social protection, significantly reducing deprivation and improving the quality of life of vulnerable sections.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What is Inclusive Transformation?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Inclusive Transformation refers to a development process that ensures the benefits of<strong> economic growth, social progress, and public policies reach all sections of society,<\/strong> particularly the poor, marginalized, and vulnerable groups.\u00a0<\/li>\n\n\n\n<li>It seeks to improve not only income levels but also <strong>access to basic services, opportunities, and human capabilities,<\/strong> thereby reducing social and economic inequalities.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Initiatives for Inclusive Transformation<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Poverty Alleviation and Social Protection:\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY)<\/strong> provides free food grains to over 81 crore beneficiaries.<\/li>\n\n\n\n<li><strong>One Nation One Ration Card (ONORC)<\/strong> ensures food security for migrant workers.<\/li>\n\n\n\n<li><strong>Direct Benefit Transfer (DBT) <\/strong>has improved transparency and reduced leakages in welfare delivery.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Financial Inclusion:\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Pradhan Mantri Jan Dhan Yojana (PMJDY)<\/strong> has expanded banking access to over 58 crore beneficiaries.<\/li>\n\n\n\n<li><strong>PM Mudra Yojana<\/strong> provides collateral-free loans to micro and small entrepreneurs.<\/li>\n\n\n\n<li><strong>UPI and Digital Payments <\/strong>have facilitated financial inclusion and digital transactions.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Healthcare and Nutrition:\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Ayushman Bharat-PMJAY<\/strong> provides health insurance coverage of \u20b95 lakh per family.<\/li>\n\n\n\n<li><strong>Ayushman Bharat Digital Mission promotes<\/strong> digital health records and seamless healthcare access.<\/li>\n\n\n\n<li><strong>Mission Indradhanush<\/strong> and maternal health schemes improve child and maternal healthcare outcomes.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Water, Sanitation and Housing:\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Jal Jeevan Mission<\/strong> provides functional household tap water connections.<\/li>\n\n\n\n<li><strong>Swachh Bharat Mission<\/strong> has achieved near-universal sanitation coverage.<\/li>\n\n\n\n<li><strong>Pradhan Mantri Awas Yojana (PMAY)<\/strong> promotes affordable housing for urban and rural poor.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Women Empowerment:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>PM Ujjwala Yojana<\/strong> provides clean cooking fuel to women from poor households.<\/li>\n\n\n\n<li><strong>Beti Bachao Beti Padhao<\/strong> promotes education, and empowerment of the girl child.<\/li>\n\n\n\n<li><strong>DAY-NRLM, Lakhpati Didi, and Drone Didi<\/strong> initiatives encourage women-led entrepreneurship.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Livelihood and Employment Generation:\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Viksit Bharat-Rozgar and Ajeevika Mission (formerly MGNREGA)<\/strong> provides wage employment and rural asset creation.<\/li>\n\n\n\n<li><strong>PM SVANidhi<\/strong> supports street vendors through collateral-free loans.<\/li>\n\n\n\n<li><strong>PM Vishwakarma <\/strong>strengthens traditional artisans and craftsmen.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Tribal Development<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Dharti Aaba Janjatiya Gram Utkarsh Abhiyan<\/strong> focuses on holistic tribal development.<\/li>\n\n\n\n<li><strong>Eklavya Model Residential Schools (EMRS)<\/strong> improve educational access in tribal areas.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Progress Achieved in Inclusive Transformation<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Poverty and Deprivation: <\/strong>Multidimensional poverty declined from 29.17% in 2013-14 to <strong>11.28% in 2022-23<\/strong>, reflecting a reduction of 17.89 percentage points.\n<ul class=\"wp-block-list\">\n<li>Nearly 25 crore people moved out of multidimensional poverty during this period.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Water, Sanitation and Basic Amenities:<\/strong> Rural tap water coverage under Jal Jeevan Mission increased from 3.23 crore households (2019) to 15.84 crore households (May 2026), covering 81.87% of rural households.\n<ul class=\"wp-block-list\">\n<li>Rural sanitation coverage increased from 39% in 2014 to 100% in 2019.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Improvement in Maternal and Child Health:<\/strong> Maternal Mortality Ratio declined from 130 (2014-16) to 88 (2021-23) per 100,000 live rural electricity<\/strong> supply increased from 12.5 hours\/day (2014) to 22.6 hours\/day (2025).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Livelihoods and Women-Led Development:<\/strong> Women associated with Self-Help Groups increased from 2.37 crore to 10 crore under DAY-NRLM.\n<ul class=\"wp-block-list\">\n<li>The number of SHGs increased to <strong>91.75 uneven across states, districts, and tribal regions.<\/li>\n\n\n\n<li><strong>Quality Deficit in Public Services:<\/strong> Access has improved, but quality of healthcare, education, and sanitation services remains inconsistent.<\/li>\n\n\n\n<li><strong>Income Vulnerability:<\/strong> Informal employment continues to dominate the labour market and also job creation has not always kept pace with workforce expansion.<\/li>\n\n\n\n<li><strong>Nutritional Challenges:<\/strong> Child malnutrition, anaemia, and stunting remain significant concerns.<\/li>\n\n\n\n<li><strong>Digital Divide:<\/strong> Internet connectivity and digital literacy gaps persist, particularly in remote and tribal areas.<\/li>\n\n\n\n<li><strong>Social Exclusion: <\/strong>Certain vulnerable groups, including migrants, urban homeless, elderly citizens, and persons with disabilities, continue to face barriers in accessing welfare benefits.<\/li>\n\n\n\n<li><strong>Fiscal Sustainability:<\/strong> Expanding welfare commitments require sustained fiscal resources and efficient targeting.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Ahead<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Strengthen Last-Mile Delivery: <\/strong>Improve beneficiary identification and grievance redressal mechanisms.<\/li>\n\n\n\n<li><strong>Quality of Services: <\/strong>Shift from infrastructure creation to service quality and outcome-based monitoring.<\/li>\n\n\n\n<li><strong>Digital Inclusion:<\/strong> Expand broadband connectivity and digital literacy in underserved regions.<\/li>\n\n\n\n<li><strong>Improve Human Capital:<\/strong> Increase investments in health, nutrition, education, and social protection.<\/li>\n\n\n\n<li><strong>Strengthen
