GS3\/Science &amp; Technology<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Recently, the <strong>Department of Land Resources<\/strong> emphasized that <strong>geospatial information<\/strong> has emerged as critical in <strong>land governance.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What is a Geospatial Ecosystem?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It refers to the <strong>network of technologies, institutions, policies, and stakeholders<\/strong> involved in collecting, processing, and using spatial data.<\/li>\n\n\n\n<li>These systems enable <strong>real-time mapping, monitoring, and governance of land and resources<\/strong>.<\/li>\n\n\n\n<li>They combine <strong>multiple geospatial technologies<\/strong> such as satellite imagery and remote sensing, <strong>Geographic Information Systems (GIS), Global Positioning Systems (GPS), drones, and LiDAR<\/strong> to generate accurate spatial data and insights.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Land Governance in India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Land governance<\/strong> refers to policies, institutions, and processes that determine ownership, use, and management of land resources.<\/li>\n\n\n\n<li><strong>Key issues in land governance<\/strong> in India are<strong> <\/strong>fragmented land records, land disputes (major share of civil litigation), urbanisation pressures, environmental degradation, and inefficient land-use planning.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Role of Geospatial Technologies in Land Governance<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Land Records Digitisation &amp; Cadastral Mapping: <\/strong>GIS enables <strong>accurate boundary demarcation; <\/strong>reduces disputes and improves land titling; and supports conclusive land ownership systems.\n<ul class=\"wp-block-list\">\n<li>Example: SVAMITVA drone mapping.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Land Use Planning &amp; Urban Governance: <\/strong>Helps in <strong>zoning, smart city planning, and infrastructure development<\/strong>; and enables <strong>data-driven master plans.<\/strong>\n<ul class=\"wp-block-list\">\n<li>GIS integration improves urban governance efficiency and transparency.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Natural Resource Management: <\/strong>Monitoring forests, water bodies, and agriculture; and supports climate resilience and disaster management.\n<ul class=\"wp-block-list\">\n<li>Geospatial inputs are crucial for <strong>efficient land-use policies<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Disaster Management: <\/strong>Real-time mapping for floods, cyclones, landslides; and improves response and mitigation strategies.<\/li>\n\n\n\n<li><strong>E-Governance &amp; Decision Support Systems: <\/strong>GIS-based platforms enable <strong>e-governance and public service delivery; <\/strong>and facilitates <strong>inter-departmental coordination.<\/strong>\n<ul class=\"wp-block-list\">\n<li>GIS acts as a core component of <strong>government decision-support systems<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Challenges in Geospatial Land Governance<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Institutional Fragmentation: <\/strong>Multiple agencies managing spatial data; and lack of coordination among them, leading to governance issues in GIS infrastructure.<\/li>\n\n\n\n<li><strong>Data Accessibility &amp; Standardization: <\/strong>Historical restrictions on spatial data sharing; and lack of interoperability.<\/li>\n\n\n\n<li><strong>Capacity Constraints: <\/strong>Shortage of skilled GIS professionals; and limited local-level adoption.<\/li>\n\n\n\n<li><strong>Legal and Privacy Concerns: <\/strong>Data security and misuse risks, and need for regulatory clarity.<\/li>\n\n\n\n<li><strong>Socio-Political Dimensions: <\/strong>Power asymmetry in land data control; and risk of exclusion of marginalized communities.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#ebecf0\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>Important Initiatives of Geospatial Ecosystem in India<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Liberalised Geospatial Guidelines (2021 onwards): <\/strong>Removal of restrictions on mapping and data generation; and private sector participation encouraged.<\/li>\n\n\n\n<li><strong>National Geospatial Policy (2022): <\/strong>It aims to develop a <strong>self-reliant geospatial ecosystem; <\/strong>and to promote innovation, startups, and data democratization.<\/li>\n\n\n\n<li><strong>Digital India Land Records Modernization Programme (DILRMP): <\/strong>Integration of textual and spatial land records; and GIS-based cadastral mapping.<\/li>\n\n\n\n<li><strong>eLoc (National Digital Address System): <\/strong>Unique 6-character digital address for every location, like Aadhaar for places.<\/li>\n\n\n\n<li><strong>Other Schemes:<\/strong> SVAMITVA Scheme &amp; NAKSHA.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Forward<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Policy Measures: <\/strong>Strengthen <strong>National Spatial Data Infrastructure (NSDI); <\/strong>promote <strong>open data ecosystems; <\/strong>and enhance <strong>centre-state coordination.<\/strong><\/li>\n\n\n\n<li><strong>Technological Steps: <\/strong>Integration of <strong>AI, GIS and Big Data; <\/strong>and expansion of <strong>drone mapping and real-time analytics.<\/strong><\/li>\n\n\n\n<li><strong>Governance Reforms: <\/strong>Move towards <strong>conclusive land titling; <\/strong>and ensure <strong>community participation and transparency.<\/strong><\/li>\n\n\n\n<li><strong>Capacity Building: <\/strong>Training programs in geospatial technologies;
