style=\"font-size:12pt\"><strong>universities and colleges<\/strong><\/span><span style=\"font-size:12pt\"> for the year 2022 was recently released by the <\/span><span style=\"font-size:12pt\"><strong>Ministry of Education (MoE)<\/strong><\/span><span style=\"font-size:12pt\">.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Key Findings<\/strong><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><strong>Overall Rankings:<\/strong><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><strong>IIT-Madras <\/strong><\/span><span style=\"font-size:12pt\">topped the <\/span><span style=\"font-size:12pt\"><strong>overall category<\/strong><\/span><span style=\"font-size:12pt\"> for the <\/span><span style=\"font-size:12pt\"><strong>fourth consecutive year<\/strong><\/span><span style=\"font-size:12pt\">, and in engineering for the seventh straight year.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><strong>The Indian Institute of Science (IISc)<\/strong><\/span><span style=\"font-size:12pt\">, which topped the latest round of QS rankings among Indian institutes, was placed <\/span><span style=\"font-size:12pt\"><strong>second in the NIRF rankings<\/strong><\/span><span style=\"font-size:12pt\"> like last year.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The slots from <\/span><span style=\"font-size:12pt\"><strong>third to seventh<\/strong><\/span><span style=\"font-size:12pt\"> have been secured by <\/span><span style=\"font-size:12pt\"><strong>IIT-Bombay, IIT-Delhi, IIT-Kanpur, IIT-Kharagpur, IIT-Roorkee and IIT-Guwahati<\/strong><\/span><span style=\"font-size:12pt\">, in a repeat of 2021.<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">Followed by <\/span><span style=\"font-size:12pt\"><strong>AIIMS <\/strong><\/span><span style=\"font-size:12pt\">and <\/span><span style=\"font-size:12pt\"><strong>Jawaharlal Nehru University (JNU)<\/strong><\/span><span style=\"font-size:12pt\">.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">University Category:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The Indian Institute of Science (IISc) Bengaluru has topped the nation in the University category.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">JNU\u00a0 is ranked second this year.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><strong>Jamia Millia Islamia <\/strong><\/span><span style=\"font-size:12pt\">has improved its position from rank 6 last year to rank 3 by <\/span><span style=\"font-size:12pt\"><strong>replacing Banaras Hindu University<\/strong><\/span><span style=\"font-size:12pt\"> which has now slipped to rank 6.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">New IITs:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Apart from the dominance of older institutes, the performance of newer IITs stands out in the latest round of the rankings, which has entered its seventh year.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><strong>IIT-Jodhpur<\/strong><\/span><span style=\"font-size:12pt\"> improved its rankings from 43 to 30,\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><strong>IIT-Mandi<\/strong><\/span><span style=\"font-size:12pt\"> rose to 20 from 41,\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The Palakkad and Tirupati campuses broke into the top 100 categories (overall), managing 68th and 56th spots.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Private institutions:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The top-ranked private institutions are Amrita Vishwa Vidyapeetham (16), Manipal Academy of Higher Education (17), Vellore Institute of Technology (18), Birla Institute of Technology &#038; Science-Pilani (32), Kalinga Institute of Industrial Technology (34), S.R.M. Institute of Science and Technology (36), Amity University (42).<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Medical education:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">AIIMs occupied the top slot in the medical education category for the fifth straight year.<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">PGIMER Chandigarh and Christian Medical College, Vellore have retained the second and third positions, respectively.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Management:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">IIM-Ahmedabad remained the best institute in the management segment.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<div>\n<table cellspacing=\"0\" style=\"border-collapse:collapse; border:none; width:602px\">\n<tbody>\n<tr>\n<td style=\"border-bottom:1px solid #000000; border-left:1px solid #000000; border-right:1px solid #000000; border-top:1px solid #000000; vertical-align:top; width:602px\">\n<p><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>National Institutional Ranking Framework (NIRF)<\/strong><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">It was launched by the <\/span><span style=\"font-size:12pt\"><strong>Ministry for Human Resource Development\u00a0 (MHRD)<\/strong><\/span><span style=\"font-size:12pt\"> [now Ministry of Education (MoE)] in September <\/span><span style=\"font-size:12pt\"><strong>2015<\/strong><\/span><span style=\"font-size:12pt\">.\u00a0<\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">This framework <\/span><span style=\"font-size:12pt\"><strong>outlines a methodology<\/strong><\/span><span style=\"font-size:12pt\"> to rank institutions across the country.<\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">The methodology draws from the overall recommendations, broad understanding arrived at by a Core Committee set up by MHRD, to identify the broad parameters for ranking various universities and institutions.\u00a0<\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">NIRF ranking is based on<\/span><span style=\"font-size:12pt\"><strong> six parameters<\/strong><\/span><span style=\"font-size:12pt\"> \u2014\u00a0<\/span>\n<ul>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">Teaching-learning and resources,\u00a0<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">Research and professional practice,\u00a0<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">Graduation outcomes,\u00a0<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">Outreach and inclusivity and\u00a0<\/span><\/li>\n<li style=\"list-style-type:square\"><span style=\"font-size:12pt\">Perception about the institution.\u00a0<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The overall score is computed based on the weightage allotted to each parameter and sub-parameter.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Some data is provided by the institutions themselves and the rest is sourced from third-party sites.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Criticisms of the ranking framework:<\/strong><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Insufficient quality parameters:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The quality of an institution is a function of several inputs and the above indicators alone may not be sufficient.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><strong>For example<\/strong><\/span><span style=\"font-size:12pt\">., how can we include the skills that an institution\/university imparts to its students as one of the important ingredients? Should the financial health and size of the institution not be a criterion? etc.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">One-size-fits-all approach:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The diversity in the Indian education system is large.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">There are fresh as well as old institutions offering degrees\/diplomas\/certifications.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">There is also technology vs social sciences institutions, multi-disciplinary vs single discipline, private vs public, research-based, innovation-based, language-based or even special-purpose institutions\/universities.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The boundary conditions in which they operate are very different.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">NIRF seems to be committing the same sin that the global rankings systems were once accused of \u2014 a one-size-fits-all approach.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Ranking Vs accreditation:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Another glaring oversight is the disconnect that exists between the ranking and accreditation.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Several universities have earned a NAAC A grade but figure poorly in the ranking system.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Lack of international faculty:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">The world over, ranking educational institutes is a matter of debate and research. There are at least 20 global ranking agencies that measure quality on various parameters.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Two factors that are absent and differentiate us from the global ranking systems are our lack of international faculty and students and the inadequacy of our research to connect with the industry.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-size:12pt\"><span style=\"font-family:\"Book Antiqua\",serif\"><strong>Suggestions and way ahead<\/strong><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Coherence with NAAC and NBA Scores:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">NIRF must take into consideration the National Assessment and Accreditation Council (NAAC) and National Board of Accreditation (NBA) scores.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">Student-faculty ratio:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Improvement has to be made to our student-faculty ratio.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">This is important because more faculty implies more students, more research, more outreach, more ideas, and more projects.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">International faculty and students:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">International faculty and students will come only if they see a value proposition in our institutions, an indicator of quality.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">Industry connect will happen only when the research translates into improved or new processes and products.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">To make this happen, NIRF has to have top experts not only from the country but also from outside in its core committees.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\">US Model:<\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">In the US, the government allows stakeholders to sue the universities if they renege on delivering what they claim.\u00a0<\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\">A Bill to introduce such accountability was also introduced in the Indian Parliament in 2011 but it never saw the light of day.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<div>\n<table cellspacing=\"0\" style=\"border-collapse:collapse;
