Technology<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India\u2019s ambitions to become a global innovation powerhouse remain constrained by limited R&amp;D spending, despite possessing one of the world\u2019s largest pools of human capital and a rapidly growing economy.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Scale of the R&amp;D Deficit<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Mismatch Between Population &amp; Research Output: <\/strong>India houses <strong>17.5% of the world\u2019s population<\/strong> but contributes only <strong>3% of global research output<\/strong>.\n<ul class=\"wp-block-list\">\n<li>It reflects a chronic underutilization of intellectual potential and systemic underinvestment in high-value research.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Patent Activity (Growth Without Depth): <\/strong>India ranked <strong>6th globally in 2023<\/strong> for total patent filings <strong>(WIPO)<\/strong> with an impressive <strong>15.7% growth rate<\/strong>.\n<ul class=\"wp-block-list\">\n<li>However, India\u2019s <strong>global share remains a mere 1.8%<\/strong>, and when <strong>adjusted for population<\/strong> (resident applications per million), it ranks <strong>47th<\/strong>, exposing weak grassroots innovation intensity.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Investment Crisis: <\/strong>India spends <strong>only 0.6 \u2013 0.7% of its GDP<\/strong> on R&amp;D <strong>(Gross Expenditure on R&amp;D)<\/strong>, one of the lowest among major economies.\n<ul class=\"wp-block-list\">\n<li>However, <strong>China, the United States, South Korea, and Israel <\/strong>spend about<strong> <\/strong>2.4%, 3.5%, 4.2% and 5.4% respectively.<\/li>\n\n\n\n<li>In contrast, <strong>Huawei<\/strong> alone spent <strong>$23.4 billion<\/strong> on R&amp;D in 2023, exceeding <strong>India\u2019s total combined public and private R&amp;D expenditure<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Structural Barriers to Innovation:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Government-dominated R&amp;D: <\/strong>The <strong>government sector still drives 63.6%<\/strong> of total funds<strong> <\/strong>unlike innovation-driven economies where the <strong>private sector contributes over two-thirds<\/strong> of R&amp;D spending.\n<ul class=\"wp-block-list\">\n<li>The <strong>private sector\u2019s 36.4% share<\/strong> reveals a business culture focused on incremental gains rather than disruptive breakthroughs.<\/li>\n\n\n\n<li>A study commissioned by the <strong>Office of the Principal Scientific Adviser<\/strong> found that<strong> only about 25% of public-funded R&amp;D institutions support startup incubation<\/strong>, and just 15% support deep-tech ventures.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Academia-industry Disconnect: <\/strong>India\u2019s universities often produce theoretical research with <strong>limited industrial relevance.<\/strong>\n<ul class=\"wp-block-list\">\n<li>Mechanisms for <strong>technology transfer, commercialization, and joint research<\/strong> remain weak.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Brain Drain &amp; Weak Research Infrastructure: <\/strong>A significant proportion of India\u2019s brightest researchers and engineers <strong>continue to migrate abroad<\/strong> for better funding and facilities.\n<ul class=\"wp-block-list\">\n<li>Domestically, <strong>limited high-end research infrastructure<\/strong>, <strong>lower salaries<\/strong>, and <strong>bureaucratic hurdles<\/strong> deter both talent retention and high-impact research.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Bureaucratic Bottlenecks: <\/strong>Public R&amp;D funding is plagued by <strong>slow approvals<\/strong> and <strong>staggered disbursements<\/strong>, making long-term, ambitious research projects difficult to sustain.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Institutional and Structural Challenges:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Collaboration with international industry and academia remains limited, with only 15% of institutions engaging in such partnerships.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Related Initiatives &amp; Efforts<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Anusandhan National Research Foundation (ANRF):<\/strong> A flagship initiative under the <strong>National Education Policy (NEP) 2020.<\/strong>\n<ul class=\"wp-block-list\">\n<li>Aims to fund peer-reviewed research across disciplines, especially in underfunded universities and colleges.<\/li>\n\n\n\n<li>Designed to bridge gaps between academia, industry, and government research bodies.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Vigyan Dhara Scheme:<\/strong> A unified scheme launched to promote scientific research, innovation, and technology development.\n<ul class=\"wp-block-list\">\n<li>Focuses on capacity building, translational research, and innovation for societal challenges.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Research, Development and Innovation (RDI) Fund (\u20b91 Lakh Crore):<\/strong> Offers low-interest loans to private sector entities investing in deep-tech and basic research.\n<ul class=\"wp-block-list\">\n<li>Aims to shift India\u2019s R&amp;D model from government-dominated to a more balanced public-private partnership.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>National Access Initiatives:<\/strong> The <strong>One Nation One Subscription (ONOS)<\/strong> initiative aims to democratize access to scientific journals and databases for all Indian researchers, reducing barriers to high-quality research.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Way Forward: Building a Culture of Innovation<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Raise R&amp;D Spending to 2% of GDP: <\/strong>India needs to aim to <strong>double its R&amp;D &#8211; to &#8211; GDP ratio<\/strong> to <strong>2% within 5 \u2013 7 years<\/strong>, with the private sector contributing <strong>at least 50%<\/strong> of total R&amp;D spending.\n<ul class=\"wp-block-list\">\n<li>The newly announced <strong>\u20b91 lakh crore RDI Fund<\/strong> is a promising start, but its impact will depend on <strong>efficient targeting<\/strong> toward frontier technologies.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Launch National Missions in Strategic Domains: <\/strong>India needs to prioritize sustained, mission-mode research in <strong>semiconductors; Artificial Intelligence (AI); Quantum Computing; Advanced Materials; and Green Energy.<\/strong>\n<ul class=\"wp-block-list\">\n<li>Each mission needs to have <strong>long-term funding<\/strong>, <strong>clear milestones<\/strong>, and <strong>strong links to economic and national security goals<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Reforming Higher Education and Research: <\/strong>Universities need to evolve from teaching-focused institutions into <strong>centres of excellence for research<\/strong>.
