Statutory Body<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The President of India administered the oath of office to Raj Kumar Goyal as the Chief Information Commissioner of the Central Information Commission.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About Central Information Commission<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Central Information Commission (CIC) is a <strong>statutory body<\/strong> in India, established under the provisions of the <strong>Right to Information Act (2005).<\/strong><\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Central Information Commission consists of a <strong>Chief Information Commissioner (CIC<\/strong>) and <strong>not more than ten Information Commissioners (IC).<\/strong><\/li>\n\n\n\n<li>The members are <strong>appointed by the President<\/strong> on the recommendation of a Committee consisting of:\n<ul class=\"wp-block-list\">\n<li>The Prime Minister as the Chairperson,<\/li>\n\n\n\n<li>The Leader of Opposition in the Lok Sabha, and<\/li>\n\n\n\n<li>A Union Cabinet Minister nominated by the Prime Minister.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Term of office: <\/strong>The Chief Information Commissioner, or Information Commissioners, as the case may be, shall hold office for a period of <strong>three years <\/strong>from the date on which he enters upon his office.<\/li>\n\n\n\n<li><strong>Jurisdiction: <\/strong>It extends over all Central Public Authorities.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Eligibility Criteria<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Section 12(5) of the RTI Act 2005<\/strong> provides that the CIC and IC shall be\n<ul class=\"wp-block-list\">\n<li><strong>Persons of eminence<\/strong> in public life with wide knowledge and experience in law, science and technology, social service, management, journalism, mass media or administration and governance.<\/li>\n\n\n\n<li><strong>Shall not be a Member of Parliament or Member of the Legislature <\/strong>of any State or Union Territory as the case may be , or hold any other office of profit or connected with any political party or carrying on any business or pursuing any profession.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Powers and Functions<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>While inquiring, the Commission has the <strong>powers of a civil court <\/strong>in respect of the following matters:\n<ul class=\"wp-block-list\">\n<li>Summoning and enforcing attendance of persons and compelling them to give oral or written evidence on oath and to produce documents or things;\u00a0<\/li>\n\n\n\n<li>Requiring the discovery and inspection of documents;\u00a0<\/li>\n\n\n\n<li>Receiving evidence on affidavit;\u00a0<\/li>\n\n\n\n<li>Requisitioning any public record from any court or office;\u00a0<\/li>\n\n\n\n<li>Issuing summons for examination of witnesses or documents;
