{"id":71469,"date":"2026-04-13T18:08:08","date_gmt":"2026-04-13T12:38:08","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=71469"},"modified":"2026-04-13T18:13:33","modified_gmt":"2026-04-13T12:43:33","slug":"rbi-digital-fraud-safety-measures","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/13-04-2026\/rbi-digital-fraud-safety-measures","title":{"rendered":"Reserve Bank of India Suggests New Safety Measures to Prevent Digital Frauds"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/Cybersecurity<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In order <strong>to curb digital fraud, <\/strong>the Reserve Bank of India has released a discussion paper suggesting <strong>additional measures to prevent digital fraud.&nbsp;<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The RBI Measures:<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>A time lag of 1 hour<\/strong> for the completion of digital payments of more than 10 thousand rupees.\n<ul class=\"wp-block-list\">\n<li>During this period, the payer\u2019s bank would provisionally debit the customer\u2019s account, and the&nbsp; Customer would retain the option to cancel the transaction for any reason.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Additional authentication by a trusted person<\/strong> for senior citizens or for divyang. This trusted individual will act as another layer of authentication for high value transactions.<\/li>\n\n\n\n<li><strong>Customers can be provided with digital payment controls <\/strong>which would consist of a \u2018switch on\/off\u2019 facility for any digital payment mode as well as for setting limits for different transaction types at the account level.\n<ul class=\"wp-block-list\">\n<li>This would allow customers to control the debit transactions at the account level across any or all digital payment channels.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>To curb Mule Accounts: <\/strong>In order to control the use of bank accounts as \u201cmules\u201d to route money proceeds of Digital Frauds, RBI has suggested capping annual credits at around \u20b925 lakh for accounts that have not undergone enhanced due diligence.\n<ul class=\"wp-block-list\">\n<li>Funds exceeding the prescribed threshold may be parked as \u201cshadow credits\u201d and released only after the bank is satisfied about their legitimacy<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Kill Switch:<\/strong> The RBI has proposed a \u2018kill switch\u2019 that would allow customers to disable all digital payments in their accounts at one stroke.\n<ul class=\"wp-block-list\">\n<li>Once the kill-switch is enabled, disabling the feature to re-activate digital payments can be permitted either through digital modes after taking proper authentication measures or through a physical visit to a bank branch by the account holder.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Need for these Measures<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>As per National Cyber Crime Reporting Portal Data, <\/strong>around 28 lakh cyber frauds were reported in the year 2025, amounting to 22,931 crore rupees.&nbsp;<\/li>\n\n\n\n<li><strong>Increased Digital Transactions: <\/strong>Digital transaction volumes have increased 38-fold, while transaction values have more than tripled.\n<ul class=\"wp-block-list\">\n<li>The significant growth of the digital payment ecosystem has been backed by systems such as UPI, IMPS, and NEFT.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Evolving Nature of Fraud: <\/strong>A typical fraud today may not involve technical compromise of systems, but fraudsters are deploying various tactics, such as bogus call centres, deepfake-driven impersonation scams and mule account networks.<\/li>\n\n\n\n<li><strong>The instant nature of digital payments <\/strong>further increases the risk, as the scope for timely intervention and recovery of funds becomes limited.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Initiatives by Government of India to Prevent Cybercrimes<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Indian Computer Emergency Response Team (CERT-In): <\/strong>CERT-In is the <strong>national nodal agency<\/strong> for responding to cybersecurity incidents.\n<ul class=\"wp-block-list\">\n<li>It provides proactive and reactive cybersecurity support and plays a crucial role in ensuring the security and resilience of the country&#8217;s cyber infrastructure.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>National Critical Information Infrastructure Protection Centre (NCIIPC): <\/strong>NCIIPC is responsible for protecting critical information infrastructure from cyber threats.\n<ul class=\"wp-block-list\">\n<li>It identifies and designates critical sectors and advises organizations in these sectors on enhancing their cybersecurity measures.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Cyber Crime Prevention against Women &amp;
