class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Ministry of Panchayati Raj has released the <strong>Report of the Committee on Datasets for State Finance Commissions (SFCs) <\/strong>to strengthen evidence-based fiscal decentralisation.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>State Finance Commissions (SFCs)<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Constitutional Status: <\/strong>State Finance Commissions are constitutional bodies constituted under <strong>Article 243-I<\/strong> of the Constitution following the enactment of the <strong>73rd Constitutional Amendment Act, 1992.<\/strong>\n<ul class=\"wp-block-list\">\n<li>Every State Government is <strong>required to constitute a State Finance Commission every five years <\/strong>to review the financial position of Panchayats.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Functions:<\/strong> State Finance Commissions <strong>recommend principles governing the distribution of financial resource<\/strong>s between State Governments and Panchayati Raj Institutions.\n<ul class=\"wp-block-list\">\n<li>It recommends the <strong>sharing of taxes, duties, tolls and fees <\/strong>between State Governments and Pan chayats.<\/li>\n\n\n\n<li>It also recommends <strong>grants-in-aid<\/strong> to Panchayats from the <strong>Consolidated Fund of the State.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Challenges Faced by State Finance Commissions<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Lack of Consolidated Accounts: <\/strong>Financial statements from Panchayats are usually incomplete using <strong>varied and non-standard methods<\/strong>.\n<ul class=\"wp-block-list\">\n<li>It becomes <strong>extremely difficult for SFCs to prepare a clear, accurate, and complete picture<\/strong> of the overall financial position of local bodies across the entire state.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Capacity Gaps at the Local Level:<\/strong> Many Gram Panchayats do <strong>not have<\/strong> trained accountants, <strong>book-keepers, or staff<\/strong> who understand modern accounting and data management.<\/li>\n\n\n\n<li><strong>Fragmented Data Systems: <\/strong>Data relating to finances, assets, governance and service delivery is scattered across multiple departments.\n<ul class=\"wp-block-list\">\n<li>The absence of integrated databases <strong>increases delays and reduces the quality of SFC assessments.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Delays in SFC Reports:\u00a0 <\/strong>Delays in the constitution and submission of SFC reports continue to weaken fiscal decentralisation.\n<ul class=\"wp-block-list\">\n<li>The Fifteenth Finance Commission noted that the average delay in submission of SFC reports was about<strong> sixteen months.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Recommendations of the Committee<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Classification of Panchayat Advancement Index Indicators: <\/strong>Panchayat Advancement Index indicators<strong> <\/strong>should be classified into categories such as <strong>needs, performance and backwardness <\/strong>to facilitate objective fiscal analysis by SFCs.<\/li>\n\n\n\n<li><strong>Standard Reporting Framework: <\/strong>SFCs should adopt a common reporting template to improve consistency and comparability of reports.<\/li>\n\n\n\n<li><strong>Supplementary Budget Document: <\/strong>States should publish a supplementary budget document detailing all transfers made to rural and urban local bodies, including Gram Panchayat-wise allocations.<\/li>\n\n\n\n<li><strong>Permanent State Finance Commission Cells:<\/strong> States should establish permanent SFC Cells to maintain and periodically update fiscal and governance data.<\/li>\n\n\n\n<li><strong>Performance Audit: <\/strong>The Ministry should request the <strong>Comptroller and Auditor General of India<\/strong> to undertake a performance audit of the implementation of the 73rd Constitutional Amendment.<\/li>\n\n\n\n<li><strong>Capacity Building of SFCs:<\/strong> State Finance Commissions should receive regular training on data systems, analytical tools and digital platforms such as eGramSwaraj.<\/li>\n\n\n\n<li><strong>A comprehensive SFC Manual<\/strong> should be prepared to guide future State Finance Commissions on methodology, data usage and best practices.<\/li>\n\n\n\n<li><strong>The National Institute of Rural Development and Panchayati Raj (NIRDPR)<\/strong> should undertake training programmes and compile best practices for SFCs.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Concluding remarks<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Report on Datasets for State Finance Commissions recognises that effective <strong>fiscal decentralisation<\/strong> depends on reliable and granular local governance data.\u00a0<\/li>\n\n\n\n<li>By strengthening data systems, and institutional mechanisms the report seeks to make State Finance Commissions more effective instruments of<strong> fiscal devolution
