India-Africa Forum Summit (IAFS IV) <\/strong>was originally due in 2020 but got delayed, and since then, Africa\u2019s strategic partnerships have diversified rapidly.\n<ul class=\"wp-block-list\">\n<li>India now faces stronger competition from China (FOCAC), European Union, Japan, South Korea, France and Germany.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>India aims to transform the IAFS from a periodic summit into a sustained strategic engagement framework.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Significance of India-Africa Forum Summit<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Strategic Importance: <\/strong>Africa occupies a critical geostrategic position in the Indian Ocean Region (IOR).\n<ul essential for green technologies.<\/li>\n\n\n\n<li><strong>Development Partnership: <\/strong>India\u2019s model differs from China\u2019s debt-driven infrastructure approach.\n<ul class=\"wp-block-list\">\n<li><strong>Lack of Institutional Continuity: <\/strong>Engagement often remains summit-centric, and absence of robust inter-summit monitoring mechanisms weakens implementation, and may<strong> <\/strong>result in a gap between commitments and delivery.<\/li>\n\n\n\n<li><strong>Increasing Global Competition in Africa: <\/strong>China\u2019s Forum on China-Africa Cooperation (FOCAC) remains highly institutionalised.\n<ul class=\"wp-block-list\">\n<li>Other active players are EU-Africa Summits, Japan\u2019s TICAD, and Korea-Africa initiatives.<\/li>\n\n\n\n<li>India risks being viewed as an \u2018episodic\u2019 rather than \u2018strategic\u2019 partner.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Weak Regional Engagement: <\/strong>India\u2019s earlier <strong>three-tier Africa framework i.e. bilateral, regional, and Pan-African<\/strong> has weakened over time.\n<ul class=\"wp-block-list\">\n<li>It is because of limited engagement with African Union Commission (AUC), and Regional Economic Communities (RECs).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Trade and Connectivity Challenges: <\/strong>Low connectivity and logistical barriers, and limited Indian private-sector investment compared to China.<\/li>\n\n\n\n<li><strong>Delayed Project Execution: <\/strong>Several Lines of Credit and infrastructure projects face bureaucratic delays, financing bottlenecks, and coordination challenges.<\/li>\n\n\n\n<li><strong>Underutilisation of Emerging Sectors: <\/strong>Potential sectors needing stronger institutional cooperation renewable energy, climate finance, AI governance, digital economy, and food security.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Forward: Strengthening India-Africa Forum Summit<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Institutionalise Engagement Beyond Summits: <\/strong>India should conduct annual India-Africa strategic dialogues, invite the AUC Chairperson regularly, and host the AU rotating chair for state visits.\n<ul class=\"wp-block-list\">\n<li>It would ensure continuity and political visibility.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Revive the Three-Tier Africa Framework: <\/strong>Need to strengthen bilateral diplomacy, regional engagement through RECs, and Pan-African cooperation with AU institutions.<\/li>\n\n\n\n<li><strong>Establish Mid-Cycle Review Mechanisms: <\/strong>Regular monitoring through India-Africa review meetings, and diplomatic consultations in New Delhi and Addis Ababa.\n<ul class=\"wp-block-list\">\n<li>It can improve implementation and accountability.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Focus on African Priorities<\/strong>: As India\u2019s Prime Minister stated in Uganda (2018), \u2018Africa\u2019s priorities will guide India\u2019s partnership\u2019.\n<ul class=\"wp-block-list\">\n<li>India should align cooperation with Agenda 2063 of the African Union, climate resilience, food security, and youth employment.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Expand Digital and Development Cooperation: <\/strong>India can leverage its experience in Digital Public Infrastructure, Aadhaar-like systems, FinTech inclusion, and affordable healthcare.\n<ul class=\"wp-block-list\">\n<li>It creates a people-centric development partnership.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Strengthen Economic Engagement: Measures <\/strong>like faster LoC implementation, promote private-sector participation, expand India-Africa trade corridors, and support local manufacturing in Africa.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Fourth India-Africa Forum Summit comes at a crucial geopolitical moment when Africa is becoming central to global economic and strategic competition.
