aspect-ratio:1.7226370424330724;width:440px;height:auto\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/02\/image-5.png 739w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/02\/image-5-300x174.png 300w\" sizes=\"auto, (max-width: 739px) 100vw, 739px\" \/><\/figure>\n<\/div>\n\n\n<ul class=\"wp-block-list\">\n<li>It is only about <strong>3.5% in real terms<\/strong> after adjusting for inflation.\n<ul class=\"wp-block-list\">\n<li>However, real health spending in 2026\u201327 remains <strong>lower than the actual expenditure in 2020\u201321<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Announcements in Union Budget (2026\u201327) For the Health Sector<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Biopharma Strategy for Healthcare Advancement through Knowledge, Technology and Innovation (SHAKTI) Initiative: <\/strong>It aims to boost India\u2019s capacity in <strong>biologics and biosimilars, <\/strong>advanced pharmaceutical research, and domestic production of critical medicines.\n<ul class=\"wp-block-list\">\n<li>It has an outlay of \u20b9 10,000 crores over the next 5 years to develop India as a global Biopharma manufacturing hub.<\/li>\n\n\n\n<li>A Biopharma-focused network to be created with <strong>3 new National Institutes of Pharmaceutical Education and Research (NIPER)<\/strong> and upgrading 7 existing ones.<\/li>\n\n\n\n<li>A network of over 1000 accredited India Clinical Trials sites to be created.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Expansion of Health and Care Workforce<\/strong>: It has the proposal to create a cadre of <strong>1.5 lakh Allied Health Professionals (AHPs) and caregivers<\/strong>.\n<ul class=\"wp-block-list\">\n<li>It aims to cater the growing demand for <strong>elderly care, long-term care, and rehabilitative services<\/strong>, driven by India\u2019s ageing population.<\/li>\n\n\n\n<li>Allied health professionals play a crucial role in diagnostics, therapy, and support services, complementing doctors and nurses.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>AYUSH:<\/strong> Three new <strong>All India Institutes of Ayurveda<\/strong>, upgrading AYUSH pharmacies and <strong>Drug Testing Labs<\/strong> for higher standards of certification ecosystem, &amp; upgrading the <strong>WHO Global Traditional Medicine Centre.<\/strong><\/li>\n\n\n\n<li><strong>Medical Tourism and Public\u2013Private Partnerships: <\/strong>The Budget proposes a Scheme to support States in establishing <strong>five Regional Medical Hubs,<\/strong> in partnership with the private sector.\n<ul class=\"wp-block-list\">\n<li>These hubs are intended <strong>to attract foreign patients and promote India as a global healthcare destination<\/strong>, and serve as integrated healthcare complexes that combine medical, educational and research facilities.&nbsp;<\/li>\n\n\n\n<li>They will have <strong>AYUSH Centres, Medical Value Tourism Facilitation Centres<\/strong> and infrastructure for diagnostics, post-care and rehabilitation.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Preventive and Wellness-Oriented Approach (Rhetorical Emphasis): <\/strong>The Union Budget reiterates the importance of preventive healthcare, wellness and lifestyle-based interventions, and integration of traditional systems of medicine under AYUSH.<\/li>\n\n\n\n<li><strong>Mental Health and Trauma Care:<\/strong> The Union Budget has the provision to setup a <strong>NIMHANS-2 <\/strong>and also<strong> upgrade National Mental Health Institutes<\/strong> in <strong>Ranchi and Tezpur<\/strong> as <strong>Regional Apex Institutions.<\/strong><\/li>\n\n\n\n<li><strong>Focus on Medical Education and Infrastructure: <\/strong>The Budget reiterates support for expansion of medical and allied health education capacity, and infrastructure development in select tertiary care institutions.\n<ul class=\"wp-block-list\">\n<li>These measures aim to address long-term shortages of trained health professionals, though details on scale and funding remain limited.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Digital Health and Technology Push: <\/strong>Allocations continue for digital health initiatives, including platforms for health records and service delivery.\n<ul class=\"wp-block-list\">\n<li>The stated objective is to improve efficiency, data integration, and access to services.<\/li>\n\n\n\n<li>However, concerns remain about <strong>digital exclusion<\/strong>, <strong>data privacy, and uneven benefits<\/strong> across regions and social groups.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Related Concerns &amp; Issues<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Declining Priority for Health<\/strong>: <strong>Health spending as a share of GDP<\/strong> has fallen from <strong>0.37% (2020\u201321 Actuals)<\/strong> to <strong>0.28% (2026\u201327 BE)<\/strong>.\n<ul class=\"wp-block-list\">\n<li><strong>Health\u2019s share in the total Union Budget<\/strong> has declined from <strong>2.26 per cent to 2.07% <\/strong>over the same period.<\/li>\n\n\n\n<li><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-dominant-color=\"f2f1f1\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"736\" height=\"401\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2026\/02\/image-6.png\" alt=\"\" class=\"not-transparent wp-image-65690\" style=\"--dominant-color: #f2f1f1; Promotion For Commercial Schemes: <\/strong>Programmes that strengthen the <strong>public health system<\/strong> and protect vulnerable populations, such as the <strong>National Health Mission (NHM)<\/strong>, <strong>PM Swasthya Suraksha Yojana (PMSSY)<\/strong>, nutrition schemes, and <strong>health research<\/strong> have faced significant cuts.\n<ul class=\"wp-block-list\">\n<li>However, the schemes promoting <strong>commercial and private-sector interests<\/strong>, notably <strong>Pradhan Mantri Jan Arogya Yojana (PMJAY)<\/strong> and the <strong>Digital Health Mission<\/strong>, have seen increased allocations, despite persistent implementation failures.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Uncertain Future of Health and Wellness Centre:<\/strong><strong> <\/strong>The expansion of <strong>Health and Wellness Centres (HWCs)<\/strong> is vital for delivering comprehensive primary healthcare.\n<ul class=\"wp-block-list\">\n<li>Since HWCs are funded under NHM, sustained cuts to NHM cast serious doubt on whether this network can expand or even function effectively.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Case of National Health Mission (NHM)<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>NHM is the backbone of India\u2019s public health response, covering maternal and child health, disease control programmes, non-communicable diseases, primary and secondary healthcare services.<\/li>\n\n\n\n<li>It has seen a <strong>real-term decline of around 8%<\/strong> in the 2026\u201327 Budget since 2021\u201322.<\/li>\n\n\n\n<li>The actual NHM expenditure has consistently exceeded allocations, indicating <strong>high demand and unmet needs<\/strong>.<\/li>\n\n\n\n<li>NHM funds <strong>frontline health workers<\/strong>, especially <strong>ASHAs<\/strong>, who are predominantly women and were globally recognised for their role during the pandemic.\n<ul class=\"wp-block-list\">\n<li>Reduced funding means <strong>essential services like safe deliveries, childhood immunisation, TB treatment <\/strong>cannot be delivered at earlier levels.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Critical programmes on <strong>non-communicable diseases<\/strong> and <strong>climate change and health<\/strong>, largely implemented through NHM, now face serious uncertainty due to paltry allocations.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Case of&nbsp; Pradhan Mantri Jan Arogya Yojana (PMJAY)<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>PMJAY appears to be the <strong>\u2018blue-eyed\u2019 programme<\/strong> of the government.\n<ul class=\"wp-block-list\">\n<li>In <strong>2024\u201325<\/strong>, \u20b97,500 crore was allocated, but only about <strong>\u20b96,983 crore<\/strong> was actually spent.<\/li>\n\n\n\n<li>In <strong>2026\u201327 BE<\/strong>, PMJAY allocation has increased by <strong>36%<\/strong> compared to 2024\u201325.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>This is concerning given that PMJAY is widely known to:\n<ul class=\"wp-block-list\">\n<li>Largely benefit the <strong>private sector;<\/strong><\/li>\n\n\n\n<li>Exclude many <strong>Dalits, Scheduled Tribes, and marginalised groups;<\/strong><\/li>\n\n\n\n<li>Provide only partial financial relief, leaving households with high <strong>out-of-pocket expenses;<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Medical Tourism vs Public Healthcare:<\/strong><strong> <\/strong>Using public resources <strong>to support private healthcare<\/strong><strong>for wealthy foreign patients <\/strong>risks deepening inequities.\n<ul class=\"wp-block-list\">\n<li>It comes at the cost of strengthening the <strong>public healthcare system<\/strong>, which remains the primary source of care for the poor and marginalised.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Forward: Focus on Public Healthcare<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India\u2019s health challenges demand a strong, well-funded public system. Persisting with a blind obsession to promote commercial interests requires serious introspection.<\/li>\n\n\n\n<li>Instead of expanding insurance-based and tourism-oriented models, the Union government needs to:\n<ul class=\"wp-block-list\">\n<li>Restore and expand funding for <strong>NHM and public health infrastructure;<\/strong><\/li>\n\n\n\n<li>Ensure fair wages for frontline health workers;<\/li>\n\n\n\n<li>Prioritise universal, free, and quality healthcare for the most vulnerable;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background has-fixed-layout\" style=\"background-color:#ebecf0\"><tbody><tr><td><strong>Daily Mains Practice Question<\/strong><br><strong>[Q]<\/strong> The Union Budget 2026\u201327 makes several announcements aimed at strengthening India\u2019s health sector.
