Panchayats rely heavily on grants from Union and State governments. States are often reluctant to devolve adequate financial powers.\n<ul class=\"wp-block-list\">\n<li>Although the <strong>Sixteenth Finance Commission<\/strong> recommended <strong>\u20b97.91 trillion<\/strong> in grants for local governments during 2026\u201331, predictable fund flow remains uncertain due to delays in constituting State Finance Commissions.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Concentration of Power: <\/strong>Despite increased representation, financial and executive powers remain concentrated with Panchayat heads or bureaucracy.\n<ul class=\"wp-block-list\">\n<li>Ward members often lack meaningful authority in decision-making.<\/li>\n\n\n\n<li>Thus, political inclusion has not translated into administrative empowerment.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Inadequate Staff and Technical Support: <\/strong>Panchayats are expected to manage multiple responsibilities, including housing schemes, water supply, sanitation, employment programmes, and digital platforms.\n<ul class=\"wp-block-list\">\n<li>However, many village bodies lack trained secretarial staff, technical experts, and data management personnel, weakening implementation capacity.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Limited Accountability Outcomes: <\/strong>The study found negligible improvement in welfare targeting, financial oversight, and alignment of projects with citizens\u2019 priorities.\n<ul class=\"wp-block-list\">\n<li>Although citizen participation and transparency practices improved marginally, developmental outcomes remained largely unchanged.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Uneven Devolution Across States: <\/strong>The effectiveness of Panchayats varies widely because:\n<ul class=\"wp-block-list\">\n<li>Devolution of the <strong>3Fs (Funds, Functions and Functionaries)<\/strong> remains incomplete.<\/li>\n\n\n\n<li>Many states retain control over local development functions.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What are the Key Measures Empowering Panchayats?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Constitutional and Institutional Measures:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>73rd Constitutional Amendment: <\/strong>Provided constitutional status to PRIs and mandated democratic decentralisation.<\/li>\n\n\n\n<li><strong>Finance Commission Grants: <\/strong>Successive Finance Commissions have increased untied grants for drinking water, sanitation, local infrastructure, and basic civic services.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>PESA Act, 1996: <\/strong>The <strong>Panchayats (Extension to Scheduled Areas) Act<\/strong> empowered tribal Gram Sabhas in Scheduled Areas.<\/li>\n\n\n\n<li><strong>Digital Governance Reforms: <\/strong>Government initiatives like <strong>eGramSwaraj<\/strong> (digital planning and accounting platform); <strong>Gram Manchitra<\/strong> (GIS-based planning tool); and <strong>SVAMITVA Scheme<\/strong> (property mapping using drones) aim to improve transparency and efficiency in local governance.<\/li>\n\n\n\n<li><strong>Women\u2019s Political Participation: <\/strong>Reservation of one-third seats for women (in many states raised to 50%) has strengthened grassroots democracy and political inclusion.<\/li>\n\n\n\n<li><strong>Capacity-Building Programmes: <\/strong>The Ministry of Panchayati Raj conducts training programmes, digital literacy initiatives, and Panchayat Development Plans (GPDP) support. However, implementation remains uneven.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Forward: Strengthening Panchayats in India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Focus on Governance Decentralisation: <\/strong>India has achieved political decentralisation, but governance decentralisation remains incomplete.\n<ul class=\"wp-block-list\">\n<li>Real empowerment requires effective transfer of funds, functions and functionaries.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Enhance Fiscal Autonomy: <\/strong>Panchayats should be empowered to raise local taxes and user charges, access predictable revenue streams, and receive timely Finance Commission transfers.\n<ul class=\"wp-block-list\">\n<li>Strengthening State Finance Commissions is essential.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Build Administrative Capacity: <\/strong>Regular training should be provided in welfare administration, public finance, digital governance systems, and social auditing.\n<ul class=\"wp-block-list\">\n<li>Capacity building must become continuous rather than event-based.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Strengthen Local Bureaucratic Support: <\/strong>Village-level staffing should be expanded through dedicated technical staff, data and accounting support, and Panchayat development officers.\n<ul class=\"wp-block-list\">\n<li>Administrative support is critical for effective implementation.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Increase Functional Clarity: <\/strong>Clear division of responsibilities between State governments, District administrations, and Panchayats.\n<ul class=\"wp-block-list\">\n<li>It can reduce overlap and improve accountability.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Deepen Participatory Democracy: <\/strong>Gram Sabhas should be strengthened through social audits, public disclosure mechanisms, and citizen participation platforms.
