The Election Commission formalised the <strong>MCC in 1968 <\/strong>to ensure uniform application across the country.<\/li>\n\n\n\n<li>The MCC was <strong>revised in 1974<\/strong> to expand its scope and applicability.<\/li>\n\n\n\n<li>The MCC was strictly enforced from <strong>1991<\/strong> under <strong>T. N. Seshan<\/strong>, which enhanced its credibility.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Constitutional and Legal Basis<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The MCC is<strong> not a statutory law<\/strong> but derives its authority from <strong>Article 324 <\/strong>of the Constitution, which <strong>empowers the Election Commission<\/strong> to conduct elections.\n<ul class=\"wp-block-list\">\n<li>Certain provisions of the MCC may be enforced through invoking corresponding provisions in other statutes such as the <strong>Indian Penal Code, 1860, Code of Criminal Procedure, 1973, and Representation of the People Act, 1951.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The Supreme Court in <strong>Mohinder Singh Gill v. Chief Election Commissioner (1978) <\/strong>held that <strong>Article 324<\/strong> provides wide powers to the Election Commission to ensure free and fair elections.<\/li>\n\n\n\n<li>The Punjab and Haryana High Court in <strong>Harbans Singh Jalal v. Supreme Court included p<strong>ersons who were forcibly administered acid<\/strong> within the definition of<strong> \u2018acid attack victims\u2019 <\/strong>under the<strong> Rights of Persons with Disabilities Act, 2016.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The 2016 law recognised only <strong>victims of acid-throwing<\/strong>, and <strong>not forcible acid ingestion.<\/strong>\n<ul class=\"wp-block-list\">\n<li>The survivors of forcible administration of acid in the category of \u2018acid attack victims\u2019 would be deemed to be operative<strong> retrospectively from the inception of the Act in 2016.<\/strong><\/li>\n\n\n\n<li>It directed that <strong>\u2018acid attack victims\u2019 <\/strong>shall also include those administered acid, and further, include those <strong>who have suffered internal injury even if there is no visible disfigurement.\u00a0<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The deemed recognition would aid victims of forcible acid ingestion <strong>to claim disability benefits due under the 2016 Act.<\/strong><\/li>\n\n\n\n<li>The court had suggested framing a <strong>comprehensive policy framework<\/strong> to protect the survivors, who, even if they survived, require extensive and on Good Practices and Innovations in Public Healthcare Service Delivery.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Rashtriya Bal Swasthya Karyakram (RBSK)&nbsp;<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is a program to improve the <strong>overall quality of life of children and provide comprehensive care to all the children<\/strong> in the community.\u00a0<\/li>\n\n\n\n<li>It involves screening of children from birth to 18 years of age for <strong>four Ds- Defects at birth, Diseases, Deficiencies and Development delays<\/strong>, spanning 32 common health conditions for early detection and free treatment and management, including surgeries at tertiary level.\n<ul
