Its <strong>objectives <\/strong>include online FIR registration, criminal database integration, and inter-state coordination.<\/li>\n\n\n\n<li><strong>Interoperable Criminal Justice System (ICJS): <\/strong>It links police, courts, prisons, prosecution, and forensic laboratories.\n<ul class=\"wp-block-list\">\n<li>It ensures seamless criminal justice delivery.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>SMART Policing Initiative: <\/strong>It stands for Strict and Sensitive; Modern and Mobile; Alert and Accountable; Reliable and Responsive; Tech-savvy and Trained<\/li>\n\n\n\n<li><strong>National Intelligence Grid (NATGRID): <\/strong>It facilitates intelligence sharing among security agencies.<\/li>\n\n\n\n<li><strong>Emergency Response Support System (ERSS-112): <\/strong>It is an integrated emergency response platform for police, fire, and ambulance services.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Features of Delhi Police Modernisation Initiative<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>AI-Based Predictive Policing: <\/strong>To identify crime hotspots and forecast criminal activity patterns.\n<ul class=\"wp-block-list\">\n<li>It helps to analyze historical crime data, real-time crime mapping, data-driven deployment of patrols and personnel,and identification of habitual offenders.<\/li>\n\n\n\n<li>It resembles predictive policing systems used in countries such as the USA and the UK.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Integrated Digital Surveillance: <\/strong>Delhi Police plans to expand CCTV networks, facial recognition systems, drone surveillance, and body-worn cameras.\n<ul class=\"wp-block-list\">\n<li><strong>Databases to be Integrated<\/strong> with <strong>Crime and Criminal Tracking Network and Systems (CCTNS), Crime Kundali<\/strong>, and criminal records databases.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Strengthening Cybercrime Response: <\/strong>Recognising the rise in online fraud and digital crimes, the initiative emphasises cybercrime investigation training, digital forensics capacity and <strong>Coordination with Indian Cyber Crime Coordination Centre (I4C).<\/strong><\/li>\n\n\n\n<li><strong>Community Policing and Citizen Engagement: <\/strong>Key measures include<strong> <\/strong>mohalla committees, Resident Welfare Association (RWA) engagement, public interaction meetings, citizen-facing mobile applications, and awareness campaigns on cyber fraud.\n<ul class=\"wp-block-list\">\n<li>It reflects the philosophy of <strong>\u2018Policing by Consent\u2019<\/strong> rather than coercion.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Focus on Women and Child Safety: <\/strong>Special emphasis is being placed on tracing missing children, fast-tracking crimes against women and children, women help desks and All-women patrol units.<\/li>\n\n\n\n<li><strong>Smart Infrastructure and Mobility:<\/strong> Planned reforms include smart police stations, digital records management, GPS-enabled patrol vehicles, rapid response bikes, and integrated command centres.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Challenges in Police Modernisation<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Privacy and Surveillance Concerns: <\/strong>AI surveillance and facial recognition may violate privacy rights, enable mass surveillance, and lead to misuse of citizen data.\n<ul class=\"wp-block-list\">\n<li>The absence of a robust data protection framework raises concerns.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Risk of Algorithmic Bias: <\/strong>Predictive policing systems may reinforce existing social biases; and target vulnerable communities disproportionately.<\/li>\n\n\n\n<li><strong>Inadequate Funding: <\/strong>Many states face budgetary constraints, lack of advanced equipment, and poor maintenance capacity.<\/li>\n\n\n\n<li><strong>Shortage of Skilled Personnel: <\/strong>There is insufficient expertise in cyber forensics, data analytics, AI systems, and financial investigations<\/li>\n\n\n\n<li><strong>Political Interference: <\/strong>Frequent transfers and external pressure affect professional independence, accountability, and institutional integrity.<\/li>\n\n\n\n<li><strong>Poor Police-Public Relations: <\/strong>Fear-based policing traditions continue in many areas.
