class=\"wp-block-heading\"><strong>Decentralisation in Governance<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The 73rd Constitutional Amendment (1992)<\/strong> institutionalised Panchayati Raj Institutions (PRIs) as vehicles of grassroots democracy, enabling communities to participate directly in the planning, implementation, and monitoring of development initiatives.\u00a0<\/li>\n\n\n\n<li><strong>Participation is increasingly supported through<\/strong> capacity building, technology-enabled engagement, strengthened community institutions, and participatory planning and budgeting processes.\u00a0<\/li>\n\n\n\n<li><strong>Direct fiscal transfers to panchayats<\/strong> have been increased from around \u20b92.36 lakh crore under the 15th Finance Commission (2021-2026) to nearly \u20b94.35 lakh crore under the 16th Finance Commission (2026-2031).<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Need for Decentralisation<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Deepening Grassroot Democracy: <\/strong>Strengthens participatory democracy by empowering village-level institutions like the Gram Sabha to take decisions on local development.<\/li>\n\n\n\n<li><strong>Need-Based Local Planning: <\/strong>Local bodies better understand region-specific issues related to agriculture, irrigation, drinking water, sanitation, and rural infrastructure.<\/li>\n\n\n\n<li><strong>Improved Service Delivery: <\/strong>Enhances last-mile delivery and monitoring of schemes like Mahatma Gandhi National Rural Employment Guarantee Act.<\/li>\n\n\n\n<li><strong>Greater Accountability and Transparency:<\/strong> Proximity of elected representatives to citizens improves answerability and strengthens mechanisms like social audits.<\/li>\n\n\n\n<li><strong>Strengthening Cooperative Federalism: <\/strong>Supports fiscal decentralisation through State Finance Commissions and grants recommended by the Finance Commission.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Challenges<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Incomplete Devolution:<\/strong> Many States have not fully devolved Functions, Funds, and Functionaries to Panchayati Raj Institutions despite the 73rd Constitutional Amendment Act.<\/li>\n\n\n\n<li><strong>Financial Dependence on Higher Governments: <\/strong>PRIs rely heavily on grants recommended by the Finance Commission and State governments, with limited own-source revenue generation.<\/li>\n\n\n\n<li><strong>Capacity Constraints: <\/strong>Lack of trained personnel, technical expertise, and administrative capacity hampers effective planning and implementation.<\/li>\n\n\n\n<li><strong>Elite Capture and Proxy Representation: <\/strong>Local elites sometimes dominate decision-making; in some cases, women representatives face proxy control by male family members.<\/li>\n\n\n\n<li><strong>Weak Gram Sabha Functioning:<\/strong> The Gram Sabha often suffers from low participation, irregular meetings, and limited awareness among citizens.<\/li>\n\n\n\n<li><strong>Poor Accountability and Transparency Mechanisms: <\/strong>Weak auditing, irregular social audits, and limited digital governance increase risks of corruption and fund misutilisation.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Achievements in Rural Development<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Poverty has declined significantly, <\/strong>with extreme poverty at 5.3% (2022-23), which is less than the global average, and multidimensional poverty has reduced to 11.28%.<\/li>\n\n\n\n<li><strong>Women-led collectives anchor last-mile delivery,<\/strong> mobilizing 10.05 crore women across 90.09 lakh SHGs, supported by 9 lakh community cadres.<\/li>\n\n\n\n<li><strong>Rural connectivity is near-universal,<\/strong> with budgetary allocations for Pradhan Mantri Gram Sadak Yojana increasing from \u20b912,581 crore in 2016-17 to \u20b919,000 crore in 2026\u201327 (an increase of 51%).<\/li>\n\n\n\n<li><strong>Housing-led security has expanded at scale,<\/strong> with 3.70 crore rural homes built over 11 years, budgetary allocations for PMAY-G (Pradhan Mantri Awas Yojana-Grameen) increased by 266.1%.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Government Initiatives<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Rural Development Budget allocations <\/strong>rose over 211% from \u20b987,765 crore (2016-17) to \u20b92.73 lakh crore (2026-27).<\/li>\n\n\n\n<li><strong>Land Reforms:\u00a0<\/strong><\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img data-dominant-color=\"a9cae0\" data-has-transparency=\"false\" simulated Gram Sabha processes in schools.<\/li>\n\n\n\n<li><strong>Revamped Rashtriya Gram Swaraj Abhiyan (RGSA)<\/strong> strengthens decentralised governance by enhancing the institutional capacity of Panchayati Raj Institutions through leadership development, e-governance, and deeper constitutional devolution.\u00a0<\/li>\n\n\n\n<li><strong>Women-Led Institutions as Drivers of Rural Transformation: <\/strong>Women-led institutions are central to the Deendayal Antyodaya Yojana\u2013National Rural Livelihoods Mission (DAY-NRLM), positioning women as key drivers of rural
