The US maintains an advantage in <strong>advanced research, private technology companies, and semiconductor technology<\/strong>, while China benefits from <strong>large datasets, strong government support, and integration between industry and state policies<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>AI and the National Security Dimension<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>AI is increasingly seen as a <strong>strategic national security asset <\/strong>beyond economic competition.<\/li>\n\n\n\n<li>Governments are investing in AI for applications such as <strong>autonomous weapons systems, cybersecurity and cyber warfare, intelligence analysis and surveillance, military logistics and decision-making.<\/strong><\/li>\n\n\n\n<li>According to research on AI and national security, the integration of AI into military systems could significantly <strong>enhance battlefield awareness, speed of operations, and precision targeting<\/strong>.<\/li>\n\n\n\n<li>AI plays a role in the <strong>\u2018kill chain\u2019<\/strong>, where algorithms can accelerate processes such as <strong>target detection, threat identification, and operational decision-making<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>AI as a Dual-Use Technology<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A key challenge in AI governance is that AI is a <strong>dual-use technology<\/strong>, meaning it has both <strong>civilian and military applications<\/strong>.<\/li>\n\n\n\n<li>For example:\n<ul class=\"wp-block-list\">\n<li>AI used for <strong>medical diagnosis<\/strong> can also be adapted for <strong>military surveillance<\/strong>.<\/li>\n\n\n\n<li>AI systems designed for <strong>autonomous vehicles<\/strong> can also support <strong>autonomous drones and combat systems<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Because of this dual-use nature, restricting AI development or diffusion is extremely difficult.\u00a0<\/li>\n\n\n\n<li><strong>AI does not rely on rare materials<\/strong> but on <strong>algorithms, data, and computing power<\/strong>, which are widely available, unlike nuclear technologies.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>US\u2013China AI Rivalry<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>AI Model Distillation (Core Issue): <\/strong>One of the central allegations involves <strong>AI model distillation<\/strong>, where a weaker AI model learns from the outputs of a more advanced model.<\/li>\n\n\n\n<li>China\u2019s <strong>Next Generation Artificial Intelligence Development Plan (2017)<\/strong> aims to make China the <strong>global leader in AI by 2030<\/strong>.\n<ul class=\"wp-block-list\">\n<li>It promotes strong collaboration between the <strong>government, private technology firms, and the military<\/strong>, often referred to as <strong>military\u2013civil fusion<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The United States, in response, has emphasized <strong>maintaining technological superiority<\/strong> and limiting China\u2019s access to critical technologies such as <strong>advanced semiconductor chips and high-performance computing<\/strong>.\n<ul class=\"wp-block-list\">\n<li>The American AI lab <strong>Anthropic<\/strong> has called for <strong>three Chinese AI companies <\/strong>ie <strong>DeepSeek, MoonshotAI, and MiniMax<\/strong> to be treated as <strong>national security threats<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>This technological rivalry reflects broader geopolitical competition, where <strong>AI leadership is viewed as essential for both economic prosperity and military dominance<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#fff2cc\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>AI Model Distillation (aka Knowledge Distillation)<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is a machine learning technique in which a <strong>smaller or simpler AI model <\/strong>learns from the outputs of a <strong>larger, more powerful AI model<\/strong>.<\/li>\n\n\n\n<li>The goal is <strong>to transfer the knowledge of a complex model<\/strong> into a smaller model while <strong>maintaining similar performance<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p><strong>Key Features<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Model Compression:<\/strong>
