months.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Directives<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The MHA has asked all the states to coordinate through the <strong>Directorate of Forensic Science Services (DFSS).<\/strong><\/li>\n\n\n\n<li><strong>States must institute monitoring <\/strong>to ensure timely forensic reports and launch a special drive to eliminate all backlogs by July.<\/li>\n\n\n\n<li>Expand regional and district-level FSLs, deploy advanced equipment for physical, biological, chemical, and digital evidence, and ensure regular use of Mobile Forensic Vans for on-site collection.\u00a0<\/li>\n\n\n\n<li><strong>Dedicated forensic evidence collection teams<\/strong> should be formed at district and sub-divisional levels.<\/li>\n\n\n\n<li>Police personnel are to receive structured training on evidence protocols, with strict adherence to DFSS SOPs and mandatory accreditation for all FSLs under national and class=\"wp-block-heading\"><strong>Challenges&nbsp;<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Inadequate Infrastructure: <\/strong>Limited and poorly equipped forensic labs and uneven availability across states.<\/li>\n\n\n\n<li><strong>Shortage of Skilled Experts: <\/strong>Lack of trained forensic professionals despite institutions like National Forensic Sciences University.<\/li>\n\n\n\n<li><strong>Delay in Forensic Reports: <\/strong>Huge backlog leads to delayed trials and weakens justice delivery.<\/li>\n\n\n\n<li><strong>Poor Crime Scene Management: <\/strong>Improper evidence collection and contamination due to lack of police training.<\/li>\n\n\n\n<li><strong>Limited Use in Investigation: <\/strong>Continued reliance on confessions instead of scientific evidence, despite reforms under Bharatiya Nyaya Sanhita.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Government Initiatives&nbsp;<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Infrastructure Development:<\/strong> An approval has been provided for setting up of<strong> 08 new CFSLs i<\/strong>n the country in Jammu, Rajasthan, Tamil Nadu, Bihar, Uttar Pradesh, Odisha, Chhattisgarh, and Kerala.\u00a0<\/li>\n\n\n\n<li><strong>A central application e-Forensics<\/strong> has been developed to facilitate digital repository of forensic data ensuring end to end data security and data integrity.\u00a0<\/li>\n\n\n\n<li><strong>Data Centre:<\/strong> The government has approved establishment of the <strong>National Forensic Data Centre <\/strong>under the umbrella scheme <strong>\u201cSafety of Women\u201d <\/strong>to systematically stockpile the forensic data received from all forensic labs for an efficient evidence management system.<\/li>\n\n\n\n<li><strong>The National Forensic Sciences University (NFSU)<\/strong> has been set up under the Act of the Parliament in <strong>2020 <\/strong>for providing quality and trained forensic manpower across all parts of the country.<\/li>\n\n\n\n<li><strong>Under the Scheme for Modernization of Forensic Capacities<\/strong>, \u20b9420 crore have been approved for Upgradation of Forensic Science Laboratories in States \/ Union Territories\u201d and \u20b9496.66 crore have been approved for providing Mobile Forensic Vans for all districts and State FSLs.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#fff2cc\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>Malimath Committee<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Malimath Committee was formed in <strong>2000 <\/strong>by the Government, aimed to reform the criminal justice system.\n<ul class=\"wp-block-list\">\n<li>It reviewed the investigation, trial procedures, and sentencing guidelines.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Recommendations on Forensic Science:\u00a0<\/strong>\n<ul class=\"wp-block-list\">\n<li>Emphasized the integration of forensic science into the criminal justice system to improve investigation quality and conviction rates.<\/li>\n\n\n\n<li>It recommended a shift from confession-based to evidence-based investigation.<\/li>\n\n\n\n<li>Expand and modernize Forensic Science Laboratories (FSLs) across states.<\/li>\n\n\n\n<li>Develop uniform national standards for forensic practices.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>These recommendations are
