{"id":66997,"date":"2026-02-18T18:28:51","date_gmt":"2026-02-18T12:58:51","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=66997"},"modified":"2026-02-19T10:43:05","modified_gmt":"2026-02-19T05:13:05","slug":"tobacco-tax-public-health","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/18-02-2026\/tobacco-tax-public-health","title":{"rendered":"Strengthening Public Health Through Tobacco Tax Reforms"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/ Health<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India, the world\u2019s <strong>second-largest tobacco producer and consumer, <\/strong>continues to face a severe public health burden as cigarette taxes make up only about 53% of the retail price, well below WHO benchmark.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About Tobacco&nbsp;<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Tobacco is a commercial crop obtained mainly from the plant<strong> Nicotiana tabacum, <\/strong>whose leaves <strong>contain nicotine<\/strong>, a highly addictive alkaloid that stimulates the central nervous system.<\/li>\n\n\n\n<li>It is used in <strong>smoking forms<\/strong> (cigarettes, cigars, beedis) and <strong>smokeless forms <\/strong>(gutka, khaini, chewing tobacco).<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Health Burden of Tobacco in India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Tobacco use causes approximately <strong>1.35 million<\/strong> deaths annually in India due to <strong>cancer, cardiovascular diseases, lung disorders, and stroke.<\/strong><\/li>\n\n\n\n<li><strong>Nicotine is highly addictive<\/strong> and activates the brain\u2019s dopaminergic reward system, making cessation difficult.\n<ul class=\"wp-block-list\">\n<li>Additives such as <strong>menthol increase nicotine retention<\/strong> and enhance addiction potential.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Cigarette butts containing <strong>plastic filters <\/strong>contribute significantly to environmental pollution, further affecting public health.<\/li>\n\n\n\n<li>A study of WHO finds that <strong>India loses 1% of its GDP<\/strong> to diseases and early deaths from tobacco use.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Taxation as a Public Health Tool<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>WHO Benchmark: <\/strong>The WHO recommends that taxes should constitute at least <strong>75% <\/strong>of the retail price to effectively reduce tobacco consumption.\n<ul class=\"wp-block-list\">\n<li>Higher taxation reduces affordability, particularly among youth and low-income users, who are more price-sensitive.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Indian Scenario:<\/strong> Cigarette taxes currently account for only <strong>53%<\/strong> of retail price.\n<ul class=\"wp-block-list\">\n<li>GST on cigarettes and smokeless tobacco stands at <strong>40%<\/strong>, along with <strong>additional cess.<\/strong><\/li>\n\n\n\n<li>However, GST on<strong> beedis has been reduced to 18%<\/strong>, despite their high prevalence among lower-income populations.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Other measures taken by government&nbsp;<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Framework Convention on Tobacco Control (FCTC):<\/strong> India is a signatories of the FCTC, launched by WHO in <strong>2005.<\/strong>\n<ul class=\"wp-block-list\">\n<li>It aims to reduce tobacco usage worldwide by helping countries develop demand and supply reduction strategies.\u00a0<\/li>\n\n\n\n<li><strong>Under Article 5.3,<\/strong> the Convention requires parties to protect public health policies from the industry&#8217;s commercial interests.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>The Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply, and Distribution) Act (COTPA) 2003<\/strong> has 33 sections governing the production, advertisement, distribution, and consumption of tobacco.<\/li>\n\n\n\n<li><strong>The National Tobacco Control Program (NTCP):<\/strong> India launched NTCP in 2007. It is designed to improve the implementation of COTPA and FCTC, improve awareness about the harms of tobacco use, and help people quit it.\u00a0<\/li>\n\n\n\n<li><strong>Prohibition of Electronic Cigarettes Bill, 2019:<\/strong> It prohibits production, manufacture, import, export, transport, sale, distribution, storage and advertisement of e-cigarettes.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What are the Governance Challenges?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Industry Interference: <\/strong>The <strong>WHO Framework Convention on Tobacco Control (WHO FCTC)<\/strong> has repeatedly flagged tobacco industry interference in policy-making.\u00a0<\/li>\n\n\n\n<li><strong>Policy Inconsistencies: <\/strong>Differential GST rates (40% on cigarettes vs 18% on beedis) create distortions and undermine equity goals. Beedis, largely consumed by lower income populations, remain relatively affordable.\n<ul class=\"wp-block-list\">\n<li>Inadequate inflation adjustment reduces the real impact of tax hikes.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Non-compliance with Packaging Guidelines:<\/strong> Smokeless tobacco products frequently violate COTPA (Cigarettes and Other Tobacco Products Act) packaging guidelines, with studies showing up to<strong> 92.8%<\/strong> of packages missing mandatory pictorial health warnings.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Ahead<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The measures should be taken to align tobacco taxation with the WHO\u2019s 75% benchmark to reduce affordability.
