{"id":72049,"date":"2026-04-22T18:18:44","date_gmt":"2026-04-22T12:48:44","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=72049"},"modified":"2026-04-22T18:19:02","modified_gmt":"2026-04-22T12:49:02","slug":"18th-civil-services-day","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/22-04-2026\/18th-civil-services-day","title":{"rendered":"18th Civil Services Day"},"content":{"rendered":"\n<p><strong>Syllabus:&nbsp; GS2\/ Governance<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>At the 18th Civil Services Day celebrations the Vice President invoked the idea that <strong>\u201cWith great power comes great responsibility,\u201d<\/strong> urging civil servants to uphold ethical governance, integrity, and public service values in achieving the vision of <strong>Viksit Bharat @2047.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Civil Service Day<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Civil Services Day is observed on <strong>21st April <\/strong>every year to commemorate the day in 1947 when <strong>Sardar Vallabhbhai Patel <\/strong>addressed the first batch of civil servants at the <strong>Metcalfe House<\/strong>, New Delhi.\u00a0<\/li>\n\n\n\n<li>He termed civil servants as the <strong>&#8220;Steel frame of India,&#8221;<\/strong> emphasizing their role in maintaining unity and integrity.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Constitutional Provisions of Civil Services<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Article 309<\/strong> empowers Parliament and State Legislatures to regulate recruitment and conditions of service.<\/li>\n\n\n\n<li><strong>Article 310<\/strong> of the Constitution states that civil servants of the Union and the States hold office during the pleasure of the President or the Governor, respectively.<\/li>\n\n\n\n<li><strong>Article 311<\/strong> provides safeguards for civil servants against arbitrary dismissal.<\/li>\n\n\n\n<li><strong>Article 312<\/strong> outlines the process for creating All India Services, such as the Indian Administrative Service (IAS), the Indian Police Service (IPS), and the Indian Forest Service (IFoS).<\/li>\n\n\n\n<li><strong>Articles 315 to 323<\/strong> of the Indian Constitution establish Public Service Commissions (PSCs) for both the Union (UPSC) and each state (SPSC).\u00a0<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#fff2cc\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>History of Civil Services in India<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Lord Cornwallis<\/strong> is considered as \u2018Father of Civil Services in India\u2019.<\/li>\n\n\n\n<li><strong>Lord Wellesley<\/strong> founded the College of <strong>Fort William in Calcutta in 1800<\/strong> to educate young recruits for the Civil Services.\n<ul class=\"wp-block-list\">\n<li>But the directors of the Company, in 1806, replaced it with their own <strong>East Indian College at Haileybury in England.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Before 1853 East India Company directors used to appoint Civil Servants. Board of Control members were allowed to make some nominations.<\/li>\n\n\n\n<li><strong>The Charter Act of 1853 <\/strong>abolished the patronage system and introduced open competitive examinations.<\/li>\n\n\n\n<li>The first competitive exams for the Indian Civil Services (ICS) were held in London in <strong>1855<\/strong>.<\/li>\n\n\n\n<li><strong>Satyendranath Tagore<\/strong> was the first Indian to clear ICS in 1864.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Ethical Dimensions of Power and Responsibility in Civil Services<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Nature of Power in Civil Services:<\/strong> Civil servants <strong>exercise significant authority, <\/strong>administrative discretion, and control over public resources, which directly impacts citizens\u2019 lives.\n<ul class=\"wp-block-list\">\n<li>This position creates an obligation to ensure that <strong>power is used strictly for public welfare and national interest.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Impartiality in Decision-Making: <\/strong>Civil servants must distinguish clearly between legitimate policy direction and undue external pressure.\n<ul class=\"wp-block-list\">\n<li>Administrative actions must reflect <strong>fairness, objectivity, and neutrality, <\/strong>ensuring equal treatment of all citizens.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Ethical Foundations in Indian Thought:<\/strong> The teachings of Thiruvalluvar emphasize that <strong>\u201cAram\u201d (righteousness)<\/strong> is the highest virtue in public life.
