It considers cost of production, demand\u2013supply conditions, price trends (domestic &amp; global), and terms of trade.\n<ul class=\"wp-block-list\">\n<li>Final MSP is approved by the <strong>Cabinet Committee on Economic Affairs (CCEA)<\/strong>.<\/li>\n\n\n\n<li>MSP is largely based on a <strong>cost-plus approach<\/strong>, targeting at least <strong>50% margin over A2+FL cost<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#fff2cc\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>Cost Concepts in MSP<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>A2: <\/strong>Actual paid-out costs (seeds, fertilizer, labour, fuel)<\/li>\n\n\n\n<li><strong>A2 + FL:<\/strong> A2 + imputed value of family labour<\/li>\n\n\n\n<li><strong>C2:<\/strong> A2+FL + rental value of land and interest on capital<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Cost Estimation System: <\/strong>MSP recommendations are based on cost estimates generated under the <strong>Comprehensive Scheme for Studying Cost of Cultivation<\/strong>, implemented by the <strong>Directorate of Economics and Statistics (DES)<\/strong>.\n<ul class=\"wp-block-list\">\n<li>The scheme uses a <strong>triennial block sampling design<\/strong>, where selected villages are surveyed over a 3-year cycle, and samples are rotated periodically to maintain representativeness.<\/li>\n\n\n\n<li>It has ensured <strong>statistical consistency<\/strong>, but has remained largely unchanged despite structural changes in agriculture.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Limitations in the MSP Cost Framework<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Time Lag in Cost Estimation: <\/strong>MSP calculations often rely on <strong>2\u20133-year-old cost data<\/strong>.\n<ul class=\"wp-block-list\">\n<li>This lag is manageable during stable periods. However, during shocks (e.g., <strong>2021\u201322 fertilizer and fuel price surge<\/strong>), it leads to underestimation of real costs, and compression of MSP margins over costs.<\/li>\n\n\n\n<li>Accurate real-time cost capture <strong>could raise MSP by 20\u201330%<\/strong> for some crops.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Changing Mechanisation Patterns: <\/strong>Traditional framework distinguishes <strong>owned machinery<\/strong> as depreciation &amp; interest, and <strong>hired machinery<\/strong> as paid-out costs.\n<ul class=\"wp-block-list\">\n<li>However, policy shifts like <strong>Sub-Mission on Agricultural Mechanization (SMAM)<\/strong> resulted in a shift from ownership to service-based mechanisation; and existing surveys may <strong>over-represent outdated ownership models.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Gap Between MSP and Market Reality: <\/strong>Effective procurement is concentrated in <strong>rice and wheat.<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Procurement Mechanism<\/strong> is implemented mainly through <strong>Food Corporation of India (FCI)<\/strong>, and State agencies.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Data shows that market prices for many crops often fall <strong>below MSP<\/strong>.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>MSP and Cropping Patterns: <\/strong>Cropping decisions depend more on procurement assurance, irrigation infrastructure, input subsidies, and market linkages.\n<ul class=\"wp-block-list\">\n<li><strong>State-Level Evidence:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Punjab &amp; Haryana<\/strong>: Rice\u2013wheat dominance (strong procurement)<\/li>\n\n\n\n<li><strong>Madhya Pradesh, Rajasthan, Maharashtra<\/strong>: Diversification into pulses\/oilseeds due to better market ecosystems.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>MSP as a Transmission Problem: <\/strong>The MSP debate is often framed as a <strong>pricing issue<\/strong>, but evidence suggests it is fundamentally a problem of <strong>measurement (cost estimation inaccuracies), and transmission (weak procurement reach).<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Two Key Outcomes:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Stable periods<\/strong>: MSP works reasonably well<\/li>\n\n\n\n<li><strong>Volatile periods<\/strong>: MSP fails to maintain real profitability<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Reforming MSP System in India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Short-Term Reforms<\/strong>: There is a need to refine <strong>interest rate assumptions; <\/strong>and introduce <strong>indexation for volatile inputs<\/strong> like fuel, and fertilisers.\n<ul class=\"wp-block-list\">\n<li>Pilot reforms in <strong>pulses and oilseeds<\/strong> (priority diversification crops)<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Medium-Term Reforms: <\/strong>There is a need to increase <strong>sampling frequency, <\/strong>improve <strong>regional representation<\/strong>; and integrate <strong>real-time cost tracking (digital tools, remote sensing).<\/strong><\/li>\n\n\n\n<li><strong>Fiscal Implications: <\/strong>Likely to be <strong>modest relative to benefits. <\/strong>Gains include improved policy credibility, better farmer income alignment, and more efficient diversification.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#ebecf0\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>Recent Government Initiatives<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>PM-AASHA (Pradhan Mantri Annadata Aay Sanrakshan Abhiyan):<\/strong> Umbrella scheme to operationalise MSP, with the Price Support Scheme (PSS) for procurement of pulses, oilseeds, and copra through NAFED and NCCF.<\/li>\n\n\n\n<li><strong>Pulse self-sufficiency target<\/strong>: Government has committed to procuring 100% of production of tur, urad, and masoor until 2028\u201329.<\/li>\n\n\n\n<li><strong>Digital platforms<\/strong>: <strong>e-Samridhi and e-Samyukti (NCCF) s<\/strong>treamline farmer registration to payment for MSP procurement.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion &amp;
