These include:\n<ul class=\"wp-block-list\">\n<li><strong>Art 14: <\/strong>Equality Before Law<\/li>\n\n\n\n<li><strong>Article 21: <\/strong>Protection of Life And Personal Liberty<\/li>\n\n\n\n<li><strong>Article 22:<\/strong> Protection Against Arrest And Detention in Certain Cases<\/li>\n\n\n\n<li><strong>Article 39A:<\/strong> Equal Justice And Free Legal Aid <em>(Introduced through the 42nd Amendment)<\/em><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Legal Services Authorities Act, 1987<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It came into effect on <strong>November 9, 1995<\/strong>, led to the establishment of a nationwide framework to provide <strong>free and competent legal services<\/strong> to the marginalized and disadvantaged sections of society.<\/li>\n\n\n\n<li>The <strong>Legal Services Authorities Act, 1987 <\/strong>established <strong>Lok Adalats<\/strong> and <strong>Permanent Lok Adalats<\/strong> as forums for amicable settlement of disputes, including pre-litigation matters.<\/li>\n\n\n\n<li><strong>Three-Tier Structure of Legal Services Authorities:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>National Legal Services Authority (NALSA):<\/strong> Headed by the <strong>Chief Justice of India; <\/strong>funded through Central funding and donations;<\/li>\n\n\n\n<li><strong>State Legal Services Authorities (SLSAs):<\/strong> Headed by the <strong>Chief Justice of the High Court; <\/strong>funded through Central and State Government support;<\/li>\n\n\n\n<li><strong>District Legal Services Authorities (DLSAs):<\/strong> Headed by the <strong>District Judge; <\/strong>funded through State Government funding and donations;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Accessing Free Legal Aid: <\/strong>Eligible individuals can apply for free legal services through:\n<ul class=\"wp-block-list\">\n<li>Written or oral applications at Legal Services Authorities offices;<\/li>\n\n\n\n<li><strong>Online applications<\/strong> via NALSA, State, or District portals;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Applications are processed promptly, and as per <strong>Regulation 7(2)<\/strong> of the <strong>NALSA (Free and Competent Legal Services) Regulations, 2010, <\/strong>decisions need to be made within <strong>seven days<\/strong>.\n<ul class=\"wp-block-list\">\n<li>From <strong>2022\u201323 to 2024\u201325<\/strong>, over <strong>44.22 lakh people<\/strong> benefited from free legal aid and advice.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Role of NALSA and State Legal Services Authorities<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>NALSA, along with State Legal Services Authorities (SLSAs), plays a pivotal role in:\n<ul class=\"wp-block-list\">\n<li><strong>Organizing Lok Adalats<\/strong> for speedy and amicable dispute resolution.<\/li>\n\n\n\n<li><strong>Running Legal Aid Clinics<\/strong> in remote and underserved areas.<\/li>\n\n\n\n<li>Conducting legal literacy camps to educate citizens about their rights.<\/li>\n\n\n\n<li>Supporting victim compensation schemes and mediation services.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Innovative Initiatives for Holistic Justice&nbsp;<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>DISHA Framework:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Tele-Law and Nyaya Bandhu: <\/strong>These digital initiatives connect citizens, especially in remote areas, with legal advisors via technology.<\/li>\n\n\n\n<li><strong>Legal Literacy and Awareness Programme (LLLAP): <\/strong>It promotes legal awareness through communication materials in <strong>22 scheduled languages<\/strong>, with active participation from state agencies.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Fast-Track Courts (FTCs): <\/strong>It was established to ensure speedy trials in cases involving women, children, senior citizens, and other vulnerable groups.<\/li>\n\n\n\n<li><strong>Fast Track Special Courts (FTSCs): <\/strong>Focused on serious sexual offences, including cases under the <a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/14-11-2022\/protection-of-children-from-sexual-offences-pocso\"><strong>POCSO Act<\/strong>.<\/a><\/li>\n\n\n\n<li><strong>Gram Nyayalayas: <\/strong>These village-level courts enhance access to justice in rural areas.<\/li>\n\n\n\n<li><strong>Nari Adalats: <\/strong>An initiative under the <strong>Mission Shakti<\/strong> scheme, <strong>Nari Adalats<\/strong> address gender-based violence through mediation and reconciliation.\n<ul class=\"wp-block-list\">\n<li>Composed of <strong>7\u20139 women<\/strong>, they empower women to assert their rights and access legal aid.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Special Courts for Marginalized Communities: <\/strong>To safeguard the rights of Scheduled Castes and Scheduled Tribes, <strong>211 Exclusive Special Courts<\/strong> have been set up under the <strong>SC\/ST (Prevention of Atrocities) Act, 1989<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concerns and Challenges in Accessing Legal Services in India<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Awareness Deficit:<\/strong> Many eligible citizens are unaware of their right to free legal aid under the Legal Services Authorities Act, 1987.\n<ul class=\"wp-block-list\">\n<li>Legal literacy remains low, especially in<strong> rural and tribal areas.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Geographic Disparities:<\/strong> Legal aid services are concentrated in urban centers, leaving remote regions underserved.\n<ul class=\"wp-block-list\">\n<li>Mobile legal aid clinics and outreach vans exist but are insufficient to meet demand.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Quality and Accountability:<\/strong> Legal aid lawyers often face criticism for lack of commitment, poor preparation, and inadequate follow-up.\n<ul class=\"wp-block-list\">\n<li>There is limited monitoring or performance evaluation of legal aid providers.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Overburdened Judiciary: <\/strong>India\u2019s courts are clogged with pending cases\u2014over 50 million across all levels\u2014leading to delays and denial of timely justice.\n<ul class=\"wp-block-list\">\n<li>Legal aid beneficiaries often face longer wait times and procedural hurdles.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Digital Divide:<\/strong> While e-courts and online legal services are expanding, many citizens lack internet access or digital literacy.\n<ul class=\"wp-block-list\">\n<li>It disproportionately affects women, elderly, and rural populations.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Socio-Cultural Barriers:<\/strong> Marginalized groups\u2014especially Dalits, Adivasis, and women\u2014often face discrimination or intimidation when seeking legal help.\n<ul class=\"wp-block-list\">\n<li>Language barriers and fear of authority further discourage engagement with the legal system.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What Needs to Be Done?<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Strengthen legal literacy through school curricula and community outreach.<\/li>\n\n\n\n<li>Improve training and incentives for legal aid lawyers.<\/li>\n\n\n\n<li>Expand infrastructure in rural and tribal areas.<\/li>\n\n\n\n<li>Ensure accountability through transparent monitoring and feedback mechanisms.<\/li>\n\n\n\n<li>Bridge the digital divide with inclusive tech
