style=\"font-size:12pt\"><strong>increased engagement with Russia<\/strong><\/span><span style=\"font-size:12pt\">, once its potential is leveraged by linking it to INSTC.\u00a0<\/span><\/li>\n<li (INSTC)<\/strong><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Origin:\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The legal framework for the INSTC is provided by a <\/span><span style=\"font-size:12pt\"><strong>trilateral agreement signed by India, Iran and Russia<\/strong><\/span><span style=\"font-size:12pt\"> at the Euro-Asian Conference on Transport in 2000.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Aim:\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">To <\/span><span style=\"font-size:12pt\"><strong>reduce the carriage cost between India and Russia by about 30%<\/strong><\/span><span style=\"font-size:12pt\"> and <\/span><span style=\"font-size:12pt\"><strong>reduce the transit time from 40 days<\/strong><\/span><span style=\"font-size:12pt\"> by more than half.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The corridor is expected to consolidate the emerging Eurasian Free Trade style=\"font-size:12pt\">It is a <\/span><span style=\"font-size:12pt\"><strong>7,200-km multi-modal transport corridor<\/strong><\/span><span style=\"font-size:12pt\"> that combines <\/span><span style=\"font-size:12pt\"><strong>road, rail and maritime routes<\/strong><\/span><span style=\"font-size:12pt\"> connecting Russia and India via Central Asia and Iran.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">It links the <\/span><span style=\"font-size:12pt\"><strong>Indian Ocean to the Caspian Sea<\/strong><\/span><span style=\"font-size:12pt\"> via the <\/span><span style=\"font-size:12pt\"><strong>Persian Gulf <\/strong><\/span><span style=\"font-size:12pt\">onwards into Russia and Northern Europe.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">It offers the <\/span><span style=\"font-size:12pt\"><strong>shortest connectivity route<\/strong><\/span><span style=\"font-size:12pt\"> between India and Russia.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p><span style=\"font-size:13pt\"><strong>India-Iran Relations\u00a0<\/strong><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Historical:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">India-Iran relations span millennia marked by meaningful interactions.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The two countries<\/span><span style=\"font-size:12pt\"><strong> shared a border till 1947<\/strong><\/span><span style=\"font-size:12pt\"> and share several common features in their <\/span><span style=\"font-size:12pt\"><strong>language, culture and traditions<\/strong><\/span><span style=\"font-size:12pt\">.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li a<\/span><span style=\"font-size:12pt\"><strong> friendship treaty on March 15, 1950<\/strong><\/span><span style=\"font-size:12pt\">.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Tehran Declaration:<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">Prime Minister Shri Atal Bihari Vajpayee visited Tehran in 2001 and signed the <\/span><span style=\"font-size:12pt\"><strong>\u201cTehran Declaration\u201d<\/strong><\/span><span style=\"font-size:12pt\"> which set forth the <\/span><span style=\"font-size:12pt\"><strong>areas of possible cooperation <\/strong><\/span><span style=\"font-size:12pt\">between the two countries.<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">It recognised then Iranian President Mohammad Khatami\u2019s vision of a <\/span><span style=\"font-size:12pt\"><strong>\u201cdialogue among civilisations\u201d<\/strong><\/span><span style=\"font-size:12pt\"> as a paradigm of international relations based on <\/span><span style=\"font-size:12pt\"><strong>principles of tolerance, pluralism and respect for diversity<\/strong><\/span><span style=\"font-size:12pt\">.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The New Delhi Declaration:<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">In 2003, both sides signed <\/span><span style=\"font-size:12pt\"><strong>\u201cThe New Delhi Declaration\u201d <\/strong><\/span><span style=\"font-size:12pt\">which set forth the vision of a strategic partnership between India and Iran.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Security:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Both India and Iran also consult each other on <\/span><span style=\"font-size:12pt\"><strong>security matters<\/strong><\/span><span style=\"font-size:12pt\">.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">There are <\/span><span style=\"font-size:12pt\"><strong>regular bilateral exchanges <\/strong><\/span><span style=\"font-size:12pt\">at the level of National Security Advisors and Deputy National Security Advisors.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Economic and Commercial Relations:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">India-Iran commercial ties were traditionally dominated by <\/span><span style=\"font-size:12pt\"><strong>the Indian import of Iranian crude oil<\/strong><\/span><span style=\"font-size:12pt\">.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The bilateral trade during 2019-20 was $4.77 billion, a decrease of 71.99% as compared to the trade of $17.03 billion 2018-19.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">India\u2019s major exports to Iran:<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">It includes<\/span><span style=\"font-size:12pt\"><strong> rice, tea, sugar, soya, medicines\/pharmaceuticals, man-made staple fibres, electrical machinery<\/strong><\/span><span style=\"font-size:12pt\">, etc.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Major imports from Iran:\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">It includes <\/span><span style=\"font-size:12pt\"><strong>inorganic\/organic chemicals, fertilisers, cement clinkers, fruits and nuts, leather<\/strong><\/span><span style=\"font-size:12pt\">, etc.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Connectivity:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">During the visit of Prime Minister Shri Narendra Modi to Tehran in May 2016, the contract on the <\/span><span style=\"font-size:12pt\"><strong>Shahid Beheshti port of Chabahar<\/strong><\/span><span style=\"font-size:12pt\"> was signed which, inter-alia, comprises investment of $85 million for procuring equipment of the port.\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">The contract also comprises the provision of a<\/span><span style=\"font-size:12pt\"><strong> line of credit <\/strong><\/span><span style=\"font-size:12pt\">of approximately USD 150 million for the development of the port.<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">After operations began at the Chabahar port in December 2018, the port handled more than 8200 TEUs and 1.28 million tonnes of bulk cargo.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Humanitarian Assistance:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">India has also helped Iran in times of<\/span><span style=\"font-size:12pt\"><strong> natural disasters and health emergencies<\/strong><\/span><span style=\"font-size:12pt\">.<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">India delivered aid that included <\/span><span style=\"font-size:12pt\"><strong>PPE kits and PCR machines<\/strong><\/span><span style=\"font-size:12pt\"> to Iran in April 2020 during the COVID-19 crisis.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">India provided <\/span><span style=\"font-size:12pt\"><strong>40,000 litres of Malathion<\/strong><\/span><span style=\"font-size:12pt\"> <\/span><span style=\"font-size:12pt\"><strong>96% ULV pesticides<\/strong><\/span><span style=\"font-size:12pt\"> to Iran via Chabahar port in a concerted effort<\/span><span style=\"font-size:12pt\"><strong> to mitigate locust threat to agriculture <\/strong><\/span><span style=\"font-size:12pt\">and enhance food security in the region.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Cultural Relations:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><strong>An Indian Cultural Centre in Tehran<\/strong><\/span><span style=\"font-size:12pt\"> was inaugurated in 2013.\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">The Cultural Centre was renamed the <\/span><span style=\"font-size:12pt\"><strong>Swami Vivekananda Cultural Centre (SVCC) in 2018 <\/strong><\/span><span style=\"font-size:12pt\">and was provided with separate premises in 2019.\u00a0<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\"><strong>The International Day of Yog<\/strong><\/span><span style=\"font-size:12pt\">a was organised in 2018, 2019 and 2020.\u00a0<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\"><strong>The 550th Birth Centenary of Sri Guru Nanak <\/strong><\/span><span style=\"font-size:12pt\">was also observed.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><strong>Indian pilgrims <\/strong><\/span><span style=\"font-size:12pt\">visit the<\/span><span style=\"font-size:12pt\"><strong> Shi&#8217;a pilgrimage circuit in Iran<\/strong><\/span><span style=\"font-size:12pt\"> (<\/span><span style=\"font-size:12pt\"><strong>Qom, Mashhad, Hamedan<\/strong><\/span><span style=\"font-size:12pt\">) and <\/span><span style=\"font-size:12pt\"><strong>Iraq <\/strong><\/span><span style=\"font-size:12pt\">(<\/span><span style=\"font-size:12pt\"><strong>Najaf and style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Origin, amendments and enactment:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">STCW was adopted in 1978 by a conference<\/span><span style=\"font-size:12pt\"><strong> at the International Maritime Organization (IMO)<\/strong><\/span><span style=\"font-size:12pt\"> in <\/span><span style=\"font-size:12pt\"><strong>London <\/strong><\/span><span style=\"font-size:12pt\">and entered into force in 1984.\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"list-style-type:disc\"><span style=\"font-size:12pt\">About:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The Convention prescribes <\/span><span style=\"font-size:12pt\"><strong>minimum standards<\/strong><\/span><span style=\"font-size:12pt\"> relating to <\/span><span style=\"font-size:12pt\"><strong>training, certification and watchkeeping for seafarers<\/strong><\/span><span style=\"font-size:12pt\"> which countries are obliged to meet or exceed.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Significance:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The 1978 STCW Convention was the<\/span><span style=\"font-size:12pt\"><strong> first to establish minimum basic requirements<\/strong><\/span><span style=\"font-size:12pt\"> on training, certification and watchkeeping for seafarers on an<\/span><span style=\"font-size:12pt\"><strong> international level<\/strong><\/span><span style=\"font-size:12pt\">.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><strong>Previously <\/strong><\/span><span style=\"font-size:12pt\">the minimum standards of training, certification and watchkeeping of officers and ratings were established by <\/span><span style=\"font-size:12pt\"><strong>individual governments, <\/strong><\/span><span style=\"font-size:12pt\">usually without reference to practices in other countries.\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">As a result, minimum standards and procedures varied widely, even though shipping is extremely
