking abilities of students.<\/li>\n\n\n\n<li><strong>Enhancement in Employability &amp; Mobility:<\/strong> Helps in increasing educational and employability opportunities in India.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Issues and Concerns in Policy<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Language Imposition Fears:<\/strong> Some States, especially the ones in south India, feel that there is an issue of imposition of Hindi.<\/li>\n\n\n\n<li><strong>Federal Issues:<\/strong> As <strong>Education falls in the Concurrent List<\/strong> of Schedule VII, states want more autonomy in making the language policy.<\/li>\n\n\n\n<li><strong>Shortage of Language Educators:<\/strong> Many schools face shortage of educators of several Indian languages.<\/li>\n\n\n\n<li><strong>Challenges in Implementation:<\/strong> Rural and remote schools do not always have the required infrastructure or learning materials.\n<ul class=\"wp-block-list\">\n<li>Challenges related to timetabling and overloaded curriculum exist.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Issues related to Equity:<\/strong> Students of government schools may get less language choices compared to the students of private schools.\n<ul class=\"wp-block-list\">\n<li>Unequal access can increase educational disparities.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Additional Burden for Students:<\/strong> Learning several languages can increase academic burden.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Recent Initiatives Addressing Major Concerns in Policy<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Flexibility in NEP 2020:<\/strong> NEP makes it clear that no language shall be imposed on any State.\n<ul class=\"wp-block-list\">\n<li>Flexibility has been provided to the States and the students in choosing languages.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>National Curriculum Framework (NCF):<\/strong> It supports multilingual education while keeping in mind regional diversities.\n<ul class=\"wp-block-list\">\n<li>Foundational literacy in the home language is emphasized.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Promotion of Mother Tongue Medium:<\/strong> According to NEP, the medium of instruction up to Grade 5 (preferably up to Grade 8) should be in the home\/mother tongue wherever possible.<\/li>\n\n\n\n<li><strong>Training of Language Teachers: <\/strong>The Ministry of Education and NCERT have been working on developing multilingual teaching materials and training programs for the teachers.<\/li>\n\n\n\n<li><strong>Use of Technology: <\/strong>Platforms like DIKSHA offer multilingual digital content.\n<ul class=\"wp-block-list\">\n<li>Development of e-learning materials in various Indian languages is being undertaken.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Other Related Initiatives Related to Education in India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>NIPUN Bharat:<\/strong> It aims at promoting foundational literacy and numeracy.<\/li>\n\n\n\n<li><strong>PM SHRI Schools Scheme: <\/strong>It works towards development of model schools in line with NEP 2020.<\/li>\n\n\n\n<li><strong>Samagra Shiksha:<\/strong> It is an integrated school education program from pre-primary to Class XII.<\/li>\n\n\n\n<li><strong>DIKSHA Platform:<\/strong> Digital learning resources in various Indian languages.<\/li>\n\n\n\n<li><strong>NCF 2023:<\/strong> It promotes multilingual and competency-based education.<\/li>\n\n\n\n<li><strong>Ek Bharat Shreshtha Bharat Initiative:<\/strong> It promotes inter-State cultural and linguistic interaction.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Forward: Strengthening Initiatives<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Facilitate Cooperative Federalism:<\/strong> The language policy should be evolved with consultations between the Union and the States.<\/li>\n\n\n\n<li><strong>Increase Flexibility:<\/strong> There should be increased language choices for the students according to the requirements of region\/locality.<\/li>\n\n\n\n<li><strong>Teacher Capacity Building:<\/strong> Recruitment and training of competent language teachers in all Indian languages.<\/li>\n\n\n\n<li><strong>Development of Multilingual Learning Materials:<\/strong> There should be development of good quality textbooks and digital content in all scheduled languages.<\/li>\n\n\n\n<li><strong>Use of Technology:<\/strong> Using AI-enabled translation tools and digital platforms for multilingual education.<\/li>\n\n\n\n<li><strong>Mother Tongue Based Education:<\/strong> Promotion of multilingual proficiency along with
