{"id":70848,"date":"2026-04-04T18:13:30","date_gmt":"2026-04-04T12:43:30","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=70848"},"modified":"2026-04-04T18:14:08","modified_gmt":"2026-04-04T12:44:08","slug":"lwe-district-classification-revised","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/04-04-2026\/lwe-district-classification-revised","title":{"rendered":"Revised Classification of Districts Affected by Left-Wing Extremism"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/ Internal Security<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Ministry of Home Affairs has revised the classification of districts affected by Left-Wing Extremism (LWE), replacing the earlier category of \u201c<strong>most affected districts<\/strong>\u201d with a new three-tier categorization.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>New Classification of LWE-Affected Districts<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>LWE Affected Districts:<\/strong> <strong>Bijapur<\/strong> in Chhattisgarh and <strong>West Singhbhum<\/strong> in Jharkhand.<\/li>\n\n\n\n<li><strong>Districts of Concern:<\/strong> Kanker district in Chhattisgarh<\/li>\n\n\n\n<li><strong>Legacy &amp; Thrust (L&amp;T) Districts:<\/strong> These <strong>35 districts<\/strong> are either no longer significantly affected but require continued support to prevent relapse (Legacy) or are vulnerable to potential Naxal expansion (Thrust).<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What is the Naxalite Movement?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Left Wing Extremism (LWE), <\/strong>often referred to as <strong>Naxalism<\/strong>, is one of India&#8217;s most serious internal security challenges.\u00a0<\/li>\n\n\n\n<li><strong>Origin:<\/strong> The Naxalite movement began in <strong>1967 in Naxalbari, West Bengal, <\/strong>as a radical leftist uprising championing the rights of tribal and landless communities.\n<ul class=\"wp-block-list\">\n<li>It was led by <strong>Charu Majumdar, Kanu Sanyal and Jagan Santhal. <\/strong>\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Geographic Spread:<\/strong> The insurgency spread across the <strong>Red Corridor, <\/strong>covering parts of Chhattisgarh, Jharkhand, Odisha, Maharashtra, West Bengal, Andhra Pradesh, Telangana, Madhya Pradesh, and Kerala.<\/li>\n\n\n\n<li><strong>Approach adopted:<\/strong> Naxalites employ <strong>guerrilla warfare<\/strong>, target state institutions, extort local populations, and often recruit children.\n<ul class=\"wp-block-list\">\n<li>They claim to fight for marginalized communities but resort to violent methods.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-dominant-color=\"bec1a0\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"510\" height=\"586\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/04\/image-25.png\" alt=\"\" class=\"not-transparent wp-image-70850\" style=\"--dominant-color: #bec1a0; width:420px;height:auto\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/04\/image-25.png 510w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/04\/image-25-261x300.png 261w\" sizes=\"auto, (max-width: 510px) 100vw, 510px\" \/><\/figure>\n<\/div>\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Consequences of Naxalism<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Political Consequences: <\/strong>It <strong>undermines state authority<\/strong> and weakens democratic institutions in affected areas. It also creates<strong> governance vacuums<\/strong>, making administration and law enforcement extremely difficult.<\/li>\n\n\n\n<li><strong>Economic Consequences:<\/strong> Naxalism disrupts economic activities like mining, agriculture, and infrastructure development.\n<ul class=\"wp-block-list\">\n<li>The increased government spending on security reduces funds available for development and hampers private investment.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Social Consequences: <\/strong>It fosters fear, mistrust, and a sense of alienation among marginalized communities.\n<ul class=\"wp-block-list\">\n<li>The disruption of education and health services, especially in remote areas, leads to significant human development losses.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Government Initiatives&nbsp;<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Security Related Expenditure (SRE) Scheme: <\/strong>This Scheme is being implemented as a sub-scheme of the umbrella scheme \u2018<strong>Modernization of Police Forces\u2019.<\/strong>\n<ul class=\"wp-block-list\">\n<li>The Central Government reimburses security related expenditure for LWE affected districts and districts earmarked for monitoring.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>SAMADHAN Strategy:<\/strong> A comprehensive approach involving Smart Leadership, Aggressive Strategy, Motivation and Training, Actionable Intelligence, Dashboard-Based KPIs and KRAs, Harnessing Technology, Action Plans for each Theatre, and No Access to Financing.<\/li>\n\n\n\n<li><strong>Surrender and Rehabilitation Scheme: <\/strong>The<strong> <\/strong>policy has accelerated the collapse of Naxal cadres by offering attractive incentives and assured livelihood.\n<ul class=\"wp-block-list\">\n<li>High-rank LWE cadres receive <strong>\u20b95 lakh,<\/strong> middle\/lower-rank cadres <strong>\u20b92.5 lakh, <\/strong>and all surrenderers get a <strong>\u20b910,000 monthly stipend<\/strong> for professional training lasting <strong>36 months.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>The National Policy and Action Plan to address LWE <\/strong>was approved in 2015. It envisages a <strong>multi-pronged strategy<\/strong> involving security related measures, development interventions, ensuring rights and entitlements of local communities etc.<\/li>\n\n\n\n<li><strong>Educational Empowerment:<\/strong> The Government has launched skill development initiatives in 48 LWE-affected districts by sanctioning <strong>48 Industrial Training Institutes (ITIs)<\/strong> with an investment of \u20b9495 crore and approving 61 Skill Development Centres (SDCs).<\/li>\n\n\n\n<li><strong>Operation Black Forest:<\/strong> It was a massive 21-day counter-insurgency operation launched in April 2025, by Indian security forces to dismantle Naxalite-Maoist networks.\n<ul class=\"wp-block-list\">\n<li>The mission targeted the <strong>Karreguttalu Hills <\/strong>(also known as the Black Hills), a strategic stronghold spanning approximately 1,200 sq km along the Chhattisgarh\u2013Telangana border.\u00a0<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-dominant-color=\"bed9eb\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"602\" height=\"378\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/04\/image-24.png\" alt=\"\" class=\"not-transparent wp-image-70849\" style=\"--dominant-color: #bed9eb;
