Effective urban governance ensures better service delivery, sustainable development, improved quality of life, and economic competitiveness.<\/li>\n\n\n\n<li>Poor governance, on the other hand, leads to infrastructure deficits and social inequality.\n<ul class=\"wp-block-list\">\n<li>Municipal revenues in India are about <strong>0.6% of GDP<\/strong>, which is very low compared to many developing countries.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Constitutional Basis of Urban Local Governance<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Urban governance in India gained constitutional status through the <strong>74th Constitutional Amendment Act, 1992<\/strong>.<\/li>\n\n\n\n<li>It recognised municipalities as institutions of self-government;\n<ul class=\"wp-block-list\">\n<li>Added the <strong>12th Schedule<\/strong> <strong>to the Constitution<\/strong> <strong><em>(listing 18 functions of municipalities).<\/em><\/strong><\/li>\n\n\n\n<li>Made provisions f<strong>or regular elections every five years.<\/strong><\/li>\n\n\n\n<li>Mandated the creation of <strong>State Finance Commissions (SFCs)<\/strong> to review <strong>municipal finances.<\/strong><\/li>\n\n\n\n<li>Introduced <strong>reservations for women and marginalized groups<\/strong> in municipal bodies.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The objective was to promote <strong>democratic decentralisation<\/strong>, meaning decision-making power should move closer to citizens.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Types of Urban Local Bodies (ULBs)<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Municipal Corporation: <\/strong>Established in large cities (e.g., Mumbai, Delhi, Bengaluru).\n<ul class=\"wp-block-list\">\n<li><strong>Functions: <\/strong>Urban planning, Water supply, Sanitation and waste management, Roads and street lighting, and Public health.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Municipal Council: <\/strong>For smaller cities and towns.<\/li>\n\n\n\n<li><strong>Nagar Panchayat: <\/strong>For transitional areas moving from rural to urban. These bodies are composed of <strong>elected representatives (Councillors), a<\/strong> <strong>Mayor or Chairperson, <\/strong>an administrative head (often a Municipal Commissioner, usually appointed by the state government).<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Functions of Urban Local Governments<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>According to the <strong>12th Schedule,<\/strong> major responsibilities include urban planning and regulation of land use, roads and bridges, water supply, public health and sanitation, solid waste management, fire services, urban poverty alleviation, and slum improvement.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Financial Structure of Urban Local Governance<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Own-Source Revenue: <\/strong>Property tax; User charges (water, parking, etc.); Advertisement tax; and Fees and licenses.\n<ul class=\"wp-block-list\">\n<li>It is often weak in India due to poor tax collection systems, political resistance to raising taxes, and inadequate valuation systems.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>State Government Transfers: <\/strong>ULBs depend heavily on state grants.<\/li>\n\n\n\n<li><strong>Finance Commission Grants: <\/strong>The <strong>Finance Commission (FC)<\/strong> recommends grants to local bodies <strong>every five years.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Historic Increase in Urban Grants<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The 16th FC has raised overall grants to ULGs by <strong>230%<\/strong>, from approximately \u20b91.55 trillion under the 15th FC to <strong>\u20b93.56 trillion for the 2026\u201331 period<\/strong>.<\/li>\n\n\n\n<li><strong>Key Highlights:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>ULG share in local-body grants increased to 45%<\/strong>, up from 36%. However, its effectiveness depends on:\n<ul class=\"wp-block-list\">\n<li>Routing funds through <strong>empowered municipal institutions;<\/strong><\/li>\n\n\n\n<li>Avoiding the creation of new centralised, scheme-driven mechanisms;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Additional funding risks diluting local autonomy rather than strengthening it, without institutional empowerment.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Concerns &amp; Issues<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Urban Investment Gap: According to a World Bank <\/strong>estimate, <strong>1.18% of GDP annually <\/strong>required urban capital investment (2021\u201336)<strong>; but c<\/strong>urrent municipal revenues are barely about <strong>0.6% of GDP.<\/strong>\n<ul class=\"wp-block-list\">\n<li>In comparison, South Africa\u2019s ULGs mobilise about <strong>6% of GDP; <\/strong>and Brazil\u2019s ULGs mobilise about <strong>7.4% of GDP;<\/strong><\/li>\n\n\n\n<li>It highlights India\u2019s weak municipal revenue base and limited fiscal capacity.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Governance Deficits:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Delayed Municipal Elections: <\/strong>The Brihanmumbai Municipal Corporation polls were delayed by nearly four years.
