Governance<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Context<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India\u2019s electoral integrity is under strain not due to a lack of reforms, but because of potentially deformative measures such as Delimitation, One Nation One Election (ONOE), and Special Intensive Revision (SIR) of electoral rolls.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>About India\u2019s Electoral Democracy<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India is the <strong>world\u2019s largest electoral democracy<\/strong>, operating under a <strong>parliamentary system<\/strong> as outlined in the <strong>Constitution of India (1950)<\/strong>.<\/li>\n\n\n\n<li>The <strong>Election Commission of India (ECI)<\/strong>, an autonomous constitutional body under <strong>Article 324,<\/strong> administers <strong>all elections to Parliament, State Legislatures<\/strong>, and the offices of the <strong>President and Vice President.<\/strong><\/li>\n\n\n\n<li>India\u2019s electoral democracy has long been hailed for its <strong>vibrancy and inclusiveness. <\/strong>But the growing concerns over <strong>electoral deformations<\/strong> like <strong>Delimitation <\/strong>based on population, <strong>One Nation One Election (ONOE) and Special Intensive Revision (SIR) of Electoral Rolls <\/strong>create institutional weaknesses and undermine the <strong>fairness, integrity or credibility<\/strong> of elections.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Pillars of Concerns<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/27-02-2025\/delimitation-debate\"><strong>Delimitation Based on Population<\/strong><\/a><strong>: <\/strong>The upcoming delimitation exercise, expected after the 2026 census, could drastically alter the balance of power between states.\n<ul class=\"wp-block-list\">\n<li>It risks penalizing southern and and eastern states that have successfully controlled population growth, while rewarding those with higher fertility rates and northern Hindi-speaking states by allocating seats based on population.<\/li>\n\n\n\n<li>It could lead to <strong>gerrymandering <\/strong>(redrawing boundaries to ensure favorable outcomes) and a dilution of federal principles.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/16-09-2024\/one-nation-one-election-3\"><strong>One Nation, One Election (ONOE)<\/strong><\/a>: Simultaneous elections aim to synchronize national and state elections, presented as an efficiency measure, and magnify the advantage of incumbency.\n<ul class=\"wp-block-list\">\n<li>National narratives and issues tend to eclipse local issues and dominate such elections, benefitting the dominant national party and reducing voter autonomy at the state level.<\/li>\n\n\n\n<li>The concentration of the electoral calendar, into a single cycle every five years, <strong>enhances manageability and manipulability<\/strong> by those in power.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><a href=\"https:\/\/cdnstatic.nextias.com\/newuploads\/Nextias\/2025\/11\/Nationwide-Special-Intensive-1761980116359.pdf\" target=\"_blank\" rel=\"noopener\"><strong>Special Intensive Revision (SIR) of Electoral Rolls:<\/strong><\/a> The SIR process, especially in states like Assam and Jammu &amp; Kashmir, raises fears of targeted disenfranchisement.\n<ul class=\"wp-block-list\">\n<li><strong>Manipulation of the SIR process<\/strong> by deep organizational reach and influence over local officials<strong> can exclude voters from minority communities.<\/strong><\/li>\n\n\n\n<li><strong>Recently, in Bihar,<\/strong> about 44 lakh names vanished from the voter list, suggesting <strong>a national pattern of mass disenfranchisement.<\/strong><\/li>\n\n\n\n<li>Estimates project over five crore deletions, marking the largest voter exclusion in democratic history.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Global Paradox: Democracy Without Democrats<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India\u2019s situation is part of a broader phenomenon of <em>electoral authoritarianism<\/em>, where governance is sustained by elections that are procedurally intact but substantively hollow.<\/li>\n\n\n\n<li>The <strong>International IDEA\u2019s <\/strong><strong><em>Global State of Democracy<\/em><\/strong><strong> report <\/strong>flags India for <strong>\u2018democratic backsliding\u2019<\/strong> particularly in <strong>indicators like \u2018credible elections\u2019.<\/strong><\/li>\n\n\n\n<li>Concepts like <em>\u2018abusive constitutionalism\u2019<\/em> and <em>\u2018autocratic legalism\u2019<\/em>, as seen in Hungary, Turkey, and Venezuela, now find resonance in India.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Ahead: What Parliament Should Do?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>For Delimitation: <\/strong>Delimitation is governed by <strong>Articles 82 and 170<\/strong> of the Constitution and the <strong>Delimitation Act, 2002<\/strong>.\n<ul class=\"wp-block-list\">\n<li>Parliament needs to ensure a <strong>fair population-to-seat ratio<\/strong> across states, possibly by creating a <strong>Constitutional amendment<\/strong> ensuring equity for southern states that have effectively controlled population growth.<\/li>\n\n\n\n<li>It needs to <strong>pass a fresh Delimitation Act<\/strong> after the next Census (2026) to redraw Lok Sabha and Assembly constituencies.<\/li>\n\n\n\n<li>Parliament needs <strong>to protect federal balance<\/strong> by resisting population-based seat redistribution.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>For One Nation One Election (ONOE):<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Constitutional Amendments<\/strong> to Articles 83, 85, 172, 174, and 356 for synchronising election cycles, that is <strong>required by a special majority.<\/strong><\/li>\n\n\n\n<li><strong>Consultation with States<\/strong> and <strong>Legal Coordination <\/strong>through an <strong>all-party committee or Inter-State Council<\/strong> to build consensus, since elections to state assemblies are state matters.<\/li>\n\n\n\n<li>Parliament needs to scrutinize the intent and impact of proposed reforms.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>For Special Intensive Revision (SIR) of Electoral Rolls: <\/strong>The <strong>ECI\u2019s SIR process<\/strong> aims to ensure inclusion of new voters and removal of duplicates, guided by <strong>Section 25 of the Representation of People Act (1950)<\/strong>.\n<ul class=\"wp-block-list\">\n<li><strong>Parliament <\/strong>provides legislative backing and funding for <strong>digital voter roll integration<\/strong> across states.\n<ul class=\"wp-block-list\">\n<li>It oversees implementation of <strong>Aadhaar\u2013EPIC linkage<\/strong> (while ensuring data privacy compliance).<\/li>\n\n\n\n<li>It mandates <strong>annual roll reviews<\/strong> in coordination with Census data to keep rolls dynamic and inclusive.<\/li>\n\n\n\n<li>Parliament needs to ensure transparency and accountability in electoral roll revisions, and safeguard minority representation and prevent systemic disenfranchisement.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Preventing electoral deformities is a continuum, combining institutional integrity, civic vigilance, and technological accountability.
