News<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Ministry of Environment, Forest and Climate Change and the <strong>National Biodiversity Authority<\/strong> have launched a <strong>five-year project to strengthen grassroots biodiversity governance <\/strong>in <strong>Tamil Nadu and Meghalaya.\u00a0<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Grassroots biodiversity governance&nbsp;<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is the decentralized management of biological resources by local communities and village institutions, based on the idea that local people are the most effective stewards of nature.<\/li>\n\n\n\n<li><strong>T<\/strong>he <strong>Biological Diversity Act, 2002<\/strong> requires decentralized governance through Biodiversity Management Committees(BMC) at panchayat\/municipal levels.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Project to strengthen Grassroots Biodiversity governance in India&nbsp;<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The project is a joint initiative of the Government of India, the Global Environment Facility (GEF) and the United Nations Development Programme (UNDP), with a grant of USD 4.88 million for the period 2025\u20132030.\n<ul class=\"wp-block-list\">\n<li>It follows a bottom-up governance model and supports national and global environmental commitments, including India\u2019s Biodiversity Strategy (NBSAP 2024\u20132030), the<strong> Kunming-Montreal Global Biodiversity Framework (30&#215;30 target)<\/strong>, and climate goals under the Paris Agreement.<\/li>\n\n\n\n<li>It also promotes innovative financing through<strong> Access and Benefit Sharing (ABS), CSR funds, and green micro-enterprises,<\/strong> while building capacity for wider replication with special focus on women, Scheduled Castes, and tribal communities.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Coverage: <\/strong>In Tamil Nadu, it will cover the Sathyamangalam landscape, including the Mudumalai and Sathyamangalam Tiger Reserves.\n<ul class=\"wp-block-list\">\n<li>In Meghalaya, it will be implemented across the Garo Hills region, covering the Nokrek Biosphere Reserve, Balpakram National Park and Siju Wildlife Sanctuary.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Objectives <\/strong>:\u00a0 The initiative supports India\u2019s biodiversity and climate goals, including the National Biodiversity Strategy, the global 30\u00d730 target, and the Paris Agreement\n<ul class=\"wp-block-list\">\n<li>It focuses on empowering local communities by integrating biodiversity into Gram Panchayat planning, strengthening local institutions like Panchayats and Biodiversity Management Committees, and promoting community-led conservation through multi-stakeholder platforms and innovative financing.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Importance of Grassroots Biodiversity Governance<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Community stewardship: <\/strong>Grassroots Biodiversity Governance<strong> <\/strong>empowers local communities to conserve and sustainably use biological resources.<\/li>\n\n\n\n<li><strong>Livelihood security:<\/strong> It supports traditional knowledge, agro-biodiversity, and ecosystem services vital for rural and tribal populations.<\/li>\n\n\n\n<li><strong>Climate resilience:<\/strong> It enhances adaptation through mangrove restoration, watershed protection, and sustainable agriculture.<\/li>\n\n\n\n<li><strong>Global commitments:<\/strong> It aligns with India\u2019s obligations under the Convention on Biological Diversity (CBD) and SDGs.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Challenges<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Many Biodiversity Management Committees lack trained staff and technical expertise.<\/li>\n\n\n\n<li>Limited financial support for local biodiversity projects.<\/li>\n\n\n\n<li>Poor integration between local bodies, state biodiversity boards, and national authorities.<\/li>\n\n\n\n<li>Communities are often unaware of their rights under Access and Benefit Sharing (ABS) provisions.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Suggestions&nbsp;<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Funding innovation: <\/strong>Establish biodiversity funds at district\/state levels; leverage CSR and green bonds.<\/li>\n\n\n\n<li><strong>Community incentives: <\/strong>Recognize and reward local conservation champions; promote eco-tourism and sustainable enterprises.<\/li>\n\n\n\n<li><strong>Stronger coordination<\/strong>: Ensure synergy between MoEFCC, State Biodiversity Boards, and Panchayati Raj Institutions.<\/li>\n\n\n\n<li><strong>Awareness campaigns<\/strong>: Expand Mission LiFE-style outreach to highlight biodiversity\u2019s role in daily life.<\/li>\n<\/ul>\n\n\n\n<h2
