{"id":64066,"date":"2026-01-12T18:37:52","date_gmt":"2026-01-12T13:07:52","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=64066"},"modified":"2026-01-14T12:46:31","modified_gmt":"2026-01-14T07:16:31","slug":"agriculture-schemes-state-reforms","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/12-01-2026\/agriculture-schemes-state-reforms","title":{"rendered":"Govt to Merge Agricultural Schemes, Link Funds to State Reforms"},"content":{"rendered":"\n<p><strong>Syllabus: GS3\/Agriculture<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Union Ministry of Agriculture has proposed<strong> to merge three separate ongoing schemes<\/strong> with its flagship <strong>Pradhan Mantri-Rashtriya Krishi Vikas Yojana (PM-RKVY).<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The<strong> schemes to be merged with PM-RKVY are <\/strong>Krishonnati Yojana (KY) to boost farmers\u2019 income, National Mission on Natural Farming (NMNF) and National Bee and Honey Mission (NBHM).\n<ul class=\"wp-block-list\">\n<li><strong>PM-RKVY, KY and NMNF<\/strong> are <strong>Centrally sponsored<\/strong> with implementation done by the state governments using funds jointly provided by both, while <strong>NBHM is a Central sector scheme<\/strong> that is funded and implemented by the Centre.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Time Period: <\/strong>To be implemented over the next five years during the <strong>16th Finance Commission cycle <\/strong>beginning April 2026 and ending March 2031.&nbsp;<\/li>\n\n\n\n<li><strong>Fund Allocation:<\/strong> It will be funded in the Centre-state ratio of 60:40 for most states, 90:10 for the Northeastern and Himalayan states, and 100% for Union Territories.<\/li>\n\n\n\n<li><strong>The proposed merger<\/strong> is in line with the <strong>NITI Aayog\u2019s recommendations.&nbsp;<\/strong>\n<ul class=\"wp-block-list\">\n<li>The Aayog had earlier revived the <strong>15th Finance Commission\u2019s idea <\/strong>of providing <strong>performance-based financial incentives<\/strong> to states to encourage them to implement agriculture reforms.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Parameters for Allocation: <\/strong>The allocation of funds to states will be linked to five key parameters, with maximum weightage (30%) proposed for \u201cassessment based on reform initiative and milestones achieved by the state\u201d.<\/li>\n\n\n\n<li><strong>Rationale Behind the Merger:<\/strong> The merger aims to reduce fragmentation of schemes, improve administrative efficiency, and ensure better targeting of resources.\n<ul class=\"wp-block-list\">\n<li>Linking funds to reform performance is intended to encourage states to adopt structural and sustainable agricultural reforms, including natural farming and diversification.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background has-fixed-layout\" style=\"background-color:#ebecf0\"><tbody><tr><td><strong>Pradhan Mantri-Rashtriya Krishi Vikas Yojana (PM-RKVY)<\/strong><br><br>&#8211; It was initiated in <strong>2007<\/strong> as an umbrella scheme for <strong>ensuring holistic development of agriculture and allied sectors.<\/strong><br>&#8211; <strong>Ministry: <\/strong>Ministry of Agriculture &amp; Farmers Welfare.<br>&#8211; It allows <strong>states to choose their own agriculture and allied sector development activities <\/strong>as per the district\/state agriculture plan.\u00a0<br>&#8211; <strong>Funding: <\/strong>Ratio of 60:40 between Centre and States (90:10 for North Eastern States and Himalayan States).\u00a0<br>a. For Union Territories the funding pattern is 100 % central grant.<br>&#8211; <strong>Objective: <\/strong>RKVY scheme incentivizes States to increase public investment in Agriculture &amp; allied sectors.<br>&#8211; <strong>Implementation:<\/strong>\u00a0<br>a. States have been provided <strong>flexibility and autonomy <\/strong>for selection, planning approval and execution of projects\/programs under the scheme as per their need, priorities and agro-climate requirements.\u00a0<br>b.
