quantity loss.<\/li>\n\n\n\n<li><strong>Mechanisation Gaps:<\/strong> Limited access to harvest machinery causes damage &amp; spillage.<\/li>\n\n\n\n<li><strong>Inadequate Market Access &amp; Price Support: <\/strong>Small farmers often sell produce immediately after harvest due to liquidity constraints and lack of warehouse receipts.\n<ul class=\"wp-block-list\">\n<li>Leads to distress sales and discourages investment in proper storage or post-harvest handling.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Pest &amp; Disease Attacks:<\/strong> Inadequate pest control&nbsp; leads to crop spoilage.<\/li>\n\n\n\n<li><strong>Inadequate Infrastructure:<\/strong> Shortage of cold chains, warehouses, moisture-proof silos leads to the rotting\/decay of the food items.<\/li>\n\n\n\n<li><strong>Transport Bottlenecks:<\/strong> The road infrastructure is not robust and there is a lack of refrigerated transport support.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concerns<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Direct GDP Loss:<\/strong> In India, food loss is estimated at \u20b91.5 trillion annually of GDP loss which can be avoided through more efficient and resilient food systems.<\/li>\n\n\n\n<li><strong>Farmer Incomes: <\/strong>It leads to reduced profitability due to spoilage and wastage of produce.<\/li>\n\n\n\n<li><strong>Green House Gas Emissions: <\/strong>Even modest percentage losses in cereals, particularly paddy, translate into more than 10 million tonnes of carbon dioxide (CO2)-equivalent emissions annually, owing to the <strong>high methane intensity<\/strong> of rice.\n<ul class=\"wp-block-list\">\n<li>Losses of livestock products are equally damaging because of their <strong>heavy resource footprint.&nbsp;<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Burden on government schemes: <\/strong>The food wastage also has a cascading impact on the government food security schemes such as Public Distribution System, nutrition missions.<\/li>\n\n\n\n<li><strong>Loss of Resources: <\/strong>The production of these food crops is a cumulative result of proper water supply, energy, fertilizer, land and labour.\n<ul class=\"wp-block-list\">\n<li>The food lost is equivalent to the wasted water, energy, fertilizer, and land etc.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Government Initiatives<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Integrated Cold Chain and Value Addition Infrastructure Scheme (ICCVAI):<\/strong> The Ministry of Food Processing Industries (MoFPI) runs the ICCVAI Scheme, as part of the Pradhan Mantri Kisan Sampada Yojana (PMKSY).\n<ul class=\"wp-block-list\">\n<li>The scheme encompasses multiple sectors, including horticulture, dairy, meat, poultry, and marine or fish products, thereby addressing a broad spectrum of perishable commodities crucial to agriculture and allied industries.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img data-dominant-color=\"e8eff2\" data-has-transparency=\"false\" style=\"--dominant-color: #e8eff2;\" loading=\"lazy\" decoding=\"async\" width=\"602\" height=\"308\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/10\/key-components-of-iccvai.webp\" alt=\"key-components-of-iccvai\" class=\"not-transparent wp-image-57912\" srcset=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/10\/key-components-of-iccvai.webp 602w, https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/10\/key-components-of-iccvai-300x153.webp 300w\" sizes=\"auto, (max-width: 602px) 100vw, 602px\" \/><\/figure>\n<\/div>\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Mission for Integrated Development of Horticulture (MIDH):&nbsp; <\/strong>Under the MIDH, financial assistance is provided for a range of horticulture activities, including the construction, expansion, and modernization of cold storages with a capacity of up to 5,000 MT across the country.\n<ul class=\"wp-block-list\">\n<li>These projects are implemented based on Annual Action Plans submitted by States and Union Territories.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Operation Greens Scheme: <\/strong>It is a central Sector Scheme being implemented by MoFPI under Pradhan Mantri Kisan SAMPADA Yojana from 2018-19, with the objective of enhancing the value realisation of farmers and minimizing post-harvest losses.&nbsp;<\/li>\n\n\n\n<li><strong>Agriculture Infrastructure Funds (AIF): <\/strong>The Fund aims to facilitate the creation of post-harvest management and community farming assets, including cold storages, warehouses and processing units.\n<ul class=\"wp-block-list\">\n<li>All the eligible beneficiaries can avail collateral-free term loans of up to\u20b92 crore along with an interest subvention of 3% per annum on the term loan.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Enhanced Budgetary Allocation under PMKSY (2025): <\/strong>The Union Cabinet in 2025 approved an additional outlay of\u20b91,920 crore for the PMKSY, raising the total allocation to \u20b96,520 crore for the 15th Finance Commission cycle.\n<ul class=\"wp-block-list\">\n<li>This significant increase reflects the government\u2019s strong commitment to expand the impact of cold chain infrastructure.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Achievements and Progress<\/strong><\/h2>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img data-dominant-color=\"4d7689\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"277\" height=\"282\" src=\"https:\/\/wp-images.nextias.com\/cdn-cgi\/image\/format=auto\/ca\/uploads\/2025\/10\/Achievements-and-Progress.webp\" alt=\"Achievements and Progress\" class=\"not-transparent wp-image-57914\" style=\"--dominant-color: #4d7689;
