content moderation are lawful, proportionate, and accountable.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Proposed Amendments<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Authorized Officers for Content Regulation:<\/strong> Only Joint Secretary-rank officers (or equivalent in Central Government) and Director General of Police-rank officers (for states) can issue takedown requests.\n<ul class=\"wp-block-list\">\n<li>This would prevent misuse of lower-level bureaucratic orders and ensure accountability.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Legal Justification:<\/strong> Every takedown order must clearly cite:\n<ul class=\"wp-block-list\">\n<li>Statutory basis (specific provision under IT Act or related laws);<\/li>\n\n\n\n<li>Precise URLs, posts, or content identifiers; and<\/li>\n\n\n\n<li>Reasons for removal in writing.<\/li>\n\n\n\n<li>Ensures decisions are traceable and subject to judicial review.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Review Mechanism:<\/strong> All takedown actions will undergo a monthly review by a Secretary-level officer to ensure legality, necessity, and proportionality.\n<ul class=\"wp-block-list\">\n<li>This will enhance transparency and reduce arbitrary censorship.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Regulation of AI-Generated Content: <\/strong>Introduces definition of \u201csynthetically generated information\u201d \u2014 any content (image, video, or audio) created or modified algorithmically to appear authentic.\n<ul class=\"wp-block-list\">\n<li>Establishes legal clarity on what constitutes AI-manipulated media.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Labelling of Deepfakes: <\/strong>Platforms must embed visible labels or metadata on AI-generated visuals and audios, covering at least 10% of the frame area or duration.<\/li>\n\n\n\n<li><strong>Platform Accountability: <\/strong>Significant Social Media Intermediaries (SSMIs) \u2014 such as Facebook, Instagram, X, and YouTube \u2014 must:\n<ul class=\"wp-block-list\">\n<li>Obtain user declaration while uploading potentially AI-altered content.<\/li>\n\n\n\n<li>Use automated detection tools to identify and tag deepfakes or synthetic media.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Due Diligence Obligations: <\/strong>Non-compliance with these norms will lead to loss of \u201csafe harbour\u201d protection under Section 79 of the IT Act, 2000.\n<ul class=\"wp-block-list\">\n<li>Platforms can be held legally liable for unlawful or
