class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Information and Broadcasting Ministry has released the draft Telecommunication Rules, 2026, pertaining to television, radio, and related services, for public consultation.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Background<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The Telecommunications Act, 2023 <\/strong>replaced the colonial-era <strong>Indian Telegraph Act, 1885.<\/strong><\/li>\n\n\n\n<li>The<strong> Ministry of Information and Broadcasting (MIB)<\/strong> administers provisions relating to television, radio, and associated broadcasting services under the Act.<\/li>\n\n\n\n<li>At present, different broadcasting services such as <strong>DTH, FM Radio, Community Radio, IPTV, HITS, and satellite television<\/strong> channels are governed by separate policy guidelines issued at different times.<\/li>\n\n\n\n<li>The draft rules <strong>consolidate various policy guidelines<\/strong> that currently govern different broadcasting platforms.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Features of the Draft Rules<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Unified Regulatory Framework:<\/strong> The draft rules propose a single regulatory framework in place of multiple existing guidelines governing broadcasting services.<\/li>\n\n\n\n<li><strong>Removal of Grant of Permission Agreement (GOPA):<\/strong> The requirement for signing a Grant of Permission Agreement has been removed.\n<ul class=\"wp-block-list\">\n<li>This reform is intended to reduce administrative burdens and streamline approvals.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Public Interest Obligations: <\/strong>TV channels are required to broadcast <strong>30 minutes <\/strong>of content daily on themes of national importance and social relevance, while private radio stations must dedicate one hour daily.\n<ul class=\"wp-block-list\">\n<li><strong>Radio stations<\/strong> will also be required to ensure at least <strong>20%<\/strong> of their daily programming comprises local content.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Digital Implementation:<\/strong> The authorisation process will be implemented through digital platforms.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Guidelines Integrated Under the Draft Rules<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Guidelines for Uplinking and Downlinking of Satellite Television Channels in India, 2022.<\/li>\n\n\n\n<li>The Guidelines for Direct-to-Home (DTH) Broadcasting Services, 2001.<\/li>\n\n\n\n<li>The Guidelines for Headend-in-the-Sky (HITS) Broadcasting Services, 2009.<\/li>\n\n\n\n<li>The Policy Guidelines on Expansion of FM Radio Services through Private Agencies (Phase III), 2011.<\/li>\n\n\n\n<li>The Revised Policy Guidelines for Community Radio Stations, 2024.<\/li>\n\n\n\n<li>The Guidelines for Internet Protocol Television (IPTV) Services, 2008.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Significance of the Draft Rules<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Ease of Doing Business: <\/strong>The rules simplify regulatory procedures and reduce compliance burdens for broadcasters.<\/li>\n\n\n\n<li><strong>Digital Governance:<\/strong> Digital authorisation processes align with the government&#8217;s broader objective of improving digital governance.<\/li>\n\n\n\n<li><strong>Broadcasting Sector Growth:<\/strong> A simplified and modern regulatory ecosystem can encourage
