class=\"wp-block-list\">\n<li><strong>International Data Privacy Day<\/strong> is observed annually on <strong>28th January <\/strong>to raise awareness about the importance of protecting personal data and privacy in the digital age.\n<ul class=\"wp-block-list\">\n<li>It was designated in 2006 by the<strong> Council of Europe<\/strong> to commemorate the <strong>signing of Convention 108<\/strong>&#8211; the world\u2019s first <strong>legally binding international treaty on data protection.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Importance of Data Privacy<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Data privacy is a foundational pillar of responsible <strong>digital governance<\/strong>.<\/li>\n\n\n\n<li>It <strong>protects and safeguards citizens\u2019 personal information<\/strong> across large-scale digital public platforms.&nbsp;<\/li>\n\n\n\n<li>It builds public trust by strengthening <strong>confidence in government-led digital services.<\/strong><\/li>\n\n\n\n<li><strong>Strong data privacy frameworks<\/strong> promote safe, ethical, and secure digital use, reduce cyber risks, prevent data misuse, and enhance governance through transparency and accountability.&nbsp;<\/li>\n\n\n\n<li>As digital platforms grow, safeguarding<strong> personal data ensures<\/strong> that innovation remains citizen-centric, ethical, and accountable, highlighting the shared responsibility of governments, institutions, and citizens in protecting digital rights.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India\u2019s Expanding Digital Footprint and the Privacy Imperative<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India is now among the world\u2019s most digitalised economies, with the digital economy already contributing over<strong> 10% of GDP<\/strong> and projected to reach about <strong>one-fifth by 2026\u201330<\/strong>.&nbsp;<\/li>\n\n\n\n<li>This growth <strong>rides on large-scale digital public infrastructure<\/strong>: Aadhaar-linked identity, UPI-led payments, DigiLocker, and near-universal broadband access.&nbsp;<\/li>\n\n\n\n<li><strong>Affordable connectivity and over 101.7 crore broadband subscribers<\/strong> have made India one of the most digitally inclusive societies, touching core aspects of daily life such as identity verification, payments, healthcare, and education.<\/li>\n\n\n\n<li>However, the scale of digitalisation increases privacy and c<strong>ybersecurity risks, as more sensitive personal data is generated and processed.&nbsp;<\/strong><\/li>\n\n\n\n<li>In response, the government has strengthened <strong>data protection and cybersecurity frameworks<\/strong>, including significant budgetary allocations, and emphasises privacy by design, oversight, and accountability.&nbsp;<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-dominant-color=\"b4c3d2\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"1024\" class=\"wp-block-heading\"><strong>Democratic and Rights-Based Concerns<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Data protection in India is <strong>not just a technical cyber issue<\/strong> but flows from the fundamental right to privacy r<strong>ecognised in Puttaswamy<\/strong>.&nbsp;<\/li>\n\n\n\n<li>Large-scale welfare and fintech infrastructures (Aadhaar seeding, UPI-linked accounts, digital health and education stacks) <strong>create risks of profiling, exclusion, and surveillance<\/strong> if not coupled with strong purpose limitation, oversight, and remedies.&nbsp;<\/li>\n\n\n\n<li>The DPDP framework has been <strong>criticised for wide exemptions for the state, scope for broad \u201clegitimate uses\u201d, and dependence on executive rule-making<\/strong>, which may dilute safeguards in practice.&nbsp;<\/li>\n\n\n\n<li>Weak institutional capacity, concentration of data in a few state and private platforms, and patchy cyber hygiene further heighten the risk that breaches or misuse could erode citizen trust.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Forward<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the legal framework must be complemented by stronger independence and capacity of the Data Protection Board, time-bound breach notification, and meaningful penalties even for public authorities.&nbsp;<\/li>\n\n\n\n<li>Second, privacy-by-design, data minimisation, and decentralised architectures should be built into DPI and sectoral systems (health, education, mobility) rather than treated as afterthought compliance.&nbsp;<\/li>\n\n\n\n<li>Third, citizens need enforceable rights\u2014easy-to-use consent dashboards, clear grievance channels, and legal aid for data harms\u2014so that \u201cSARAL\u201d is realised in everyday practice.&nbsp;<\/li>\n\n\n\n<li>Finally, Parliament and regulators must ensure that national-security or innovation narratives do not become blanket justifications to dilute privacy, as a resilient digital economy ultimately rests on public confidence and constitutional values.<\/li>\n<\/ul>\n\n\n\n<p>Source :<a
