style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Uttar Pradesh and Jharkhand have never experienced such poor monsoon rainfall in the last 122 years.\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>Jharkhand:<\/strong><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Between June and August, the rainfall recorded over <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>Jharkhand <\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">was 371.9mm against a normal of 627.6mm, a<\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong> 41 percent seasonal deficit.<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">This is the lowest ever rainfall recorded over Jharkhand (June to August) since 1901, according to the IMD\u2019s rainfall.\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Only<\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong> twice before in the last 122 years <\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">has Jharkhand experienced such poor rainfall.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Uttar Pradesh:<\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">For Uttar Pradesh, too, the picture is grim, as the state has recorded only 251.7mm of the seasonal average of 449.1mm (June to August).\u00a0<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">UP is the most rain deficient Indian state this year and has remained so since the start of the monsoon season, like Jharkhand.<\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><span style=\"background-color:#ffffff\"><strong>Causes of the drought:<\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Low pressure systems in the Bay of Bengal:<\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">This season,<\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong> only three low pressure systems<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"> developed in the <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>Bay of Bengal,<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"> mostly off the coast of Odisha.\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">None of these systems impacted Jharkhand, Uttar Pradesh or Bihar.\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Thus, one of the two rain-bearing causes remained out of favour for these states.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">The monsoon trough:<\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">In addition, this year, <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>the monsoon trough &#8211;<\/strong><\/span><\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>An east-west low-pressure area <\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">extending from the <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>heat low over Pakistan to head Bay of Bengal<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>remained to the south of its normal position<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"> for majority of the days in July and in August, so far.<\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">How does it affect?<\/span><\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">The monsoon trough\u2019s<\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong> location, oscillation, and duration<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"> over a specific location, all directly affect the rainfall activity over the regions exactly to the south of its position.<\/span><\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">That is, when it is <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>located to the south of its normal position<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">, there is active or <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>vigorous rainfall over most parts of central, peninsular India<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"> regions.\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">When it <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>shifts to the north of its normal position <\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">or lays along the <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>Himalayan foothills<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">, Uttar Pradesh, Bihar, Jharkhand, West Bengal and the northeastern states benefit.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Such unfavorable conditions contributed to high rainfall deficits throughout the season.<\/span><\/span><\/li>\n<\/ul>\n<div>\n<table cellspacing=\"0\" Droughts<\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">It is a normal, recurrent feature of climate and occurs in all climatic regimes and is usually characterized in terms of its spatial extension, intensity and duration.<\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">It is difficult to provide a precise and universally accepted definition of drought due to its varying characteristics and impacts across different regions such as rainfall patterns, human response and resilience etc.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Drought Prone Areas:<\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">In India, around 68% of the country is prone to drought to varying degrees.<\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">The 35% of the area which receives rainfall between 750 mm and 1125 mm is considered drought-prone while 33% receiving less than 750 mm is chronically drought-prone.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Classification:<\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Meteorological Drought:<\/span><\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">It is classified based on rainfall deficiency with respect to the long-term average, where 25% or less is normal, 26-50% is moderate and more than 50% is severe.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Hydrological Drought:<\/span><\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">It is defined as deficiencies in surface and subsurface water supplies leading to a lack of water for normal and specific needs.<\/span><\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Such conditions arise even in times of average (or above average) precipitation when increased usage of water diminishes the reserves.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Agricultural Drought:<\/span><\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">It is identified with soil moisture deficiency in relation to meteorological droughts and climatic factors and their impacts on agricultural production and economic profitability.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><span style=\"background-color:#ffffff\"><strong>Impacts<\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Drought causes<\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong> economic, environmental and social impacts.<\/strong><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">The first-round impacts on <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>agriculture <\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">and <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>water resources<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"> account for a significant proportion of drought impacts.<\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Others are follow-up <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>impacts on the population<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"> immediately affected by droughts, such as <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>farmer incomes and the health, nutrition, and education status of drought-affected populations<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">.<\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">A third level is on downstream activities, such as <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>industries <\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">reliant on agriculture and water.<\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Finally, there are diffuse and longer-term impacts on<\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong> growth, trade, foreign exchange, fiscal balance<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">, and so on.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>Crop Weather Watch Group (CWWG)<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">, an inter-Ministerial mechanism,<\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong> evaluates information <\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">and data furnished by IMD and other scientific and technical bodies to determine the <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>likely impact of meteorological events and other environmental parameters<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"> on <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>agriculture<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">.<\/span><\/span><\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><span style=\"background-color:#ffffff\"><strong>Way Ahead<\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>Food and water scarcity<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"> are going to be the real issues in the country\u2019s major rice producing states, with a<\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong> potential to affect India\u2019s kharif produce this year<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">.<\/span><\/span><\/li>\n<li style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>Agriculture Meteorology division <\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">has advised carrying out the <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>transplantation of rice<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"> and suggested the use of<\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong> short-duration rice varieties<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">.\u00a0<\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Experts have encouraged the cultivation of <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>red gram<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">.<\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Farmers are also recommended to opt for <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>inter-cropping.<\/strong><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">For farmers in <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>Jharkhand<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">, the <\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"><strong>Agri met<\/strong><\/span><\/span><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\"> has suggested adopting measures to conserve moisture in the soil.\u00a0<\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">No sowing is advised until there is 50 to 60mm rainfall and sufficient moisture for at least three consecutive days.\u00a0<\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"background-color:#ffffff\">Short duration rice, millet, maize, and arhar must be considered for cultivation during the rest of the
