They enable AI model training and deployment; Internet of Things (IoT) operations; Big Data analytics; and Real-time digital services.\n<ul class=\"wp-block-list\">\n<li>It underpins national ambitions in <strong>digital sovereignty<\/strong>, <strong>cybersecurity<\/strong>, and <strong>AI-led economic competitiveness<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concerns &amp; Issues Surrounding Data Centres<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Energy Consumption: <\/strong>Data centres are <strong>energy-intensive<\/strong>, accounting for around <strong>2\u20133% of global electricity demand<\/strong>, and could <strong>double by 2030<\/strong> due to AI and cloud growth.\n<ul class=\"wp-block-list\">\n<li>In India, it could stress infrastructure unless renewable sources are integrated where the power grid already faces reliability issues.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Water Usage and Ecological Stress: <\/strong>Cooling servers requires massive amounts of water. Locating data centres in <strong>water-stressed regions<\/strong> can worsen scarcity and local conflicts.\n<ul class=\"wp-block-list\">\n<li>For instance, <strong>Chile\u2019s Cerrillos data centre by Google<\/strong> faced legal action for potentially affecting aquifers (<strong>poor site selection<\/strong> can have <strong>real ecological costs)<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Hidden Carbon Footprint: <\/strong>Even when powered by \u2018green energy\u2019 the construction and maintenance of large data centres have <strong>embedded emissions<\/strong>, from <strong>steel, concrete, and cooling chemicals<\/strong> that contribute significantly to carbon footprints.<\/li>\n\n\n\n<li><strong>Governance Deficits &amp; Data Dumping: <\/strong>In many developing economies, <strong>weak zoning laws<\/strong>, <strong>opaque approvals<\/strong>, and <strong>poor environmental oversight<\/strong> allow developers to sidestep regulations.\n<ul class=\"wp-block-list\">\n<li>Governments, eager for foreign investment, often <strong>cut corners<\/strong>, offering land and power subsidies <strong>without adequate environmental due diligence.<\/strong><\/li>\n\n\n\n<li>It can lead to <strong>\u2018data dumping\u2019<\/strong> when global companies offload inefficient, resource-hungry facilities onto countries with lax enforcement and lower public resistance.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Issues Related To Privacy, Monopoly, and Inequality<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Privacy Erosion: <\/strong>Personal data, from browsing habits to biometric information \u2014 is constantly harvested.\n<ul class=\"wp-block-list\">\n<li>It can be misused for surveillance, manipulation, or discrimination without safeguards.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Digital Monopolies: <\/strong>Data has created <strong>Big Tech monopolies<\/strong> just as oil created monopolies like Standard Oil.\n<ul class=\"wp-block-list\">\n<li>A handful of corporations control vast troves of user information, stifling competition and innovation.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Unequal Access: <\/strong>Data-rich nations and corporations widen the global digital divide. Developing countries risk becoming <strong>\u2018data colonies\u2019<\/strong>, providing raw data without benefiting from its processing and monetisation.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>India\u2019s Position<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India is rapidly positioning itself as a global <strong>data-centre hub<\/strong>, supported by government incentives, stable geopolitics, and a growing digital market.\n<ul class=\"wp-block-list\">\n<li>It is projected a <strong>77% capacity increase<\/strong>, reaching <strong>1.8 GW by 2028<\/strong>, and forecasts <strong>4.5 GW<\/strong> capacity by 2030.<\/li>\n\n\n\n<li><strong>CRISIL<\/strong> estimates growth to <strong>2.3 \u2013 2.5 GW<\/strong> by FY2028.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>However, India\u2019s <strong>weak zoning laws<\/strong>, <strong>inconsistent environmental enforcement<\/strong>, and <strong>water stress<\/strong> in key regions heighten the risk of becoming a <strong>dumping ground<\/strong> for inefficient projects.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why is the Risk Real For India?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Water Stress<\/strong>: Many Indian basins are already overdrawn; adding water-guzzling data centres could worsen scarcity.<\/li>\n\n\n\n<li><strong>Power Grid Pressure<\/strong>: Large data loads require costly grid upgrades; without clear cost-sharing rules, households may end up subsidising industrial users.<\/li>\n\n\n\n<li><strong>Regulatory Weakness<\/strong>: Reports by the <strong>Comptroller and Auditor General (CAG)<\/strong> and the <strong>National Green Tribunal (NGT)<\/strong> highlight gaps in post-clearance monitoring and environmental compliance.<\/li>\n\n\n\n<li><strong>Incentive Race<\/strong>: <strong>State-level competition<\/strong> may lead to <strong>\u2018race-to-the-bottom\u2019 <\/strong>incentives like cheap land, expedited clearances, and lax sustainability norms.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Ahead: Strengthening Governance<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Incentives &amp; Zoning: <\/strong>Excessive concessions on land, power subsidies, fast-tracked permits often hide environmental shortcuts.\n<ul class=\"wp-block-list\">\n<li>Zoning needs to classify data centres as <em>heavy infrastructure<\/em> with noise and buffer controls.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Focus on Hidden Costs: <\/strong>Opaque grid arrangements can shift upgrade costs to consumers.\n<ul class=\"wp-block-list\">\n<li>Developers should <strong>disclose power use, water sources, cooling methods<\/strong>, and generator timings.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Local Water Realities: <\/strong>Facilities in <strong>arid regions<\/strong> should face binding <strong>water budgets<\/strong> and <strong>public contingency plans<\/strong>.
