<strong>(MoHUA)<\/strong> launched the operational guidelines for the <strong>Urban Challenge Fund (UCF) programme<\/strong> to strengthen the<strong> financial capacity of Urban Local Bodies (ULBs).<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About Urban Challenge Fund (UCF)<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is a <strong>Centrally Sponsored Scheme<\/strong> with a <strong>Central outlay of \u20b91,00,000 crore (FY 2025\u201326 to 2030\u201331)<\/strong>\n<ul class=\"wp-block-list\">\n<li>It aims to catalyse nearly <strong>\u20b94 lakh crore investment in the urban sector<\/strong> over five years.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>It adopts a <strong>\u2018challenge-mode\u2019 competitive selection<\/strong>, ensuring that only <strong>transformative and bankable projects<\/strong> are funded.<\/li>\n\n\n\n<li>A defining feature is its <strong>innovative financing structure<\/strong>:\n<ul class=\"wp-block-list\">\n<li><strong>25% Central Assistance<\/strong><\/li>\n\n\n\n<li><strong>Minimum 50% funding from market sources<\/strong> (loans, bonds, PPPs)<\/li>\n\n\n\n<li>Remaining <strong>25% from States\/ULBs or additional market borrowings;<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>It includes <strong>creative redevelopment of cities; <\/strong>c<strong>ities as growth hubs<\/strong>; w<strong>ater and sanitation; <\/strong>and recognizes that <strong>public finance alone is insufficient<\/strong> to meet urban infrastructure needs and seeks to <strong>crowd in private capital<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Eligibility and Scope<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>All cities across India are eligible<\/strong><\/li>\n\n\n\n<li>Projects need to be <strong>bankable and outcome-oriented, <\/strong>aligned with UCF verticals, not already funded under schemes like <strong>AMRUT 2.0 or SBM 2.0.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Credit Repayment Guarantee Scheme<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>UCF includes a <strong>\u20b95,000 crore Credit Repayment Guarantee Mechanism<\/strong> to address the challenge of <strong>limited access to finance for smaller cities.<\/strong><\/li>\n\n\n\n<li>It covers <strong>cities with population &lt;1 lakh<\/strong> and <strong>all cities in hilly &amp; northeastern states.<\/strong><\/li>\n\n\n\n<li>It provides <strong>70% guarantee (up to \u20b97 crore)<\/strong> for first-time loans and <strong>50% guarantee (up to \u20b97 crore)<\/strong> for subsequent loans.<\/li>\n\n\n\n<li>It enables smaller ULBs to raise funds for projects of <strong>\u20b920 crore (initial projects); <\/strong>and <strong>\u20b928 crore (subsequent projects).<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Encouraging Private Sector Participation<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>UCF is explicitly designed to <strong>crowd in private investment<\/strong> by mandating <strong>market-based financing, <\/strong>encouraging <strong>PPP-friendly project structuring, <\/strong>supporting <strong>project preparation (DPRs, financial modelling, advisory), <\/strong>and reducing risk through <strong>credit guarantees.<\/strong>\n<ul class=\"wp-block-list\">\n<li>It transforms cities into <strong>viable investment destinations<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Challenges in Urban Challenge Fund (UCF)<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Limited Financial Capacity of ULBs: <\/strong>Many Urban Local Bodies (ULBs) lack <strong>creditworthiness, <\/strong>have weak <strong>revenue bases and financial management systems, <\/strong>and face difficulties in raising funds from capital markets.<\/li>\n\n\n\n<li><strong>Risk of Debt Burden and Fiscal Stress: <\/strong>The shift toward <strong>market-linked financing<\/strong> introduces higher <strong>borrowing and repayment obligations, <\/strong>and exposure to <strong>interest rate and revenue risks.<\/strong>\n<ul class=\"wp-block-list\">\n<li>If projects fail to generate expected returns, ULBs may face <strong>debt stress<\/strong>, affecting long-term fiscal sustainability.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Weak Project Preparation and Bankability Issues: <\/strong>Many cities lack expertise in <strong>DPR preparation, financial modelling, and PPP structuring, <\/strong>and poorly designed projects may fail to attract investors.<\/li>\n\n\n\n<li><strong>Institutional and Governance Constraints:<\/strong> Institutional inertia, fragmented responsibilities, and lack of skilled manpower can slow implementation of UCF.<\/li>\n\n\n\n<li><strong>Uneven Participation Across Cities: <\/strong>Larger cities with better financial health and administrative capacity are more likely to succeed in <strong>challenge-mode competition<\/strong>\n<ul class=\"wp-block-list\">\n<li>Smaller towns, despite support mechanisms, may be <strong>left behind<\/strong>, leading to regional disparities.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Challenges in Private Sector Participation: <\/strong>Although UCF aims to crowd-in private investment:\n<ul class=\"wp-block-list\">\n<li>Private players prefer <strong>low-risk, high-return projects<\/strong><\/li>\n\n\n\n<li>Urban projects (e.g., water, sanitation) often have <strong>low commercial viability<\/strong><\/li>\n\n\n\n<li>Issues in <strong>risk-sharing, regulatory clarity, and contract enforcement<\/strong> may deter investors.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Implementation and Coordination Issues: <\/strong>UCF involves multiple stakeholders like Centre, States\/UTs, ULBs, financial institutions, private players.\n<ul class=\"wp-block-list\">\n<li>It creates challenges in i<strong>nter-agency coordination, <\/strong>timely approvals and clearances, monitoring and accountability.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Exclusion of Existing Scheme Projects: <\/strong>Projects already funded under schemes like <strong>AMRUT 2.0 and SBM 2.0 are not eligible<\/strong>, which limits integration with ongoing urban initiatives, and may lead to <strong>duplication or fragmentation of efforts.<\/strong><\/li>\n\n\n\n<li><strong>Capacity Constraints in Smaller and Special Category States: <\/strong>Despite the <strong>Credit Repayment Guarantee Scheme<\/strong>, cities in <strong>Hilly and Northeastern regions, <\/strong>and smaller population centres still face geographic constraints, limited technical expertise, and lower economic base for revenue generation.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Urban Challenge Fund (UCF) is a <strong>forward-looking reform in India\u2019s urban development strategy<\/strong>, aligning infrastructure creation with <strong>financial sustainability, governance reforms, and private
