Policy Intervention<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India\u2019s rural development trajectory has <strong>undergone a structural shift<\/strong> from <strong>welfare-oriented schemes to community-driven institutional models<\/strong>.<\/li>\n\n\n\n<li>Flagship programmes like the <strong>DAY-NRLM<\/strong> have transformed rural livelihoods in India and increasingly influencing <strong>India\u2019s development diplomacy<\/strong>, particularly in the <strong>Global South.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Need of Rural Development<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Rural development is a <strong>national priority<\/strong> in India, as <strong>nearly two-thirds of the population resides in rural areas<\/strong>.<\/li>\n\n\n\n<li>It includes poverty alleviation, employment generation, bridging rural\u2013urban disparities, agricultural development and food security, infrastructure development, social justice, women empowerment, reducing migration and urban pressure, strengthening local governance, and achieving sustainable development goals (SDGs).<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#ebecf0\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>About DAY-NRLM<\/strong><\/p>\n\n\n\n<p>It is a flagship programme of the <strong>Ministry of Rural Development<\/strong>, aimed at <strong>alleviating rural poverty<\/strong> by promoting <strong>self-employment and sustainable livelihoods<\/strong>, primarily through <strong>women-led Self-Help Groups (SHGs)<\/strong>.<\/p>\n<\/div><\/div>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India\u2019s Rural Development Model<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Community-Centric Institutional Architecture: <\/strong>National Rural Livelihood Mission (NRLM) is implemented through a <strong>three-tier structure<\/strong> i.e. Self-Help Groups (SHGs), Village Organizations (VOs), and Cluster-Level Federations (CLFs).\n<ul class=\"wp-block-list\">\n<li>NRLM has mobilised <strong>over 9 million SHGs covering nearly 100 million households<\/strong>, making it one of the <strong>largest grassroots institutional platforms globally<\/strong>.<\/li>\n\n\n\n<li>It ensures <strong>participatory governance, accountability, and sustainability<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Women-Led Development: <\/strong>Majority of SHG members are women; over <strong>50 million women linked to formal banking systems; <\/strong>and emergence of <strong>Banking Correspondent Sakhis.<\/strong>\n<ul class=\"wp-block-list\">\n<li>NRLM has significantly improved <strong>women\u2019s financial inclusion, agency, and labour force participation<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Financial Inclusion and Livelihood Diversification: <\/strong>Strong <strong>SHG\u2013Bank linkage programme; <\/strong>credit access of <strong>\u20b912 lakh crore (approx.)<\/strong>; and promotion of micro-enterprises, skill development, and agriculture-based livelihoods.\n<ul class=\"wp-block-list\">\n<li>NRLM contributes to <strong>income enhancement, savings mobilisation, and poverty reduction<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Cost-Effective and Scalable Model: <\/strong>Unlike capital-intensive models, NRLM relies on s<strong>ocial capital (trust-based lending), community cadres, and decentralised governance.<\/strong>\n<ul class=\"wp-block-list\">\n<li>It makes it highly <strong>replicable in resource-constrained settings<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Outcomes: India\u2019s Rural Transformation<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>NRLM operates in <strong>700+ districts; <\/strong>facilitated <strong>large-scale credit access and enterprise creation; <\/strong>and strengthened <strong>grassroots governance institutions.<\/strong><\/li>\n\n\n\n<li>It helped reduce <strong>poverty intensity, <\/strong>improvement in <strong>livelihood security, <\/strong>and increased <strong>social capital and collective action.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India\u2019s Model: From Domestic Success to Global Influence<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Exporting the SHG Model: <\/strong>NRLM\u2019s design is being studied by countries such as Ethiopia, Kenya, Tanzania, Rwanda, and Malawi etc.\n<ul class=\"wp-block-list\">\n<li>These countries are interested in <strong>women-led collectives, microfinance-based livelihoods, and decentralised institutional frameworks.<\/strong><\/li>\n\n\n\n<li>NRLM\u2019s success lies in its <strong>adaptability to informal economies<\/strong>, common across the Global South.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Shift in Development Paradigm: <\/strong>Traditionally, development models were <strong>top-down<\/strong>, based on <strong>Western frameworks.<\/strong>\n<ul class=\"wp-block-list\">\n<li>India\u2019s approach represents <strong>South-South cooperation, peer learning and contextual innovation.<\/strong><\/li>\n\n\n\n<li>NRLM demonstrates that <strong>locally evolved solutions can be globally relevant<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India\u2019s Development Diplomacy<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>From Aid to Knowledge Sharing: <\/strong>India is increasingly exporting institutional frameworks (SHGs), capacity-building models, and governance practices.\n<ul class=\"wp-block-list\">\n<li>It marks a shift from <strong>financial aid to institutional transfer.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Building Long-Term Partnerships: <\/strong>NRLM enables training programmes, study visits, and technical collaborations.\n<ul class=\"wp-block-list\">\n<li>Such engagement creates <strong>enduring linkages between governments and communities<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Strategic Advantages for India: <\/strong>Enhances <strong>soft power, <\/strong>strengthens <strong>Global South leadership<\/strong>, and opens avenues in digital governance, financial inclusion, and rural entrepreneurship.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Challenges in Scaling the Model Globally<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Contextual Differences Across Countries: <\/strong>Variations in social structures (caste vs tribe dynamics), gender norms, and community cohesion.\n<ul class=\"wp-block-list\">\n<li>The <strong>SHG model<\/strong> relies heavily on <strong>trust, social capital, and collective behaviour<\/strong>, which may not exist uniformly.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Weak Institutional Capacity: <\/strong>NRLM success depends on strong state machinery, decentralised governance (PRIs), and dedicated mission structures.\n<ul class=\"wp-block-list\">\n<li>Many developing countries lack administrative depth, and local governance systems.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Financial Ecosystem Constraints: <\/strong>India has a mature banking network, SHG\u2013Bank linkage system, and financial inclusion ecosystem.<\/li>\n\n\n\n<li><strong>Scalability vs Effectiveness Trade-off: <\/strong>Rapid scaling may dilute group cohesion, credit discipline, and programme quality.<\/li>\n\n\n\n<li><strong>Capacity Building and Human Resources: <\/strong>NRLM depends on Community Resource Persons (CRPs), and trained grassroots cadres.<\/li>\n\n\n\n<li><strong>Market Linkages and Economic Integration: <\/strong>SHGs require access to markets, value chains, and digital platforms.<\/li>\n\n\n\n<li><strong>Digital and Technological Gaps: <\/strong>Increasing reliance on digital payments, MIS systems, and financial technology.<\/li>\n\n\n\n<li><strong>Sustainability Concerns: <\/strong>Long-term sustainability depends on economic viability, and institutional maturity.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Conclusion &amp;
