{"id":62975,"date":"2025-12-30T18:11:45","date_gmt":"2025-12-30T12:41:45","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=62975"},"modified":"2025-12-30T18:14:25","modified_gmt":"2025-12-30T12:44:25","slug":"us-wto-reforms","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/30-12-2025\/us-wto-reforms","title":{"rendered":"The US Push to Redefine the WTO"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/IR\/GS3\/Economy<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The US recently articulated its vision for <strong>reforming<\/strong> the <strong>World Trade Organization (WTO)<\/strong>.\u00a0<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Major Highlights of the US Suggested Reforms<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Decision-Making (Plurilateralism): <\/strong>The US argues consensus among 166 members is unrealistic for new trade rules.\n<ul class=\"wp-block-list\">\n<li>It supports plurilateral agreements among willing members as the future of WTO rule-making.<\/li>\n\n\n\n<li><strong>Plurilateral <\/strong>describes agreements, or initiatives involving a limited group of countries that share specific interests, often focusing on particular sectors or issues, offering a flexible way to advance cooperation.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Special &amp; Differential Treatment (S&amp;DT): <\/strong>The US wants S&amp;DT largely restricted to least developed countries.\n<ul class=\"wp-block-list\">\n<li>It advocates uniform rules for all other members regardless of development gaps.<\/li>\n\n\n\n<li>It demands strict justification for any deviation from common obligations.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Level Playing Field: <\/strong>US highlights trade distortions from non-market policies and practices.\n<ul class=\"wp-block-list\">\n<li>Links erosion of trust in WTO to overcapacity and state intervention.<\/li>\n\n\n\n<li>It proposes transparency and stricter notification compliance as key remedies.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Most-Favoured-Nation (MFN) Principle: <\/strong>US questions MFN\u2019s relevance in an era of divergent economic systems. It argues MFN enforces one-size-fits-all liberalisation.\n<ul class=\"wp-block-list\">\n<li>It supports wider departures to allow differentiated trade relationships.<\/li>\n\n\n\n<li>MFN principle <strong>requires member countries<\/strong> to treat all trade partners equally by extending the same trade benefits (e.g., reduced tariffs or market access) to all signatories.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Role of WTO Secretariat: <\/strong>The US strongly criticises the role of the WTO Secretariat, which it views as fundamentally administrative rather than substantive.\n<ul class=\"wp-block-list\">\n<li>It accuses the Secretariat of overstepping its mandate by expanding its monitoring and commentary on members\u2019 trade measures, and undertaking research projects not authorised by members.\u00a0<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concerns with Reforms<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>MFN Principle: <\/strong>India should strongly oppose dilution of MFN principle.\n<ul class=\"wp-block-list\">\n<li>MFN ensures predictability and protects weaker trading nations.<\/li>\n\n\n\n<li>Its erosion would entrench power-based trade relations.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Trade Imbalances:<\/strong> The concern of Trade imbalances requires attention but it should not dominate trade policy. Structural and macroeconomic factors must be acknowledged.\n<ul class=\"wp-block-list\">\n<li>WTO should not be reduced to a balance-of-trade enforcement forum.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Economic Security:<\/strong> Economic security concerns should be addressed multilaterally within the WTO.\n<ul class=\"wp-block-list\">\n<li>Safeguards Agreement could be expanded to include strategic vulnerabilities.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>S&amp;DT Reform: <\/strong>Limiting S&amp;DT only to LDCs is excessively rigid.
