For India, Vietnam is important for diversifying supply chains away from China, strengthening resilient Indo-Pacific economic networks, expanding semiconductor and electronics cooperation<\/li>\n\n\n\n<li><strong>Critical Minerals and Rare Earths: <\/strong>The focus on rare earth collaboration, critical minerals, and emerging technologies reflects the changing nature of strategic competition where economic security and technological resilience are becoming central geopolitical concerns.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Regional and Geopolitical Significance<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Indo-Pacific Strategic Balancing: <\/strong>India and Vietnam contribute to a broader Indo-Pacific framework involving Japan, Australia, and the United States.\n<ul class=\"wp-block-list\">\n<li>Though not formal military allies, both countries support rules-based order, strategic autonomy, and opposition to unilateral coercion.<\/li>\n\n\n\n<li>Their joint emphasis on \u2018rule of law, peace, and stability\u2019 reflects a shared normative approach.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>ASEAN Centrality in India\u2019s Indo-Pacific Vision: <\/strong>Vietnam occupies a crucial place in India\u2019s engagement with ASEAN, and because of its strong manufacturing base, and strategic location near South China Sea.\n<ul class=\"wp-block-list\">\n<li>For Vietnam, India offers strategic diversification, defence cooperation, and a trusted non-hegemonic partner.<\/li>\n\n\n\n<li>It complements Vietnam\u2019s \u2018multi-alignment\u2019 foreign policy approach.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Emerging Economic Architecture: <\/strong>The partnership increasingly focuses on economic security, digital connectivity, trusted supply chains, and critical technologies.\n<ul class=\"wp-block-list\">\n<li>It reflects a wider global trend where geopolitical competition is reshaping trade and technology networks.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Challenges and Structural Constraints<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Defence Industrial Hurdles: <\/strong>Financial viability, technology transfer issues, and geopolitical sensitivities around arms exports.<\/li>\n\n\n\n<li><strong>Trade Barriers: <\/strong>Logistics constraints, regulatory differences, and limited private sector participation.<\/li>\n\n\n\n<li><strong>Connectivity Deficits:
