lapsed repeatedly.<\/li>\n\n\n\n<li>Passed in Rajya Sabha in 2010 but not in Lok Sabha.<\/li>\n\n\n\n<li>Finally, the <strong>Women&#8217;s Reservation Act, 2023 <\/strong>was enacted after 27 years of debate.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Significance: Linking Reservation To Delimitation<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Political Arithmetic: <\/strong>If implemented immediately within the existing 543 Lok Sabha seats:\n<ul class=\"wp-block-list\">\n<li>181 seats would become women-only, and 181 male MPs would lose eligibility in their constituencies.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Expected Expansion of Lok Sabha: <\/strong>After delimitation, Lok Sabha seats may increase significantly (estimated 750\u2013888 seats).\n<ul class=\"wp-block-list\">\n<li>It allows 33% reservation without removing sitting male MPs, and political adjustment through expansion rather than replacement.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Major step toward <strong>gender justice and political empowerment<\/strong>.<\/li>\n\n\n\n<li>Enhances substantive equality under <strong>Article 15(3)<\/strong>.<\/li>\n\n\n\n<li>Aligns with India&#8217;s commitment to SDG-5 (Gender Equality).<\/li>\n\n\n\n<li>Builds upon 33% reservation for women in <strong>Panchayats and Municipalities (73rd &amp; Parliament can:\n<ul class=\"wp-block-list\">\n<li><strong>Amend the Constitution to delink reservation from delimitation.<\/strong><\/li>\n\n\n\n<li>Implement reservation within existing constituencies for two election cycles.<\/li>\n\n\n\n<li>Expand Lok Sabha immediately by adding seats earmarked for women.<\/li>\n\n\n\n<li>Freeze state-wise seat allocation temporarily to avoid federal conflict.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Under <strong>Article 15(3)<\/strong>, Parliament has enabling power to provide special provisions for women.<\/li>\n\n\n\n<li>For meaningful implementation of Act, there is a need to:\n<ul class=\"wp-block-list\">\n<li>Clarify roadmap for Census and delimitation timeline.<\/li>\n\n\n\n<li>Consider interim implementation mechanisms.<\/li>\n\n\n\n<li>Extend reservation to Upper Houses.<\/li>\n\n\n\n<li>Address OBC sub-reservation concerns.<\/li>\n\n\n\n<li>Ensure transparent rotation policy.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Women\u2019s Reservation Act, 2023 represents a historic constitutional promise.
