{"id":77549,"date":"2026-06-22T18:36:52","date_gmt":"2026-06-22T13:06:52","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=77549"},"modified":"2026-06-22T18:38:10","modified_gmt":"2026-06-22T13:08:10","slug":"indias-statistical-databases","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/22-06-2026\/indias-statistical-databases","title":{"rendered":"Essential Upgrades to India\u2019s Statistical Databases"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/ Economy<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Government of India has recently undertaken a<strong> comprehensive overhaul of its statistical databases<\/strong> by updating the methodologies, base years, and coverage of key economic indicators.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Need for Overhaul of Statistical Databases<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>International Concerns:<\/strong> In 2025 the Indian government received a <strong>\u2018C\u2019 grade,<\/strong> the second-lowest grade, by the <strong>International Monetary Fund<\/strong> for the quality of its national accounts statistics.<\/li>\n\n\n\n<li><strong>Representation of Current Scenario: <\/strong>The databases were outdated and were becoming <strong>less representative of reality<\/strong> with each passing year.\n<ul class=\"wp-block-list\">\n<li>An outdated base year weakens the overall measurements and makes them less representative of the current reality.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Outdated Base Years:<\/strong> In the decade since<strong> 2011-12<\/strong>, India\u2019s economy has transformed drastically, with new industries emerging (e.g. renewable energy, digital services) and changes in consumption patterns and investment behaviour.\n<ul class=\"wp-block-list\">\n<li>Such structural changes necessitate rebasing so that <strong>metrics capture true contribution of growing sectors <\/strong>and changes in technology and productivity.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What are the Metrics that Have Been Updated?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>National Accounts and GDP Reforms: <\/strong>GDP is the<strong> total monetary value of all final goods and services<\/strong> produced within a <strong>country\u2019s domestic territory<\/strong> during a specific period.\n<ul class=\"wp-block-list\">\n<li>India has revised its GDP base year from<strong> 2011\u201312 to 2022\u201323.<\/strong><\/li>\n\n\n\n<li>The revised series applies the double deflation method in agriculture and manufacturing, which separately accounts for changes in <strong>input prices and output prices.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Consumer Price Index (CPI):<\/strong> Price changes at the retail level, which is meant to capture the <strong>consumer-end of the market<\/strong>, are measured by the CPI.\n<ul class=\"wp-block-list\">\n<li>The base year of the CPI was updated to <strong>2024, <\/strong>and the basket of items it measures as well as their relative weightages were pegged to the latest <strong>Household Consumption Expenditure Survey of 2023-24.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Wholesale Price Index (WPI): <\/strong>Price changes at the wholesale level, which is ideally meant to capture the prices that producers get, are measured by the <strong>WPI.<\/strong>\n<ul class=\"wp-block-list\">\n<li>The WPI base year has been updated to<strong> 2022-23 and the number of items expanded from 697 to 957.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Index of Industrial Production (IIP): <\/strong>IIP is a key indicator that measures how industrial production is changing over time.\n<ul class=\"wp-block-list\">\n<li>It is a <strong>monthly indicator<\/strong> which reflects the monthly changes in the volume of production of a representative basket of industrial products, with reference to a specified base year.<\/li>\n\n\n\n<li>The base year of the All India Index of Industrial Production (IIP) has been revised from 2011-12 to <strong>2022-23.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Adoption of Producer Price Index (PPI): <\/strong>The PPI separately tracks the prices producers pay for inputs and the prices they receive for their outputs.\n<ul class=\"wp-block-list\">\n<li>The PPI excludes additional costs such as transport and indirect taxes, which the WPI includes.\u00a0<\/li>\n\n\n\n<li>This makes the PPI a <strong>more accurate representation of prices at the producer level<\/strong>. It also incorporates both goods and services, which makes it more holistic.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Introduction of Quarterly Bulletins on Unincorporated Sector Enterprises (QBUSE):<\/strong> Starting 2025, QBUSE has been introduced, providing interim results every quarter instead of waiting for an annual report.\n<ul class=\"wp-block-list\">\n<li>The quarterly data are intended to capture short-term movements in the sector.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img data-dominant-color=\"a9c1d0\" data-has-transparency=\"false\" style=\"--dominant-color: #a9c1d0;\" loading=\"lazy\" decoding=\"async\" width=\"603\" height=\"411\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/06\/image-173.png\" alt=\"\" class=\"not-transparent wp-image-77550\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/06\/image-173.png 603w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/06\/image-173-300x204.png 300w\" sizes=\"auto, (max-width: 603px) 100vw, 603px\" \/><\/figure>\n<\/div>\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#fff2cc\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>Rationale for Selecting 2022-23<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The year 2022-23 was chosen as the new base because it is the most recent \u201cnormal\u201d year after the disruptions of 2019-2021.\u00a0<\/li>\n\n\n\n<li>The years 2019-20 and 2020-21 were significantly affected by the COVID-19 pandemic, which temporarily altered consumption patterns and industrial output.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Significance of the Statistical Reforms<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Strengthen Evidence-Based Governance:<\/strong> As the data is more reliable it enables governments to <strong>formulate better policies<\/strong> and monitor outcomes more effectively.<\/li>\n\n\n\n<li><strong>Improve Monetary Policy: <\/strong>Accurate inflation estimates help the Reserve Bank of India calibrate interest rates more effectively. Also better inflation measurement supports <strong>macroeconomic stability.<\/strong><\/li>\n\n\n\n<li><strong>Increase Growth Measurement:<\/strong> The updated GDP, GVA, and IIP data will provide a realistic picture of the country&#8217;s economic performance.<\/li>\n\n\n\n<li><strong>International Credibility: <\/strong>The adoption of global best practices will improve\u00a0 India&#8217;s standing in international statistical assessments.
