as the Information Technology (IT) Act, 2000, DPDP Act, 2023, Bhartiya Nyaya Sanhita (BNS), 2023, sectoral guidelines, and voluntary standards provide baseline safeguards but are <strong>not designed to address AI-specific lifecycle risks.<\/strong><\/li>\n\n\n\n<li>There is a need for a governance model that <strong>prevents harm proactively,<\/strong> rather than relying on post-facto legal enforcement.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Objectives of the Techno-Legal Framework<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The framework seeks to <strong>uphold fundamental rights<\/strong> such as<strong> privacy, security, safety, access to fair information,<\/strong> and livelihood protection in the AI era.<\/li>\n\n\n\n<li>It aims to ensure that <strong>AI systems are trained,<\/strong> deployed, and used in a manner that guarantees fair treatment and non-discrimination.<\/li>\n\n\n\n<li>The framework <strong>balances innovation and safety<\/strong>, rejecting the false binary of \u201cinnovation versus regulation.\u201d<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Technological pathways to Techno-Legal AI
