This annexation was not widely recognized internationally.<\/li>\n\n\n\n<li><strong>1967 Six-Day War: <\/strong>Israel captured the West Bank during the 1967 Six-Day War and argues that the area is \u201c<strong>disputed\u201d rather than \u201coccupied.\u201d<\/strong><\/li>\n\n\n\n<li><strong>Oslo Accords:<\/strong> Beginning with the <strong>1993 Oslo Accords<\/strong>, parts of the West Bank were put under varying degrees of Palestinian self-rule through the Palestinian Authority (PA).<\/li>\n\n\n\n<li><strong>International status: <\/strong>The international community overwhelmingly considers the West Bank to be occupied territory.\n<ul class=\"wp-block-list\">\n<li><strong>The International Court of Justice (ICJ)<\/strong> and the <strong>United Nations <\/strong>have ruled that 371<\/strong><\/h2>\n\n\n\n<p><strong>Syllabus: GS2\/Polity and Governance<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Context<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ladakh\u2019s two key socio-political amalgams, Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) decided to resume talks with the Ministry of Home Affairs (MHA) on Statehood and Sixth Schedule.\n<ul class=\"wp-block-list\">\n<li>The Centre has reportedly proposed<strong> special provisions under Article 371 o<\/strong>f the Constitution as a potential alternative to Sixth Schedule status.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Background<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In<strong> 2019, <\/strong>the former State of Jammu &amp; Kashmir was bifurcated into two Union Territories \u2014 Jammu &amp; Kashmir, and Ladakh, the latter without a Legislative Assembly.<\/li>\n\n\n\n<li>After its special status was removed, several political groups in Ladakh have been demanding that land, employment, and the cultural identity of Ladakh, should be protected under the <strong>Sixth Schedule.<\/strong><\/li>\n\n\n\n<li>In 2019, the <strong>National Commission for Scheduled Tribes<\/strong> recommended the inclusion of Ladakh under the Sixth Schedule.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Sixth Schedule<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Sixth Schedule under <strong>Article 244<\/strong> provides for the formation of autonomous administrative divisions \u2014 <strong>Autonomous District Councils (ADCs)<\/strong> \u2014 that have some legislative, judicial, and administrative autonomy within a state.<\/li>\n\n\n\n<li>This Schedule contains provisions regarding the administration of tribal areas in the states of <strong>Assam, Meghalaya, Tripura and Mizoram.<\/strong><\/li>\n\n\n\n<li>The Schedule also gives ARCs and ADCs the power to collect land revenue, impose taxes, regulate money lending and trading, collect royalties from licenses or leases for the extraction of minerals in their areas, and establish public facilities such as schools, markets, and roads.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Protections offered under Article 371<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Articles 371 <\/strong>and 371-A through J provide \u201cspecial provisions\u201d for specific states, often to give representation to certain religious and social groups and to allow these groups to exercise autonomy over their affairs without interference from the state and central governments.<\/li>\n\n\n\n<li>Special provisions under <strong>Article 371 <\/strong>would allow protections to be extended to the local population of to selectively \u201cpaint\u201d polymers onto gold nanoparticles to form distinct surface patterns.<\/li>\n\n\n\n<li><strong>Nanoparticles <\/strong>are tiny particles, serving as the building blocks for revolutionary technologies in medicine, electronics, and energy.\n<ul class=\"wp-block-list\">\n<li>However, to create truly complex and functional materials, <strong>scientists need nanoparticles with different surface domains <\/strong>that can guide how they connect together and organise particular patterns.&nbsp;<\/li>\n\n\n\n<li>Creating these patchy nanoparticles with precision and in large quantities has been a major hurdle.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Using the stencilling technique, the team successfully <strong>created more than 20 types of patchy nanoparticles with unique with global financial norms.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>FATF status: <\/strong>As of October 2025, Iran remains on the<strong> FATF blacklist<\/strong> for its failure to adopt sufficient anti-money laundering (AML) and counter-terrorist financing (CFT) standards.\n<ul class=\"wp-block-list\">\n<li>The ratification is seen as a first step toward potential re-evaluation by the FATF.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>About the CFT<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The CFT was adopted by the <strong>United Nations General Assembly<\/strong> on 9 December <strong>1999<\/strong> (Resolution 54\/109).<\/li>\n\n\n\n<li><strong>Objective: <\/strong>To criminalize the financing of terrorism and establish international cooperation mechanisms to prevent, investigate, and prosecute such offences.\n<ul class=\"wp-block-list\">\n<li>It requires countries to <strong>strengthen financial oversight, share intelligence,<\/strong> and cooperate in law enforcement.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>International Legal Framework:<\/strong> Complements other UN instruments such as the UN Security Council Resolution 1373 (2001) and the UN <\/strong>FATF was established in <strong>1989 <\/strong>by the<strong> G7 <\/strong>to examine and develop measures to combat money laundering. It originally included the G7 countries, the European Commission and eight other countries.<strong>&nbsp;<\/strong><br>1. <strong>In 2001,<\/strong> the FATF expanded its mandate to also combat terrorist financing.&nbsp;<br>&#8211; <strong>Members: <\/strong>FATF has<strong> 40 <\/strong>members including <strong>India.&nbsp;<\/strong><br>&#8211; FATF has the authority to issue warnings and sanctions against countries that fail to comply with its standards, such as suspension of membership and blacklisting.<br><strong>FATF \u2018Grey list\u2019 and \u2018Blacklist\u2019<\/strong><br>&#8211; <strong>Black List: <\/strong>Countries known as Non-Cooperative Countries or Territories (NCCTs) are put on the Blacklist.
