Capital formation was shaped by:\n<ul class=\"wp-block-list\">\n<li>Licensing and quota systems;<\/li>\n\n\n\n<li>Bureaucratic discretion;<\/li>\n\n\n\n<li>Political patronage determining industrial geography;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Liberalisation in 1991<\/strong> dismantled licensing and partially decentralised economic power. However, meaningful competition took time because:\n<ul class=\"wp-block-list\">\n<li>Public enterprises still dominated;<\/li>\n\n\n\n<li>State bureaucracies were slow to modernise;<\/li>\n\n\n\n<li>Investment decisions remained Union Centric;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>By the 2010s, <strong>States became the primary engines of investment mobilisation<\/strong>, aligning with trends <strong>highlighted in World Bank (2023) and OECD (2021) territorial competitiveness studies.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Rise of Competitive Federalism<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Concept of Competitive Federalism<\/strong> gained momentum after the formation of<strong> NITI Aayog<\/strong>, which replaced the <strong>Planning Commission<\/strong> in 2015.\n<ul class=\"wp-block-list\">\n<li>NITI Aayog\u2019s mandate includes fostering competitive federalism through <strong>transparent rankings, performance indices, and policy parameters.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>States Competing on Competence: <\/strong>Today, investment rivalry centres on policy predictability, infrastructure quality, skilled labour pools, streamlined clearances, and governance credibility.\n<ul class=\"wp-block-list\">\n<li>It aligns with <strong>NITI Aayog (2022) and IDFC Institute (2019)<\/strong> findings showing widening performance divergence among States in business climate metrics.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>How States Are Competing?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>NITI Aayog<\/strong> has launched several indices to b<strong>enchmark State performance:<\/strong>\n<ul class=\"wp-block-list\">\n<li>School Education Quality Index;<\/li>\n\n\n\n<li>State Health Index;<\/li>\n\n\n\n<li>Composite Water Management Index;<\/li>\n\n\n\n<li>Sustainable Development Goals Index;<\/li>\n\n\n\n<li>India Innovation Index;<\/li>\n\n\n\n<li>Export Competitiveness Index;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>These rankings are based on quantitative, objective criteria, encouraging States to improve governance and service delivery.\n<ul class=\"wp-block-list\">\n<li>Even districts are ranked under the<strong> Aspirational Districts Programme, <\/strong>creating competition at sub-State levels.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Examples of Competitive Federalism:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Google\u2019s AI centre<\/strong>: Andhra Pradesh vs Tamil Nadu vs Karnataka;<\/li>\n\n\n\n<li><strong>Foxconn\u2019s electronics hubs<\/strong>: bids from Maharashtra, Tamil Nadu, Karnataka;<\/li>\n\n\n\n<li><strong>Vedanta\u2013Foxconn semiconductor venture<\/strong>: Maharashtra vs Gujarat;<\/li>\n\n\n\n<li><strong>EV manufacturing<\/strong>: Tamil Nadu vs Telangana;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>These contests indicate India\u2019s entry into the<strong> model observed in OECD federations<\/strong>, as described in <strong>Brookings (2020) and UNESCAP (2022).<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Benefits of Competitive Federalism<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Improved Governance and Service Delivery:<\/strong> States compete to enhance education, health, infrastructure, and digital services.\n<ul class=\"wp-block-list\">\n<li>NITI Aayog\u2019s performance indices incentivize reforms and transparency.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Investment Attraction:<\/strong> States pitch themselves to global investors with tailored policies and branding.<\/li>\n\n\n\n<li><strong>Policy Innovation:<\/strong> States experiment with localized solutions\u2014like Telangana\u2019s T-Hub for startups or Kerala\u2019s health model\u2014which can be scaled nationally.<\/li>\n\n\n\n<li><strong>Empowerment and Accountability: <\/strong>Decentralized competition shifts power closer to citizens, making governments more responsive and accountable.\n<ul class=\"wp-block-list\">\n<li><strong>According to DPIIT (2024),<\/strong> such competition has accelerated policy harmonisation across States.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Risks of Competitive Federalism<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Widening Regional Inequality: <\/strong>Wealthier States with better infrastructure and human capital attract more investment, leaving poorer States behind.\n<ul class=\"wp-block-list\">\n<li>It can exacerbate socio-economic divides.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Policy Fragmentation: <\/strong>Excessive competition may lead to inconsistent regulations across States, complicating business operations and national coherence.<\/li>\n\n\n\n<li><strong>Fiscal Imbalance:<\/strong> The Centre retains significant financial power, limiting States\u2019 ability to compete effectively.\n<ul class=\"wp-block-list\">\n<li>Demand to shift items from the Concurrent List to the State List reflect this concern.<\/li>\n\n\n\n<li>Excessive subsidies can strain State finances (RBI 2023);<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Weakening of Cooperative Mechanisms: <\/strong>Overemphasis on competition can reduce cooperation in centrally coordinated programs \u2014 GST Council, disaster management, health surveillance, etc.<\/li>\n\n\n\n<li><strong>Short-Termism:<\/strong> Political cycles may push States toward populist measures for quick wins rather than sustainable development.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Forward: India\u2019s New Federal Compact<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>From Permission to Persuasion: <\/strong>In three decades, India has moved from p<strong>ermission-based investment<\/strong> to <strong>persuasion-based competition.<\/strong>\n<ul class=\"wp-block-list\">\n<li>It is possible because <strong>Delhi-driven industrial policy<\/strong> is shifted to <strong>State-centric investment strategy.<\/strong><\/li>\n\n\n\n<li>State leaders now<strong> pitch directly to CEOs<\/strong> rather than ministries, backed by data and clear value propositions.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Why Every State\u2019s Win Is a Win for India: <\/strong>When one State secures a major investment:\n<ul class=\"wp-block-list\">\n<li>Skill ecosystems grow;<\/li>\n\n\n\n<li>Industrial clusters deepen;<\/li>\n\n\n\n<li>Supply chains expand beyond borders;<\/li>\n\n\n\n<li>Overall national competitiveness rises;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Examples like Andhra Pradesh\u2019s EoDB performance, Tamil Nadu\u2019s workforce, Gujarat\u2019s
