Legislative Disruptions<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Parliamentary and legislative disruptions refer to <strong>repeated interruptions, adjournments, protests, and disorderly conduct<\/strong> that prevent legislatures from effectively performing their constitutional functions.<\/li>\n\n\n\n<li>While disruptions have existed since the early decades of independence, their <strong>frequency and intensity have increased<\/strong> significantly since the <strong>1990s <\/strong>with the rise of coalition politics and competitive parliamentary obstruction.<\/li>\n\n\n\n<li><strong>Declining Legislative Productivity in India:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>The 17th Lok Sabha (2019\u20132024) <\/strong>held only <strong>274 sittings <\/strong>across <strong>15 sessions, <\/strong>the lowest for any full-term Lok Sabha in Indian history.<\/li>\n\n\n\n<li>The proportion of Bills referred to <strong>Parliamentary Standing Committees <\/strong>declined from <strong>71%<\/strong> during the <strong>15th Lok Sabha (2009\u201314) <\/strong>to <strong>27% <\/strong>during the<strong> 16th Lok Sabha (2014\u201319)<\/strong> and around <strong>16% <\/strong>during the <strong>17th Lok Sabha (2019\u201324).<\/strong><\/li>\n\n\n\n<li>During the Monsoon Session 2025<strong>,<\/strong> the<strong> Lok Sabha<\/strong> functioned for only <strong>29% <\/strong>of its scheduled time, while the <strong>Rajya Sabha<\/strong> functioned for only <strong>34%<\/strong> of its scheduled time.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Causes of Frequent Disruptions<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Political Polarisation: <\/strong>Increasing political confrontation often leads to disruptions becoming a preferred mode of protest.<\/li>\n\n\n\n<li><strong>Search for Public Attention:<\/strong> Political parties sometimes use disruptions to attract media coverage and highlight contentious issues.<\/li>\n\n\n\n<li><strong>Contentious Issues and Lack of Consensus:<\/strong> Key policy matters such as economic reforms, minority rights, and constitutional amendments frequently lead to walkouts and protests.\n<ul class=\"wp-block-list\">\n<li><strong>Laws like Farm Bills (2020), Citizenship Amendment Act (2019), and GST rollout (2017)<\/strong> triggered walkouts and protests.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Weak Adherence to Parliamentary Norms: <\/strong>Declining respect for parliamentary conventions and decorum contributes to disorderly proceedings.<\/li>\n\n\n\n<li><strong>Limited Consensus-Building:<\/strong> Insufficient dialogue among political parties often results in legislative deadlocks and disruptions.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>How do Frequent Disruptions Affect Democracy?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Weaken Executive Oversight:<\/strong> Repeated adjournments diminish the effectiveness of accountability mechanisms such as <strong>Question Hour and parliamentary debates.<\/strong><\/li>\n\n\n\n<li><strong>Reduce Legislative Productivity: <\/strong>Disruptions result in the loss of valuable working hours and delay the passage of important legislation.<\/li>\n\n\n\n<li><strong>Erode Public Trust: <\/strong>Persistent disorderly conduct<strong> lowers citizens&#8217;
