The DNA Technology (Use and Application) Regulation Bill has been pending for years (withdrawn).\n<ul class=\"wp-block-list\">\n<li>Existing frameworks under the Environment Protection Act and the Recombinant DNA Safety Guidelines are inadequate for the scale of current SynBio activity.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Equity and Access<\/strong>: SynBio heavily draws on biodiversity data often from megadiverse countries like India. Yet the benefits have historically flowed to labs and corporations in the Global North. This raises <strong>Nagoya Protocol-linked questions around Access and Benefit Sharing (ABS).<\/strong><\/li>\n\n\n\n<li><strong>Ethical Concerns: <\/strong>The possibility of engineering multicellular organisms or introducing designer genomes into fertilised eggs raises deep ethical questions. The line between therapy and enhancement remains contested.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India&#8217;s Policy Response<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>BioE3 Policy (Biotechnology for Economy, Environment, and Employment)<\/strong>, approved by the Union Cabinet in August 2024, is a central pillar. It identifies six thematic areas: bio-based chemicals, biopolymers, APIs and smart proteins, precision biotherapeutics, climate-resilient agriculture, and carbon capture.<\/li>\n\n\n\n<li><strong>India&#8217;s bioeconomy, valued at just $10 billion in 2014<\/strong>, crossed $165 billion in 2024 and is targeting $300 billion by 2030.
