technology and innovation; security and defence; connectivity and global issues; and enablers across pillars.<\/li>\n\n\n\n<li><strong>What Is Being Proposed?<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Recognition of India\u2019s Carbon Credits:<\/strong> The EU may allow Indian exporters to offset their CBAM liabilities using carbon credits purchased under India\u2019s domestic carbon market.<\/li>\n\n\n\n<li><strong>Avoiding Double Carbon Taxation:<\/strong> This would prevent Indian industries from paying both domestic carbon prices and CBAM levies on exports to the EU.<\/li>\n\n\n\n<li><strong>Mutual Trust in MRV Systems: <\/strong>For this linkage to work, both sides need to agree on <strong>Monitoring, Reporting, and Verification (MRV)<\/strong> standards to ensure transparency and credibility.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Challenges in Proposed Linking<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>India\u2019s Underdeveloped Carbon Market: <\/strong>India\u2019s <strong>Carbon Credit Trading Scheme (CCTS)<\/strong>, commonly called the <strong>ICM<\/strong>, is still in its infancy.\n<ul class=\"wp-block-list\">\n<li>In contrast to the EU\u2019s <strong>Emissions Trading System (ETS)<\/strong> mature market with clear caps, verification, and enforcement, India\u2019s scheme relies on <strong>intensity-based improvements<\/strong> and <strong>project-level offsets<\/strong>, not absolute emission caps.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Lack of Institutional Parity: <\/strong>The EU\u2019s ETS operates under <strong>independent regulators and verified registries<\/strong>, ensuring integrity and transparency.\n<ul class=\"wp-block-list\">\n<li>India currently lacks equivalent institutions, making EU authorities reluctant to recognize Indian credits as valid for CBAM deductions.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Price Gap Problem: <\/strong>Carbon prices under the EU\u2019s ETS hover between <strong>\u20ac60\u2013\u20ac80 per tonne<\/strong>, while India\u2019s range between <strong>\u20ac5\u2013\u20ac10 per tonne<\/strong>.\n<ul class=\"wp-block-list\">\n<li>Without <strong>comparable and enforceable carbon prices<\/strong>, the EU is unlikely to grant meaningful deductions, leaving Indian exporters exposed to <strong>both domestic compliance costs and CBAM levies<\/strong>.<\/li>\n\n\n\n<li>It could provoke political backlash and industrial resistance within India, potentially weakening the integrity of its carbon scheme.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Political and Legal Contradictions of CBAM: <\/strong>Beyond technicalities, <strong>CBAM\u2019s unilateral nature<\/strong> makes it controversial.\n<ul class=\"wp-block-list\">\n<li>India and several developing countries have criticized CBAM at the <strong>WTO<\/strong> as <strong>protectionist and discriminatory<\/strong>.<\/li>\n\n\n\n<li>By linking ICM to CBAM, India risks <strong>legitimizing<\/strong> a system it has opposed in global forums.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Sovereignty and Trust Issues: <\/strong>The EU\u2019s ability to judge whether India\u2019s carbon price is \u2018sufficient\u2019 raises sovereignty concerns.\n<ul class=\"wp-block-list\">\n<li>If the EU refuses full deductions, India may face <strong>diplomatic disputes<\/strong> or <strong>legal challenges<\/strong>, straining bilateral relations.<\/li>\n\n\n\n<li>Furthermore, any <strong>domestic rollback<\/strong> of carbon compliance due to political or industrial pressure could instantly expose exporters to higher CBAM costs \u2014 making the linkage fragile and dependent on mutual trust.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Pathways to a Real Partnership<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The proposed linkage offers an unprecedented opportunity for <strong>North-South cooperation in carbon markets<\/strong>, despite its risks.
