(IOCL)<\/strong> has set up a <strong>2G paddy straw-based feedstock bio-ethanol project<\/strong> at <strong>Panipat, Haryana<\/strong>.\n<ul class=\"wp-block-list\">\n<li>A <strong>2G bamboo-based biorefinery<\/strong> has been established at <strong>Numaligarh, Assam<\/strong> by <strong>Numaligarh Refinery Ltd.<\/strong>, through <strong>Assam Bio-Ethanol Private Limited (ABEPL)<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Third Generation (3G) Ethanol Project: <\/strong>IOCL has commissioned a <strong>3G ethanol plant<\/strong> at <strong>Panipat<\/strong>, utilizing <strong>refinery off-gas<\/strong> as feedstock \u2014 marking a leap towards innovative carbon utilization.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Policy Framework Supporting Biofuel Expansion<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>National Policy on Biofuels (Amended 2022)<\/strong> promotes the use of diverse <strong>feedstocks<\/strong> such as:\n<ul class=\"wp-block-list\">\n<li><strong>Damaged and surplus food grains<\/strong> (broken rice, maize, cassava, rotten potatoes).<\/li>\n\n\n\n<li><strong>Agricultural residues<\/strong> (rice straw, corn cobs, cotton stalk, sawdust, bagasse).<\/li>\n\n\n\n<li><strong>Sugarcane juice and molasses<\/strong>, regulated through the <strong><a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/05-12-2025\/expansion-of-pm-ji-van-yojana-to-accelerate-advanced-biofuel-production\" data-type=\"link\" data-id=\"https:\/\/www.nextias.com\/ca\/current-affairs\/05-12-2025\/expansion-of-pm-ji-van-yojana-to-accelerate-advanced-biofuel-production\">National Biofuel Coordination Committee (NBCC)<\/a><\/strong> to avoid food security conflicts.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Feedstock utilization is <strong>calibrated annually<\/strong> based on <strong>availability, cost, market demand, and sustainability considerations<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Impact on Sugar and Maize Sectors<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Sugar Sector: <\/strong>In <strong>Sugar Season (SS) 2024\u201325<\/strong>, sugar production reached <strong>340 LMT<\/strong>, with <strong>34 LMT diverted for ethanol production<\/strong>.\n<ul class=\"wp-block-list\">\n<li>Domestic sugar demand stood at <strong>281 LMT<\/strong>, and ethanol production helped stabilize sugar inventories and ensure <strong>timely payments to sugarcane farmers<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Maize Production Growth: Maize output<\/strong> increased by nearly <strong>30%<\/strong>, from <strong>337.30 LMT in 2021\u201322<\/strong> to <strong>443 LMT in 2024\u201325<\/strong>, driven by government encouragement for <strong>crop diversification<\/strong> from water-intensive crops like rice and sugarcane.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Achievements of the Ethanol Blended Petrol (EBP) Programme<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Since <strong>Ethanol Supply Year (ESY) 2014\u201315<\/strong> up to <strong>October 2025<\/strong>, the <strong>EBP Programme<\/strong> has achieved:\n<ul class=\"wp-block-list\">\n<li>Payments to farmers exceeding <strong>\u20b91,36,300 crores<\/strong>.<\/li>\n\n\n\n<li><strong>Foreign exchange savings<\/strong> of more than <strong>\u20b91,55,000 crores<\/strong>.<\/li>\n\n\n\n<li><strong>Net CO\u2082 reduction<\/strong> of approximately <strong>790 lakh metric tonnes<\/strong>.<\/li>\n\n\n\n<li><strong>Substitution of over 260 LMT<\/strong> of crude oil imports.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Pradhan Mantri JI-VAN Yojana<\/strong> represents a cornerstone of India\u2019s <strong>clean energy and circular economy vision<\/strong>.&nbsp;<\/li>\n\n\n\n<li>It paves the way for a sustainable and self-reliant biofuel ecosystem by linking <strong>farmers\u2019 livelihoods<\/strong>, <strong>waste management<\/strong>, and <strong>energy security<\/strong>.<\/li>\n\n\n\n<li>The initiative strengthens India\u2019s journey toward a <strong>low-carbon, energy-secure future<\/strong> together with supportive policies and technological innovations.<\/li>\n<\/ul>\n\n\n\n<p><a href=\"https:\/\/www.pib.gov.in\/PressReleasePage.aspx?PRID=2198765&amp;reg=3&amp;lang=2\" target=\"_blank\" rel=\"noopener\">Source: PIB<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p><strong>Context<\/strong><\/p>\n<li class=\"ms-5\">Recently, the Union Government has expanded the scope and timeline of the Pradhan Mantri Jaiv Indhan\u2013Vatavaran Anukool Fasal Awashesh Nivaran (JI-VAN) Yojana, reaffirming its commitment to sustainable development and energy security.\u00a0<\/li>\n<p><\/p>\n<p><strong>About PM JI-VAN &#038;
