{"id":65704,"date":"2026-02-02T18:19:59","date_gmt":"2026-02-02T12:49:59","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=65704"},"modified":"2026-02-03T12:23:55","modified_gmt":"2026-02-03T06:53:55","slug":"union-budget-2026-highlights","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/02-02-2026\/union-budget-2026-highlights","title":{"rendered":"Union Budget 2026: Key Highlights"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/Economy<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Recently, the Finance Minister Nirmala Sitharaman presented the Union Budget 2026-2027 in Parliament.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#fff2cc\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>Constitutional Basis of the Union Budget of India<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>preparation, presentation, and approval<\/strong> of the Union Budget derive authority from the <strong>Constitution of India.<\/strong><\/li>\n\n\n\n<li><strong>Annual Financial Statement (Article 112)<\/strong>: It is the <strong>core constitutional provision<\/strong> for the Union Budget. It\u00a0 legally requires the government to present a budget every year.\n<ul class=\"wp-block-list\">\n<li>It mandates that the <strong>President<\/strong> shall lay before <strong>both Houses of Parliament<\/strong> an <em>Annual Financial Statement<\/em>. It shows:\n<ul class=\"wp-block-list\">\n<li><strong>Estimated receipts and expenditure;<\/strong><\/li>\n\n\n\n<li>For the <strong>financial year (1 April \u2013 31 March);<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Voting on Demands for Grants (Article 113)<\/strong>: No money can be withdrawn from the <strong>Consolidated Fund of India<\/strong> without Parliament\u2019s approval.\n<ul class=\"wp-block-list\">\n<li><strong>Demands for Grants<\/strong> are:\n<ul class=\"wp-block-list\">\n<li>Discussed and voted <strong>only in the Lok Sabha;<\/strong><\/li>\n\n\n\n<li>Rajya Sabha can <strong>discuss but not vote;<\/strong><\/li>\n\n\n\n<li><em>It ensures parliamentary control over public expenditure.<\/em><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Appropriation Bill (Article 114): <\/strong>After Demands for Grants are approved, an <strong>Appropriation Bill<\/strong> is introduced. It authorizes the government to:\n<ul class=\"wp-block-list\">\n<li>Withdraw money from the Consolidated Fund;<\/li>\n\n\n\n<li>Spend it for approved purposes;\n<ul class=\"wp-block-list\">\n<li><em>Government spending is unconstitutional without this Bill.<\/em><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>No Tax Without Authority of Law (Article 265): <\/strong>States that <strong>no tax shall be levied or collected except by authority of law<\/strong>.\n<ul class=\"wp-block-list\">\n<li>All tax proposals in the Budget must be backed by legislation; and approved by Parliament;<\/li>\n\n\n\n<li><em>It prevents arbitrary taxation.<\/em><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Consolidated Fund, Contingency Fund, Public Account (Article 266)<\/strong>: It defines the <strong>three funds of India<\/strong>:\n<ul class=\"wp-block-list\">\n<li><strong>Consolidated Fund of India<\/strong>: Main government account;<\/li>\n\n\n\n<li><strong>Contingency Fund of India<\/strong>: For emergencies;<\/li>\n\n\n\n<li><strong>Public Account of India:<\/strong> Money held in trust (PF, savings, etc.);\n<ul class=\"wp-block-list\">\n<li><em>Most budget transactions relate to the Consolidated Fund.<\/em><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Money Bill (Article 110): <\/strong>The Finance Bill (part of the Budget) is a <strong>Money Bill<\/strong>.
