Over <strong>17 lakh dog bite cases were recorded in 2023<\/strong>, as per the Union Health Ministry.<\/li>\n\n\n\n<li>Local bodies often lack funds, shelters, and coordination for ABC implementation.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Ethical Dimension<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Conflict of Values: <\/strong>Compassion for animals vs. protection of human life.<\/li>\n\n\n\n<li><strong>Ethical Resolution: <\/strong>Humane relocation and sterilisation ensures justice to both sides \u2014 preventing cruelty while ensuring safety.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Constitutional and Legal Framework<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Article 21 (Right to Life): <\/strong>Right to life includes the right to live safely and with dignity \u2014 extends to freedom from avoidable dangers in public spaces.<\/li>\n\n\n\n<li><strong>Article 48A:<\/strong> State shall protect and improve the environment and safeguard wildlife.<\/li>\n\n\n\n<li><strong>Article 51A(g):<\/strong> It is the duty of every citizen to show compassion to living creatures.<\/li>\n\n\n\n<li><strong>Prevention of Cruelty to Animals Act, 1960: <\/strong>Parent legislation for animal welfare and prevention of cruelty.<\/li>\n\n\n\n<li><strong>Animal Birth Control (ABC) Rules, 2023:<\/strong> TMandates sterilisation, vaccination, and humane management of stray dogs.<\/li>\n\n\n\n<li><strong>Municipal Acts \/ Local Body Laws: <\/strong>Assign responsibility for stray management and waste control to local bodies.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Way Ahead<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Prioritize Infrastructure: <\/strong>The long-term success of the order hinges on rapidly building and funding sufficient, humane shelters (pounds\/kennels) for the relocated dogs.<\/li>\n\n\n\n<li><strong>Strengthen ABC Implementation: <\/strong>The focus must return to achieving the WHO-mandated 70% sterilisation coverage in all localities to reduce overall dog population growth.<\/li>\n\n\n\n<li><strong>Inter-Departmental Coordination:<\/strong> Effective implementation requires a &#8220;One Health&#8221;
