Recent estimates suggest the number may be <strong>4.5\u20136 crore<\/strong> due to population growth and changing health conditions.<\/li>\n\n\n\n<li>The <strong>Rights of Persons with Disabilities (RPwD) Act, 2016<\/strong> expanded the recognized<strong> categories of disabilities from 7 to 21<\/strong> and guarantees rights related to equality, education, employment, accessibility, and social security.<\/li>\n\n\n\n<li>Key government initiatives include:\n<ul class=\"wp-block-list\">\n<li><strong>Unique Disability ID (UDID) Project<\/strong> for a national disability database.<\/li>\n\n\n\n<li><strong>Accessible India Campaign (Sugamya Bharat Abhiyan)<\/strong> to improve accessibility in public spaces and services.<\/li>\n\n\n\n<li><strong>Indira Gandhi National Disability Pension Scheme (IGNDPS)<\/strong> for income support.<\/li>\n\n\n\n<li>Skill development programmes such as <strong>PM-DAKSH<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Disability pensions remain <strong>fragmented and inadequate<\/strong>, with most States providing only <strong>\u20b9300\u2013\u20b9500 per month<\/strong>, while coverage remains limited despite these measures<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Challenges in the Existing System<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Fragmented and Unequal Pension Structure: <\/strong>Disability pensions differ across States because eligibility criteria, benefit amounts, and implementation mechanisms vary considerably.\n<ul class=\"wp-block-list\">\n<li>Such disparities undermine the principle of equality.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Inadequate Financial Support: <\/strong>Current pension amounts are insufficient to meet basic living expenses, healthcare costs, assistive device requirements, and mobility needs.<\/li>\n\n\n\n<li><strong>Administrative Complexity: <\/strong>Multiple agencies are involved in certification, verification, and benefit delivery, often leading to delays, exclusion errors, and accountability gaps.<\/li>\n\n\n\n<li><strong>Low Public Expenditure: <\/strong>India spends only about <strong>0.02% of GDP<\/strong> on disability welfare, significantly lower than many developing and developed countries.<\/li>\n\n\n\n<li><strong>Rights-Based Deficit: <\/strong>Disability pensions continue to function largely as welfare assistance rather than as an enforceable social security entitlement, contrary to the spirit of the RPwD Act, 2016.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why Disability Pensions Are an Economic Necessity?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Economic Costs of Exclusion: <\/strong>According to estimates by the <strong>World Bank and UNDP<\/strong>, low and middle-income countries lose <strong>3\u20137% of GDP<\/strong> due to exclusion of PwDs from education, employment and social security systems.<\/li>\n\n\n\n<li><strong>Positive Economic Multipliers: <\/strong>Disability income supports to improve household consumption, enhance economic resilience, reduce poverty, and encourage labour market participation.\n<ul class=\"wp-block-list\">\n<li>It is estimated fiscal multipliers between <strong>1.4 and 1.6<\/strong>, implying that every rupee spent generates broader economic activity.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>International Evidence: Pro Bono Economics (2025)<\/strong> found that the socio-economic benefits of disability income support exceed programme costs by nearly <strong>48%<\/strong>.\n<ul class=\"wp-block-list\">\n<li>Thus, disability pensions function as social protection, poverty alleviation, economic stimulus, and human capital investment.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Case for a Minimum Universal Disability Pension Floor Rate (MUDPFR)<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>MUDPFR<\/strong> would guarantee a nationally defined minimum pension to all eligible PwDs, irrespective of their State of residence, while allowing States to provide additional top-ups.<\/li>\n\n\n\n<li><strong>Constitutional and Legal Basis: <\/strong>The proposal derives legitimacy from:\n<ul class=\"wp-block-list\">\n<li><strong>Article 14<\/strong>: Equality before law.<\/li>\n\n\n\n<li><strong>Article 21<\/strong>: Right to life with dignity.<\/li>\n\n\n\n<li><strong>Article 41<\/strong>: Public assistance in cases of disability.<\/li>\n\n\n\n<li><strong>Section 24 of the RPwD Act, 2016:<\/strong> Social security and pension support.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Fiscal Feasibility: <\/strong>Compared to allocations for food subsidies, infrastructure and other welfare programmes, such expenditure is fiscally sustainable.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Global Best Practices<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Several countries have adopted nationally uniform disability support systems:\n<ul class=\"wp-block-list\">\n<li><strong>South Africa:<\/strong> National Disability Grant.<\/li>\n\n\n\n<li><strong>Brazil<\/strong>: Benef\u00edcio de Presta\u00e7\u00e3o Continuada (BPC).<\/li>\n\n\n\n<li><strong>Australia:<\/strong> Disability Support Pension.<\/li>\n\n\n\n<li><strong>New Zealand<\/strong>: National disability income support.<\/li>\n\n\n\n<li><strong>Kenya, Rwanda, Thailand and Indonesia:<\/strong> National disability assistance programmes.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>These systems demonstrate that centrally defined standards improve uniformity, portability, transparency, and inclusion.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Need For Institutional Reform<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Proposed National Disability Pension Authority (NDPA): <\/strong>India may establish a dedicated authority responsible for:\n<ul class=\"wp-block-list\">\n<li><strong>Uniform Eligibility Standards: <\/strong>Creating transparent and nationally applicable eligibility criteria.<\/li>\n\n\n\n<li><strong>National Disability Registry: <\/strong>Integrating UDID, Aadhaar and DBT platforms for seamless beneficiary identification.<\/li>\n\n\n\n<li><strong>Portability: <\/strong>Ensuring uninterrupted benefits irrespective of migration across States.<\/li>\n\n\n\n<li><strong>Grievance Redressal: <\/strong>Providing accessible and time-bound complaint resolution mechanisms.<\/li>\n\n\n\n<li><strong>Performance Monitoring: <\/strong>Tracking State-level implementation and outcomes.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Linking Pensions with Employment: <\/strong>International experience shows that disability pensions are most effective when integrated with employment and skill development programmes. These would help shift PwDs from dependence to <strong>productive economic participation. <\/strong>India can strengthen convergence with:\n<ul class=\"wp-block-list\">\n<li><strong>PM-DAKSH<\/strong> skill development initiatives;<\/li>\n\n\n\n<li>National Apprenticeship Promotion Scheme (NAPS);<\/li>\n\n\n\n<li>Employer incentive programmes;<\/li>\n\n\n\n<li>Accessible workplace policies;<\/li>\n\n\n\n<li>Assistive technology support.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Relevance to International Commitments: <\/strong>A universal disability pension framework would strengthen India&#8217;s commitment to:\n<ul class=\"wp-block-list\">\n<li><strong>UN Convention on the Rights of Persons with Disabilities (UNCRPD)<\/strong>;<\/li>\n\n\n\n<li><strong>Sustainable Development Goal (SDG) 1.3<\/strong> on social protection;<\/li>\n\n\n\n<li><strong>ILO Recommendation <\/strong>on Social Protection Floors;<\/li>\n\n\n\n<li>Commitments reflected in the <strong>G20 New Delhi Leaders&#8217; Declaration<\/strong> regarding inclusive growth.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Forward<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India has already demonstrated its ability to deliver welfare benefits at scale through <strong>Aadhaar-enabled DBT, UPI, PM-KISAN, food security programmes, and health insurance schemes<\/strong>.<\/li>\n\n\n\n<li>The technological infrastructure exists; the challenge is policy prioritisation.<\/li>\n\n\n\n<li>A <strong>Minimum Universal Disability Pension Floor Rate<\/strong> would ensure minimum income security; reduce interstate disparities; promote dignity and equality; strengthen inclusive development; and advance constitutional morality.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background has-fixed-layout\" style=\"background-color:#fff2cc\"><tbody><tr><td><strong>Daily Mains Practice Question<\/strong><br><strong>[Q] <\/strong>Examine the challenges faced by <em>Persons with Disabilities (PwDs) <\/em>in accessing welfare benefits in India.
